PHP will be hiring a Community Development Specialist who will work with its Omukazi Namagara Program (ONP, a maternal and neonatal health initiative) to organize the implementation of the intervention in Kashongi and Kitura Sub-Counties of Kiruhura District. The selected candidate will initially be given a contract for the remainder of 2013, starting in approximately May/June 2013, with the possibility of renewal. The Community Development Specialist will have the following responsibilities:

(1) collaborate with the district government and Kashongi and Kitura Health Center III’s (HCIII) to help oversee the delivery of improved antenatal, intranatal, and postnatal services to women in the community;
(2) oversee Village Health Team (VHT) members in carrying out education activities and conducting follow-up visits to women in their homes during and after pregnancy;
(3) monitor medical supplies provided to the health centers;
(4) help oversee quantitative and qualitative monitoring and evaluation of the ONP;
(5) prepare for future interventions that PHP can implement to address critical needs. Minimum Education Requirements: A bachelor’s degree with relevant experience and/or training in running community-level health programs.

Skills: Applicants must be fluent in Runyankore. Applicants should possess very strong computer skills, communicate effectively with others, exhibit strong organizational qualities, and be able to coordinate a multifaceted project. The most competitive applicants will also demonstrate specific knowledge on maternal and neonatal health, as well as previous research experience. Applicants who know how to drive may be viewed more favorably.

Living Requirements: The Community Development Specialist will be expected to live in Kashongi Sub-County for the majority of the position’s duration and will return to Mbarara periodically to complete necessary office work.

Background Through secure livelihoods, VSO aims to ensure that poor and marginalised people are able to access their right to a sustainable livelihood. As the Enterprise Specialist you will undertake market assessment in northern Uganda as part of VSO’s wider secure livelihoods programme development work.

What does the role involve?

Undertake a market assessment of northern Uganda in terms of light engineering products and agri-services, including: • identifying appropriate sectors, products and markets that are suitable to the skills base of our target beneficiaries (youth who have received vocational training) • identify and look at ways for overcoming the barriers and market failures preventing the target group from accessing value chains or gaining a greater share to them • validate the research findings and proposed interventions with key stakeholders and produce a full written report, and to input into the development of the business plan for the factory • document the tools and processes used and train selected programme and partner staff on how to carry out market assessments.

Skills, qualifications and experience required

You’ll have a relevant degree in the field of Business Administration, Financial management or other related degree. You’ll have a minimum of 10 years working experience in enterprise/business development including the development of strategic plans, feasibility studies and business plans. You’ll need to work with minimum supervision, be able to explain complex ideas and have a high level of cultural sensitivity. Prior experience in developing counties is desirable, and ability to ride or willingness to learn to ride a motorbike would be useful although not essential. And the rest.... During your 10 week placement you’ll be based at the office in Gulu. In return, we’ll give you comprehensive financial, personal and professional support. The Women’s Initiatives for Gender Justice is looking to fill the following position: Programme Officer DRC/CAR (Full Time), based in Kampala, Uganda, with possible future relocation to Eastern DRC.

The Women’s Initiatives for Gender Justice is an international women’s human rights organisation that advocates for the prosecution of gender-based crimes through the International Criminal Court (ICC) and works with women most affected by armed conflict situations under investigation by the ICC. The Women’s Initiatives (WI) currently has offices in Cairo-Egypt, Kampala and Kitgum-Uganda and The Hague-The Netherlands.

Summary of Responsibilities:

The Programme Officer DRC/CAR will be responsible to coordinate and grow the Women’s Initiatives country based programmes in the Democratic Republic of the Congo (DRC) and the Central African Republic (CAR). S/he will coordinate capacity and movement building initiatives; building our partnerships particularly with conflict-based women’s rights and peace activists in DRC and CAR; monitor implementation of peace talks and peace initiatives in these countries. S/he will also liaise with women’s rights and justice organisations in Côte d’Ivoire and Mali. In collaboration with the WI Kitgum based Uganda Programme Officer, set up a new WI office in Kampala, which will be a hub office for WI programme and legal monitoring activities in the region.

Essential Experience/skills:

Minimum 5 years employment in the field of women’s human rights and gender equality or direct involvement in the integration of gender issues in relevant fields e.g. public health, humanitarian, emergency/crisis response, HIV and AIDS, the justice and/or social sectors;
Experience working at national and international levels including working within I/NGO sector and grassroots organisations;
Strong analytical, organizational, communication and interpersonal skills;
Willingness and ability to travel frequently and work in insecure environments;
Minimum Bachelor’s degree in relevant fields such as Political Science, Public Health, Law, Social Sciences or other relevant academic study;
Fluency in written and spoken English and French.
Desired Experience/skills:

Working knowledge of Swahili; knowledge of other local languages from DRC or CAR;
Awareness of and commitment to the Rome Statute and the International Criminal Court;
Good knowledge of political and legal contexts of DRC and CAR and the Africa Great Lakes Region;

PRIMARY PURPOSE OF THE POSITION:

Based in Kampala, the Country Director is responsible for building ARC’s reputation for innovative programs and for overall growth and execution of quality programs in Uganda. In collaboration with the people we serve, will identify and validate the needs, and pain points, of beneficiaries as well as donors, and then craft programs that address those needs. The Country Director will develop and secure funding for these high-quality programs, and will provide strategic leadership and operational management to the team in Uganda. MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES:

Program Development

Lead the development and execution of ARC’s Ugandan resource mobilization strategy.
Develop innovative initiatives with a long term vision.
Assess current and potential needs of refugee and other vulnerable populations. Design new initiatives that respond to the evolving needs of affected communities.
Facilitate development and achievement of country strategy and develop strong revenue projections.
Proactively cultivate relationships with new donors, analyzing the funding environment and trends, and fostering a proactive approach to new funding opportunities.

Program Management

Ensure operating policies, procedures, and communication protocols are clear and consistent.
Financial

Develop and monitor the annual operational budget, and ensure timely management of financial reporting, audit compliance, and cash flow.
Ensure there is a core operational budget
Monitor all financial expenditures including burn rate, accounts payable, petty cash, etc. Ensure all fiscal controls and donor required policy controls are carried out.
Provide oversight of country program budgets and management of program spending. Anticipate potential funding gaps, develop contingency plans, and closely monitor costs to prevent uncovered program cost.
Prepare and submit activity reports to donors as well as monthly updates to headquarters.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED:

Minimum five years (seven years preferred) high-level international management experience, with good knowledge of the principal players, issues, policies and trends in the international humanitarian arena.
Knowledge of the regional political and social conditions.
Familiarity with US government, UN, private, and multi-lateral funders. Experience with the development actors is preferred.
Demonstrated financial management experience with NGO’s.
Demonstrated success in program development, implementation, project monitoring and evaluation.
Proven strong negotiation skills.
Ability to manage a diverse team effectively, balance the interests of different stakeholders, and provide excellent leadership by maintaining a constructive work environment and setting a positive example.
Excellent organizational, administrative and management skills. Ability to prioritize multiple tasks and meet deadlines in a dynamic environment.
Experience working in conflict, post-conflict and/or development settings; previous experience in Uganda and central East Africa a plus.
Undergraduate degree required.
