About Project:
The Ministry of Health (MoH) in partnership with the Belgian Development Agency, is implementing the Institutional Capacity Building Project in Planning, Leadership and Management in the Health Sector. The project has been designed to support MoH in its endeavor to strengthen its capacity in those areas, which have been identified to be very weak at all levels of the health system. The project was designed in close collaboration with MoH to ensure that it is in line with the ministry's priorities and will tally entirely with the strategic vision as laid out in the NHP II and will support the implementation of the Health Sector Strategic and Investment Plan 2010/11 —2014/15 (HSSIP).
Job Summary:  The Project Accountant will cooperate closely with the Technical Adviser and will assist with all issues related to the management of the project. The Project Accountant will report to the Assistant Commissioner Accounts MOH and the Project Coordinator.
Key Duties and Responsibilities:
Support the Project Coordinator and Technical Adviser in planning and executing the project budget (financial planning)
Execute all project related accounting activities (i.e. prepare and process all payments according to GOU and BTC financial regulations, maintain advance ledgers, verify submitted accountabilities, preparation of periodic reconciliations, etc.)
Process BOU payment procedures, such as preparing security forms, submission to BOU and follow-up on statements (cash withdrawals and deposits on project accounts excluded).
Record all project transactions in the financial software (FIT), maintain accurate files of all supporting documentation and support the quarterly cash call process and reporting to BTC
Follow up and check budget availability for all activity proposals
Produce routine and ad-hoc financial management information and reports to support the project management
Support the procurement process (i.e. advise and assist BTC UGANDA Belgian Development Agency  preparing tender dossiers, monitor the implementation of contracts and liaise with BTC representation administrative staff)
Prepare payroll of project staff and ensure correctness and timely payments of the salaries and deductions;
Support strengthening of the MoH financial management system by using the national procedures and working in close collaboration with MoH administrative and financial staff
Support internal and external audits (preparation as well as preparation of responses on audit queries)
Perform any other duties as may be assigned by AC Accounts, project Coordinator or Technical Advisor
Qualifications, Skills and Experience:
The candidate should hold a Degree in accounting, such as B.B.A (Accounting), B.Com (Accounting) or BSc Finance & Accounting Professional qualification is an asset e.g. ACCA, CPA, or CIMA
A minimum of three (3) years proven experience in financial and administrative management. Working experience with Government of Uganda (central or local) or a reputable ngo or bilateral organization is an added advantage.
Specific project management experience is an added advantage.
Good computer skills in spreadsheets, word processing, accounting packages and internet. Able to initiate new ideas, discuss and question them
Good communication and interpersonal skills (negotiation, moderation, representation, presentation of results)
Excellent in oral and writing skills in English
Able to work independently and to take full responsibility of financial and administrative management
