Job Title: Project Officer – CSF Prevention Project

Reports to: Director Medical Services

About Mildmay:
Mildmay Uganda is an HIV/AIDS treatment and training centre also providing Health Systems Strengthening to scale up comprehensive HIV/AIDS Services in 16 districts of Central Uganda. It is situated on Entebbe Road, Lweza, south of Kampala, Uganda.

Job Summary:
 The job holder will provide oversight for the day-to-day project activities ensuring timely planning, implementation and monitoring of the project activities. In addition the job holder will also support the scale up and access of comprehensive HIV prevention services to other MUg supported MARPs/key population projects and other prevention interventions to improve health outcomes and contribute to the reduction of new HIV infections

Qualifications, Skills and Experience:

  • The candidate should possess University degree in a Social Sciences field or its equivalent from a recognised university.
  • A Diploma in Project Planning & Management is an added advantage)
  • At least 3 years experience in community health work
  • Current knowledge on HIV prevention, care and treatment.
  • Knowledge and experience in the Ugandan Health Sector /district health service delivery.
  • Knowledge and experience in OVC service delivery
  • Good communication and interpersonal skills
  • Proficiency in various MS office packages and working knowledge of English and local language(s) are crucial.
  • Hard working, trust-worthy, and holding the highest levels of integrity and confidentiality.
  • Must be flexible, reliable, able to work under pressure; and in sympathy with the Christian values of Mildmay Uganda.

Job Summary:
The Sexual and Reproductive Health Senior Program Officer will offer technical lead technical lead of all AMREF MCH/ SRH projects.

Key Duties & Responsibilities:
He/She is responsible for provision of overall strategic and technical oversight of the program and to ensure the successful implementation of quality Sexual Reproductive Health projects.
He/She is expected to have specific responsibility for reporting to and liaising with donors on respective projects.
He/She is expected to ensure approved program deliverables are achieved according to agreed contractual obligations.
He/She will oversee the implementation of the technical components of the projects and will work closely with other line Managers to ensure efficient and effective strategic implementation of the program and creation and sustenance of high levels of linkages with relevant government of Uganda, Health development agencies and other implementing partners

Qualifications, Skills and Experience:
The applicant should possess a Masters degree in Public Health
A medical Background is an added advantage.
Five years of progressive diverse experience in the direct implementation of SRH/ MCH projects, 3 of which should be at a senior Managerial level.

VECO East Africa is a regional branch of Vredeseilanden VZW that is currently implementing sustainable agriculture chain development programs in Tanzania and Uganda. Vredeseilanden is a Belgian international NGO with its head office in Leuven that operates in 7 regions in 18 different countries in Africa, Latin America, Asia, and Europe.
Within the East African program, VECO is working in selected geographical areas of Uganda and Tanzania to support Organized Family Farmers (male and female members) to actively participate in and equitably benefit from sustainable agricultural market chains and related economic processes for the enhancement of sustainable food and income security. Job Summary:
The Program Officer will enhance inclusive and durable trading relationships between FOs and private companies

Key Duties and Responsibilities
plan, implement, monitor and adjust innovation/change pathways in inclusive business models in selected pilot chains within the IMM program in the country plan, coordinate, implement and monitor actions leading to set structural changes for inclusion of smallholder farmers at national level for Uganda: possible contact point for government
Develop, strengthen and support business linkages between FOs and private companies (facilitation and brokering role)
Strengthen the entrepreneurial attitude, skills and capacities of FOs (business plan development, offer of business support services to its members, commercial accounting, access to finance, quality control systems, Global Gap approval, production planning, …)
Provide strategic and technical guidance to FOs ensuring their inclusion in the chain
Design, test, and validate change/innovations in the linked business models
Monitor and document the change/innovations processes in the business models, the changes in behavior at the level of the involved FOs and companies, and the results of these in terms of improved small-holder livelihoods, and draw lessons
Make inventory and document experiences of other organizations with inclusive business models in the country
Contribute to the organizational development and strengthening of farmer organizations and export companies.
Document and translate the outcomes of the pilots as evidence for achieving structural changes and up-scaling at national level
Coordinate/implement the actions of/with the various partners in the achievement of the structural change agendas
Build up a close relationship with other private companies interested in sustainable sourcing from smallholder farmers
Network with other organizations that have a stake in the structural change agendas
Analyze and document the changing national context in relation to the business environment, the value chain, the market … and with regard to opportunities with/demands from other companies
Monitor and document the achievement of the national structural change agendas
Provide information, analysis, lessons learned to allow program management to readjust its programs

