Global Advisor, Monitoring and Evaluation (1120)

Kampala, Uganda - Monitoring and Evaluation (M&E) systems and processes require definition, discipline and training. The Advisor will provide clarity, definition and system synchronism across all Samaritan’s Purse (SP) field office locations. The individual serving as the Advisor for Monitoring and Evaluation will work closely with the Program Management Advisor, Regional Directors, Country Directors, and Program Managers as well as within the Program Development Division (PDD) in general. The Global Advisor, M&E will seek to establish meetings with key implementers in the critical start-up phase of programs to ensure the best possible chance of success. Along with the Technical Advisors, this person will promote the best practices of the organization both internally, by capturing the critical lessons learned as well as externally, by writing and presenting programming results to the international community.

This position will be based in either Kampala, Uganda or Nairobi, Kenya.

RESPONSIBILITIES:

• Provide Monitoring and Evaluation training and mentoring on-site for SP Country Directors, and their Program Management/M+E staff; • As a basic step in program development s/he will provide guidance in the design of program monitoring and evaluation strategies specific to each project while using the tools developed in the Program Management Guidelines. • Train and/or participate in rapid or baseline-assessments which serve as a basis for validation of outcomes of all program activities. • Be available to assist/advise/support field offices in conducting project evaluations on a project to project basis to ensure maximum impact. • Assist offices in developing data entry, storage and analysis templates to assist with M+E. • Be available to advise on statistical analysis of project data and conduct advanced analysis when required. • In coordination with the Technical Advisors, write reports for publication and present impact results of SP programs at international conferences, educational institutions and in other venues. • Stay current in M+E approaches, with the ability to provide clarity on all donor approaches as well as the continually changing codes within the international community. • Follow policies and procedures of Samaritan’s Purse as set forth in the Policy and Procedure Manual. • Attend daily morning devotions and participate in prayer support for the ministry, its donors and volunteers. • Maintain a strong Christian witness to colleagues, vendors, charitable beneficiaries, and the general public. • Position requires moderate international travel.

SUPERVISORY RESPONSIBILITIES:

This job will not have supervisory responsibilities.

QUALIFICATIONS:

• Maintains a personal relationship with Jesus Christ. Is a consistent witness for Jesus Christ. • Master’s Degree (MSc.) or equivalent in statistics or similar subject; or ten years related experience and/or training; or equivalent combination of education and experience. • One year of college-level Biblical studies is preferred • Commitment to the Samaritan’s Purse statement of faith, and experience in working with cross-cultural and cross-denominational Christians. • Technical writing skills including developing logical frameworks, monitoring and evaluation plans and evaluation reports. • Field experience in relief and program development, program implementation and proposal development. • Working knowledge of donor monitoring and evaluation requirements (UN, CIDA, DFID and USAID etc) and best practice in the field. • Experience of conducting project evaluations including using survey methodologies of Cluster and LQAS. • Proficiency and proven track record with using EPI Info and statistical software such as SPSS, STATA or other packages.

12 month contract with the potential for renewal.

Logistics Coordinator - Action Against Hunger


Logistics Coordinator

The Logistics Coordinator (LOG-CO) is responsible for all logistics aspects of the mission with a particular focus on building the capacity of the national staff and improving the quality of logistics (procurement management, fleet and handling all logistics activities in the mission and improving logistics systems, as well as the contingency and logistics strategy plan).

Objective 1: Coordination of logistics at national level

Responsible for the elaboration and follow-up of the mission logistics organization related to supply chain, equipment management, fleet management, communication, maintenance. Responsible for the specification and forecast of needed logistics means of the mission, planning and management of the logistic budget lines. Responsible for the control and analysis of expenditures related to logistic means. Responsible for the implementation and standardization of the logistic procedures as defined in the kitlog V3; propose and develop additional procedures if required and mentor staff on correct application of donor and ACF procedures. Collaborate with coordination team in the preparation of project proposals with quantification of logistic needs and costs to be incorporated in the budgets of the proposals. (Draft of the procurement planning & logistics budget, study of any donor specific rules, preparation of necessary derogations. Be vigilant on potential risk of abuses and corruption, propose corrective measures in order to improve efficiency and effectiveness of logistic services to the programs. Objective 2: Ensure timely, efficient and transparent supply and procurement chain.

Supervise the methodology of the purchasing officer for quotation request and updating of mission catalogue. Supervise the supply chain management (orders collecting, orders follow up, goods delivery).

Objective 3: Ensure efficient management of equipments of the mission.

Supervise the allocation and the use of the equipments through updated equipment list, storage management and their follow up. Ensure that material and equipment stocked are functional to the mission and avoid accumulation of stockpile. Identify redundant and unused items and organize dispose-off following donors and ACF procedures.
Supervise the installation, the maintenance and the repairing of the equipments. Recommend and train on missing tools and procedures of equipment management. Recommend and train in tools and procedures of storage management.

