ACTED has been active in Uganda since May 2007, both in the northern region and Karamoja. In the North, ACTED supports the early recovery process with a specific focus on the needs of returning populations displaced by years of conflict. It also expands access, retention, equity and quality of primary education. In Karamoja, the focus is enhanced food security and resilience to disasters, especially droughts, as well as improving the primary education sector. ACTED focuses its intervention on strengthening livelihoods through improved resource management, conflict mitigation and capacity building. In Northern Uganda, as internally displaced persons (IDPs) have returned home and gained access to land, ACTED is working with farmers on infrastructure and capacity development to rebuild agricultural livelihoods. The Partnership for Supply Chain Management (PFSCM) is implementing the Supply Chain Management System (SCMS) contract for USAID as part of the President’s Emergency Plan for AIDS Relief. SCMS strengthens or establishes secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV and AIDS. In coordination with in-country and international partners, SCMS assists programs to enhance their supply-chain capacity; ensure that accurate supply chain information is collected, shared, and used; and provides quality, affordable, health care products to those who need them. In Uganda, the SCMS project is managed by Management Sciences for Health (MSH).

OVERALL RESPONSIBILITIES The Senior Procurement Advisor will lead and provide technical, strategic, and procurement operations support to the USAID Uganda mission. She/hewill provide technical assistance to USAID supported implementing partners, and other PEPFAR USG partners as needed, primarily in the areas of quantification, procurement planning, procurement, and distribution planning for antiretroviral medicines (ARVs) and other HIV/AIDS related commodities. The Senior Procurement Advisor will monitor and assure the quality of in-country client procurement plans and will collaborate, as appropriate, with USAID, the Ministry of Health and the Securing Ugandans’ Right to Essential Medicines (SURE) Program for any partner procurement and distribution needs. She/he will serve as the principal liaison to SCMS in Uganda, coordinating with the Mission, in-country partners, and the SCMS project management office (PMO) to ensure timely and complete responsiveness to client needs. The Senior Procurement Advisor will be responsible for reporting on the progress and financial status of SCMS procurement operations in Uganda to the USAID Mission, and the SCMS project management office (PMO) in Washington, DC.

SPECIFIC RESPONSIBILITIES
I. Provide strategic, managerial, and technical support for USG funded procurements

Represent SCMS and PFSCM at various supply chain management related technical meetings with other cooperating agencies, implementing partners, Ministry of Health, and/or donor agencies.
Provide technical support for quantification and procurement planning to the Mission, implementing partners supported by USAID, and other USG partners for whom SCMS procures.
Collaborate with the SCMS PMO team to prepare the quarterly commodity financial forecasting for antiretroviral medicines and other health-related commodities. Complete requests for ad-hoc analysis of commodity forecasts, consumption, logistics, and/or financing to guide decision making related to HIV/AIDs commodities. Relay timely information to the PMO on program changes, needs, and targets.
II. Initiate and manage the SCMS Procurement and Order Fulfillment Process and related activities 1. Review client procurement requests for eligibility and accuracy, and lead communications to clarify order specifications as needed 2. Verify and monitor available funding for orders 3. Review client procurement plans and develop SCMS twelve-month supply plans and update them on a quarterly basis
4. Submit online Price Requests (PRs) and collaborate with Procurement Unit to ensure the completion of Price Quotations (PQs) and monitor the order fulfillment process

The GOAL Uganda country project focuses on two of GOAL’s three strategic sectors, namely: Health (including WASH, HIV and health accountability programming); and Livelihoods. GOAL Uganda mainstreams HIV, gender, child protection and the environment/DRR across all programming. GOAL works on a district focused approach, and uses a mixture of direct implementation and partnerships with local organisations to give effect to the mission.

The current GOAL Uganda country programme operational areas:

The Bugiri / Namayingo District Project, South Eastern Uganda, established in 2001, currently has a water and sanitation project and a health accountability project, both are implemented through national partners.

The Agago District Project, North Eastern Uganda, established in 2003 has transitioned from an emergency programme to a development programme. Implementation is through partners in the HIV and WASH sectors and directly and through private sector partners in Livelihood.

The Abim District Project, North Eastern Uganda (Western Karamoja) was established in 2008. This development project implements through partners in the HIV and WASH sectors and directly in the Livelihood sectors.

Description of the role:

The Assistant Country Director (ACD) Systems is a key member of the Senior Management Team at a country level, who will support and assist the CD in the overall management and leadership of the country programme. The ACD will assist the building and running of an organisation that can design, implement, monitor, evaluate and report on cost effective interventions of a high quality, consistent with relevant standards and norms. The ACD assists in the strategic planning and management of the country programme, working with programme and project teams and head office staff to define and implement a programme that gives meaning to GOAL’s mission, policies and procedures, within the Ugandan context.

The ACD will be expected to have a good understanding of the overall country programme, and be able to effectively deputise for the CD when s/he is on leave or absent, and to effectively represent the organisation and the country programme to external stakeholders.

The ACD will have responsibility for sections of the country programme including Human Resources and Administration, Logistics and I.T., as well as providing technical support and oversight of Finance. The ACD will have a focus on systems development, documentation and implementation, including working with HR on an effective in-house training programme and with Finance, Logistics and HR on audit systems for GOAL and donor policies. This will include the effective management of the GOAL asset register by facilitating the co-ordination of Logistics and Finance information.

The role of the ACD will be to coordinate and supervise the Logistics Coordinator, HRAC, Financial Controller and IT department and to agree strategic priorities so as to ensure the efficient and effective implementation of GOAL’s programmes in Uganda. The job holder is not expected to manage the Coordinators, their sections or teams on a daily basis, nor to act in their place except for periods of leave or where it is unavoidable.

Key tasks and responsibilities:

General Responsibilities:

• Develop a good understanding of the overall country programme;

• Deputise for the CD when CD is absent;

• Represent GOAL and the country programme, where relevant to external stakeholders;

• Agree with CD monthly and annual objectives, and provide CD with a monthly report on progress;

• Act as part of the Senior Management Team of the country programme, and chair meetings in absence of the CD;

• Perform other tasks, as agreed with the Country Director.

Finance:

• Provide Financial Controller with technical support and supervision as required to assist with the implementation of their work, particularly around budgeting and donor reporting;

• Perform monthly review of management reports and payroll;

• Coordinate with the Country Finance Team to ensure that field core cost budget management tools are provided for review and management;

• Direct management of Internal Auditor/ Donor Compliance Officer;

• Ensure Donor Compliance reports are submitted to Dublin on time;

• Ensure organisational compliance to donor policies and guidelines.

Human Resources and Administration:

• Directly supervise the Human Resources and Administration Coordinator (HRAC);

• Agree with the HRAC monthly and longer term objectives for his/her department and review on a monthly basis their achievement based, in part, upon agreed performance indicators.

• Ensure, with HRAC, effective monthly reporting on key indicators both for information and with a view to effective strategic planning of resources;

• Support management to implement an effective annual performance review and review the process regularly.

• Ensure that HR planning, including training succession planning, is developed in coordination with annual programme planning;

• Provide HRAC with reasonable support and supervision as required to assist with the implementation of their work.

Logistics:

• Directly supervise the Logistics Coordinator (Log Co);

• Agree with the Log Co monthly and longer term objectives for his/her department and review on a monthly basis their achievement based, in part, upon agreed performance indicators.

• Ensure, with Log Co, effective monthly reporting on key indicators both for information and with a view to effective strategic planning of resources;

• Support the Log Co to lead and develop all members of their teams;

• Provide Log Co with reasonable support and supervision as required to assist with the implementation of their work and to ensure that targets are being achieved;