Qualifications, Skills and Experience:
The applicant should possess a Masters in Agriculture, Economics, or equivalent by experience
At least 3 years in value chain development in East- Africa, working with Farmer Organisations and private companies.
Experience as entrepreneur or farmer is an asset
Has an in depth understanding of the functioning of value chains from production to consumption and of their institutional environment
Has a good understanding of sourcing policies of companies
Has a good understanding of and experience working with Farmer Organisations
Has a good understanding of national and global market dynamics
Can apply methods to improve professionalism in all parts of the chain.
Communicates clearly in a variety of settings and styles and has good networking skills
Listens actively
Can persuade and inspire individuals and groups.
Can get messages across that have the desired effect
Is creative and has a sense for innovation and experiments
Experience in the horticultural sector.

Marie Stopes Uganda (MSU) is a marketing-focused, results-oriented social business that uses modem management and marketing techniques to provide family planning and reproductive healthcare across every district of Uganda. We aim to contribute 15 points to Uganda’s contraceptive prevalence rate by 2015 saving and improving many thousands of Ugandan lives. MSU has 25% of the market share in modem contraceptives and, In 2010/2011, safely delivered 50,000 babies and contributed 4 points to Uganda’s contraceptive prevalence rate. MSU has enjoyed 20% year on year growth since 2007 MSU is part of a global network, Marie Stopes International (MSI), and subscribes to MSI goal and mission, to prevent unwanted births and to ensure individual’s rights to Children by Choice not Chance.

Key Duties & Responsibilities:
1. Client care
               Provide comprehensive client counseling on reproductive health and other health matters
Take necessary step 3 to ensure that all centre clients are treated with sensitivity, reaped, and consideration
If complaints are raised, be able to effectively manage and resolve them.

2. Budgetary Control
                  In partnership with the centre manager;
Carefully monitor medical stock supplies required and utilized at the centre for maximum efficiency.
Take steps to ensure that medical supplies are adequate, but not excessive.

3. Technical Excellence
                  Based on client history, examination, laboratory test reports and findings and above all client needs, prescribe appropriate drugs.
Perform appropriate procedures that including Intravenous Therapy, Tubal Ligation. Vasectomy. Norplant IUD insertion, Pap smear, MVA procedure and VCT.
Ensure responsible follow up and treatment of complications Follow the Ugandan Clinical Guidelines for appropriate management of most conditions and illnesses
Refer complicated conditions to a hospital for further management.
Ensure that the highest standards of reproductive health and general clinical services (including HIV/AIDS services) are achieved, as laid down in the Marie Stopes Partnership Manual.
In collaboration with the center manager, ensure that the centre complies with MSI policies and protocols for vocal local, infection prevention and emergency preparedness (including resuscitation).
4. Record Keeping and Reporting
              In collaboration with the Center Manager;
Ensure that all company/corporate clients claim forms are duly completed and signed by you immediately after treatment of each individual client
     Ensure that all claim forms are checked for errors and correctness before submissions to SO.
Ensure that SO reporting and record keeping guidelines for all clients are adhered to.
Promotional and External relations Activities
5. In consultation with Center Manager
                   Conduct outreach activities including VSC, CHW network development
Fully participate in planned promotional activities including radio programs and MSI-U condom social marketing activities.
Represent MSU in ail meetings held with the DDHS, as well as representing MSU on district training and workshops.
Maintain good working relationship with district authorities in conjunction with the Center Manager and provide Feedback to the Centre Manager on outcomes of such meetings.
Team development
Ensure that team members are updated on new drugs and technological and SRH developments.
Work hand in hand with the Centre Manager tor technical support, clinical updates and daily running of the centre.
Participate in district training where appropriate and inform the Centre Manager of additional skills gained or required by lean members.
Develop and implement work plan activities in consultation and collaboration with the Centre Manager.
Support the Centre Manager in ensuring that all team members contribute creatively, meaningfully and actively to the development and implementation of the work plans.

Qualifications, Skills & Experience:
The applicant should hold a Diploma in Clinical Medicine and Community Health
2 years active service in a Clinical setting
Valid Medical Practicing License Computer Literacy (MS Packages)
