Humanitarian Initiative Just Relief Aid (HIJRA) is a humanitarian and development organization that aims to positively contribute towards improving the living standards and conditions of those adversely affected by disasters and conflict in the East and Horn of Africa. Job Summary: The Assistant Finance Officer’s responsibilities will include but not limited to source data recording, analysis, and interpretations and facilitation of procurement processes. S/he will also actively maintain the inventory and assets register and ensure safe custody of the financial documents for easy reference and donor reporting. The incumbent will be expected to achieve utmost efficiency by constantly reviewing work processes and work flow within the office.
Key Duties & Responsibilities:
·         Ensure that all the money received is accurately recorded in the source document and posted in the financial management system.
·         Prepare the documents required for the payment of the supplies up to LPO stage and ensure that all the required attachments are in place before sending for further processing within the Serenic system.
·         Accurately and timely prepare the payment vouchers and attach the necessary documents before submitting them to the Finance Officer for review and posting to general ledger.
·         Maintain stationary supply records and as well as other inventory supply and coordinate deliveries.
·         Participate in the procurement process by sourcing for quotations from the vendors and forwarding the same to the procurement committee for review and decision making.
·         Generate the Local Purchase Order using the financial system and deliver the same to the supplier upon authorization.
·         Update the automated items records and Fixed Assets records on weekly and monthly basis respectively.
·         Maintain electronic and hard copy filing system and retrieve documents from filing system when required.
·         Manage the petty cash kitty and keep the appropriate records.
·         Photocopy all the weekly transactions to ensure a safe copy of the document is available for the Donor verification and Audit.
·         Stamp all the payment vouchers and invoices “paid” to avoid double posting.
Qualifications, Skills & Experience:
·         Must have a Bachelor’s Degree in Accounting or Business Administration
·         At least two years’ of experience in a busy finance and administration environment
·         Ability to plan ahead and meet with deadlines
·         Strong written and spoken communication skills, in English
Confidentiality is a must
·         Diploma in procurement studies or wide experience in that function
·         Stage 2 of CPA/ACCA or any other professional Exam
·         Previous work experience working in international NGO environment.
·         An individual who is confident and can cope with people from diverse backgrounds

The Programme Assistant’s primary function is to support to the DCA DRRAP Consortium Coordinator and the Uganda Programme team. The Programme Assistant reports to the Programme Coordinator.
Main tasks
Research and information collection related to cross border, dry lands, pastoral and drought risk reduction advocacy and related issues
Documentation and information dissemination
Organize administrative and logistical needs for symposiums, meetings, workshops and media briefings
Prepare supplements for newspapers
Assist with networking with stakeholders involved in similar work.
Create and follow budgets
Support DCA programme team and partner projects
Key qualifications / Experience
- University degree in a relevant field
- Strong technical background in the field of research and information with at least 2 years experience in research and documentation.
- Good working knowledge of the Karamoja cluster, dry lands and pastoralism would be an advantage
- Exposure to programme and project management in marginalised areas and feel for policy work
- Commitment to quality work, efficiency, timeliness to deadlines and being solution-orientated
- Able, interested and willing to multi-task (e.g. from networking to administration)
- Very good analytical skills and capacity for understanding and synthesizing large volumes of reading material
- Very good interpersonal and communication skills, and capacity to work in a diverse and multicultural environment
- Flexible, pro-active, self-motivated and able to organise work independently as well as be willing to work within a team
- Computer literacy and fluent command of verbal and written English is a must.

The programme is focused on the Karamoja and Teso sub-regions. It is composed of various projects aimed at synergy to reach a common objective; the projects are mostly implemented by local partner organisations.
The PO’s primary function is to provide the overall management of the Right to Food programme and to ensure that DCA’s objectives and accountability to its target rights holders and back donors is guaranteed during the entire project cycle. The PO will also be the emergency response focal person with responsibility of coordinating DCA response and relief work.
The Programme Officer reports to the Programme Coordinator.
Main tasks
- Support the design, implementation, monitoring and evaluation of the programme and projects, providing strategic, technical and financial insights
- Assess and appraise project proposals and enhance the quality of project design, implementation and management, as well as general compliance to back donor requirements
- Support partner organisations in identifying and addressing capacity
- Strengthen and support the mainstreaming of gender-inclusive rights-based perspectives in the programme
- Participate in the development of project proposals and fundraising initiatives
- Take active role in ongoing assessment of existing partners and identifying new partners
- Ensure a high level of documentation through regular reporting, including programme reporting, as well as the required level of internal administrative tasks
- Promote synergies, sharing of lessons and experiences within DCA and with partners
- Act as DCA focal person for emergency response to disasters
- Participate in relevant networks
- Contribute to DCA information work through contact with various media and writing of articles e.g. for DCA website or monthly magazine
Key qualifications / Experience
- Advanced university degree in a relevant field
- Strong technical background in the field of food security/ livelihood with at least 5 years experience with implementation of programmes and projects at “officer” level
- Good working knowledge of the Karamoja and Teso sub-regions of North Eastern Uganda
- Very good analytical skills and capacity for strategic planning
- Proven experience in mainstreaming gender equality and rights-based approach, in theory and practice.
- Experience in emergency response, local and national level advocacy and alliance building
- Excellent interpersonal and communication skills, and capacity to work with a partner based approach
- Commitment to high quality of work and results, and to being solution-orientated