Objective 4: Ensure Information, Technology and communication management.

Supervise the smooth running of IT material and makes sure ACF IT procedures are respected. Supervise the safety of computers & data by ensuring that back up and antivirus and updates are properly and regularly done according to ACF IT procedures. Supervise the appropriateness of communication tools for the mission. Recommend and mentor in tools and procedures of communication management.

Objective 5: Ensure fleet management.

Supervise the drivers` management. Supervise the internal organization on transportation management (rental contracts, report, log book mileage and maintenance). Supervise that all cars and motorbikes are at any time in good running conditions, provided with security features in order to reduce risks. Supervise the link between transportation management and security rules. Monitor mileage costs of vehicles and motorbikes in order to avoid abuses and propose procedures and measures for cost effectiveness. Supervise the internal organization of movement follow-up between bases in order to optimize travels.

Objective 6: Human resources

Supervision, training, support and technical evaluation of logistic team in Kampala and HoB in the field. Responsible for the identification of training need and training opportunities of logistic staff, which include coaching and in-house training. Collaborate with Assistant Country Director for the forecast of the HR logistics needs, preparation of JD and recruitment. Collaborate with Assistant Country Director for the monitoring of the respect of the charter of ACF, policies and standards of transparency and quality of logistic department. Briefing of any new expatriates (security + basic logistic) and of any new logistic staff (logistic organization in detail).

Objective 7: Security

In collaboration with HOB and CD, drafting and updating the mission/base security plan. In collaboration with CD, training on security of expatriates and nationals staff. Involvement in crisis and incident management under the supervision of CD. Participation into the context analysis and communication of the information to the CD.

Voluntary Service Overseas is an international development charity fighting poverty through volunteers.
Through secure livelihoods, VSO aims to ensure poor and marginalised people are able to access their right to a sustainable livelihood. This is particularly important in the context of Northern Uganda as the majority of youth either missed out on or had their formal education severely disrupted as a consequence of the conflict. The Youth Development Programme (YDP) seeks the support of volunteers to aid implementation and build capacity of NUYDC (Northern Uganda Youth Development Centre) and local Vocational Training Institutes (VTI’s). The Centre was established as part of the Peace Recovery and Development Programme (PRDP) and reports directly to the Office of the Prime Minister.

What does the role involve?

Working with the Youth Development Programme of Uganda you’ll build the capacity of NUYDC (Northern Uganda Youth Development Centre) and local Vocational Training Institutes (VTI’s). To do this you will:

• carry out a general organizational assessment of the VTI’s to determine their current and future needs

• support the development of Monitoring and Evaluation systems for VTI’s participating in the DFID funded Youth Development Programme (YDP) within the Langi sub-region

• based on the organisational assessment and in agreement with the individual VTI’s, build the capacity of the VTI’s on financial management, data capturing, reporting and human resource development

• support VTI staff to implement the development plans, and to report to the program coordinators (NUYDC) on YDP programme and finance related issues

• highlight examples of good practice and share lessons learned amongst colleagues, other VTI’s within the sub-region and throughout NUYDC’s network of learning providers and with NUYDC.

Skills, qualifications and experience required

You’ll have a relevant degree and at least 3 years experience in monitoring and evaluation, programme management or another organisational development role. Data analysis, reporting and programme management/implementation skills are essential, as well as strength in one or a combination of the following areas: management, finance, M&E, organisational development. You’ll be a self-starter with good communication skills and experience of working with low capacity teams. You must be able to ride a motorbike or willing to learn and staff development / people management skills would be an advantage. You must be a team player and understand the challenges involved in working in a different environment.

These women handcraft unique, high-quality bags designed to seam a personal connection between products, their makers and consumers.

With plans to expand the Mend product line, we are seeking a highly motivated Social Enterprise Manager to drive the overall success of operations and production. In this position, you will work closely with the entire Mend team and seamstresses to implement overall brand strategy through new product designs. Responsibilities:

- Implement and manage the production of new product designs in coordination with production deadlines; identify opportunities for best practices improvements
- Oversee the supply management / inventory of all raw materials and supplies, and work with the logistics department to ensure timely and cost-effective procurement
- Participate in local sourcing of raw materials in Africa
- Oversee and ensure quality control of products
- Oversee international shipments to and from the U.S. office
- Collaborate with the Social Worker to provide psychosocial programs and trainings for the seamstresses
- Serve as a brand ambassador for Mend by hosting international visitors and representing the social enterprise to the local community
- Manage all Mend-related social media
- Create original content for marketing and communications materials that highlight the enterprise, its impact, makers, and product, through stories, blog posts, and photography assets
- Directly oversee and support the Mend staff through training and capacity building
- Oversee Mend’s annual operating budget and financial management, in coordination with the Social - Enterprise Director and the Finance Department
- Coordinate with the Monitoring and Evaluation department to ensure compliance with all M&E data collection and reports, in order to assess program impact and inform future decision making
- Ensure that the facility and equipment are functioning at full capacity
- Provide regular reports to Invisible Children Uganda (“ICU”) and the IC U.S. Headquarters


Requirements:

- 2+ years experience working in production management, project management, and/or social enterprise.
- Bachelor’s degree required; a Master’s degree or MBA is a plus, but experience and commitment to excellence are the biggest determining factors
- International work experience is required
- Experience managing and supervising staff; excellent interpersonal and cross-cultural communication skills
- Prior experience managing and maintaining a budget
- High proficiency in Excel
- English fluency required
- Must be flexible, open-minded, and positive
- Must be able to adapt to living and working in a developing country / cross-cultural environment


Position Details:

This is a full-time, paid position, based in the town of Gulu in northern Uganda. The start date is mid-May and contract length is two years. DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION:

PRIMARY PURPOSE OF THE POSITION:

The National Program Director (NPD) will play the leading role in ensuring overall program quality and impact, ensure that programs are contextually appropriate, monitored closely and funded sufficiently. The NPD will be responsible for developing a coherent program strategy, strong program design through effective M&E systems and represent ARC in inter-agency meetings. In addition the NPD will lead the country office in reflecting on lessons learned to improve quality of programming and reporting. The NPD will be based in Kampala with regular travel to field sites.

MAJOR AREAS OF ACCOUNTABILITY:

Program Strategy, Design and Development

• In collaboration with the Country Director and HQ technical staff, provide leadership to the development of an integrated program strategy for Uganda.

• Promote excellence in ARC Uganda’s programs through ongoing programmatic and strategic support for field based program-staff, including the development of M&E systems.

• Working in collaboration with in-country Coordinators and HQ-based Technical Unit staff ensure programs are designed according to ARC and industry best practices and ARC program framework.

• Work with HQ technical leads in the development of relevant programming frameworks.

• Working in collaboration with the Country Director, proactively identify opportunities for new programming initiatives and funding to support them.

• In collaboration with the Country Director and HQ technical staff, provide leadership to the development of an integrated program strategy for Uganda.

• Ensure that new proposals promote high quality programming by responding to identified needs, taking account of recognized best practices, minimum standards and lessons learned from earlier programs.

• Participate or lead proposal development to sustain program activities.

• Lead the M&E components of each program so that best practices, lessons learned and organizational learning are documented and used in future programming.

Program Management and Oversight

• Provide overall leadership and management to ARC Uganda programs, ensuring quality of activities and targeted impact, and compliance with ARC and donor regulations.

• Working in collaboration with Program and Field Coordinators, ensure that program implementation is managed closely through the development of structured work plans, indicator tracking and monitoring plans.

• Support Program and Field Coordinators to fulfill their budget-holder expectations. Ensure expenditure within program supplies costs of each project is monitored and corrective action is initiated and tracked where required.

• Convene grant review meetings where program performance is reviewed and corrective action taken as needed, and promote program integration.

• Provide leadership to ensure the timely and high-quality activity and narrative reporting per ARC and donor guidelines. Ensure reports and work plans are collected and compiled with input from Program Coordinators and their team.

• Provide proper representation in cluster, reference group meetings and as needed, participate in ad hoc working groups.

• Set performance objectives with all supervisees, and conduct scheduled performance evaluations. Ensure that all supervisees also complete the performance management cycle with their own supervisees.

Monitoring, Evaluation and Learning

• Working with the Country Director and HQ technical leads, provide overall leadership to set up effective monitoring and evaluation systems for the country program strategy.

• Lead country office in documenting lessons learned, reflecting on them, and using these lessons learned as episodes of good practice.

• Share lessons learned with HQ and other actors, participate in external workshops communicating good practices.

• Lead any comprehensive or program reviews including mid-term reviews, final evaluations, and assessments.

Representation and Inter-agency Coordination

• Represent ARC in other inter-agency coordination meetings, cluster meetings or ad hoc working groups.

Participation in Country Management

• Attend national and district level meetings as needed, and represent Country Director in CD’s absence.

• Attend Country Management Team (CMT) meetings as scheduled.

• Contribute to the development and evolution of country policies and protocols.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED:

• Minimum 5 years program management experience in humanitarian internally displaced or refugee settings or other conflict and post-conflict populations.

• Master’s degree in a relevant area of study required; MA, MPH, MSW or similar degree or experience preferred.

• Knowledge of concepts and principles of humanitarian action and aid, Protection, Health, GBV and livelihoods.

• Understanding of the relevant IASC Guidelines, conventions, protocols of the UN or security council and development plans.

• Demonstrated management skills and ability to work independently.

• Practical knowledge of financial management tools and processes.

• Experience planning/collaborating with government officials, other health profession staff, and organizations.
