Roles and Responsibilities:
Directly supervise the administrative team and ensure that the team efficiently and effectively supports the technical program. The team currently consists of a Finance Manager, an HR Officer, an Admin Officer, a Procurement Office along with their subordinate support staff, and the successful applicant will be responsible for maintaining appropriate staffing levels to the scope and scale of the project.
Plan and implement systems for financial operations in cooperation with the Chief of Party in accordance with the URC’s Field Operations Manual and donor regulations, including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting, and financial record-keeping.

Oversee contractual negotiations and agreements with local consultants, vendors and service providers.
Ensure financial and administrative compliance with USAID rules and regulations.
Work closely with the Procurement Specialist to manage logistics, procurement, and inventories for the project.
Oversee payroll and HR procedures for USAID ASSIST Country office staff.
Perform internal audits and reviews, as required, to ensure compliance with URC standards, donor requirements, and internationally accepted accounting practices.
Stay abreast of donor policies, procedures, rules and regulations; compile and update applicable local policies; and train URC’s program staff in these policies.
Oversee banking relations and monitor country cash flow requirements to ensure the smooth implementation of URC programs.
Develop annual fiscal year budgets with the Chief of Party and URC Headquarters and forecasting systems with project technical advisors.
Review routine financial reports, including expenditures, account reconciliation, and other financial information, in a timely and accurate manner.
Responsible for overseeing the project inventory management, transport, human resource, security, stores, procurement, IT, communications and other operations functions.
Working with COP to ensure efficient functioning of administrative and logistics processes and maintaining adequate internal control;
Communicating with HQ on operations matters on a regular basis. This includes, working with the project coordinator, contracts department and other departments on the review and timely approval of various procurement documentation.
Contributing to ongoing URC administrative process improvements, representing the Uganda office in policy development while implementing company policies.
Maintain contact with USAID, key counterparts, and other stakeholders as delegated by the Chief of Party
Minimum Qualifications:
Required Experience & Qualifications
Master’s Degree in Business Administration, Finance, Accounting or other relevant field. CPA or equivalent preferred.
Ten (10) years’ experience in administrative and financial management of large international projects including experience in management of USG funded projects.
Knowledge and experience working with USAID and other major donors is required. Demonstrated experience and skill with large budget preparation and analysis, financial reporting, preparation, and presentation, and the proven ability to translate technical financial data into informative reports.
Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet. Experience with QuickBooks accounting software highly preferred.
Desired Experience & Qualifications
Familiarity with compliance to Federal Acquisition Regulations.
Proficient in relevant computer applications and databases.
Strong analytical, oral and written communication skills.

Support the CM to ensure good working relationships with key external stakeholders, including the management of relations to partner organisations.
Provide input to the development and monitoring of annual work plans and budgets as agreed with the CM.
Take overall responsibility for achievement of agreed targets within the sub-component.
Establish and work with relevant working groups as directed by the CM.
Develop and oversee, where required, funding application processes or calls for proposals for potential partners.
Contribute to DGF communications strategy and specific information requirements as mandated by the CM.
Review narrative and financial reports from partners and monitor these progress reports as required by the CM.
Work hand-in-hand with the Project Officer for timely accomplishment of administrative and operational tasks.
Identify windows of opportunity to further develop the component.
Ensure compliance with all technical, administrative and financial manuals of the DGF.

Contribute to semi-annual progress reports.

Academic and professional qualifications
A Masters degree in Transitional Justice, Conflict Prevention or another relevant subject from a recognized university.
Additional qualifications in project management & administration, public policy, development studies and political science are an advantage.
Competencies and experience
Good knowledge of current development challenges and political developments in Uganda, especially in the area of Transitional Justice and Peace and Security issues.
At least five years experience in the management of development programmes and projects.
At least 3 years specific experience working on development projects within the area of transitional justice and/or conflict prevention.

Job Summary: The job holder will be responsible for the successful leadership, management and implementation of the Secretariat and its activities, including day-to-day decision making, technical oversight, financial and technical reporting, coordination of project partners, line management of support staff, continuous resource mobilization and liaison with stakeholders and beneficiaries.

Key Duties & Responsibilities:
Lead the development and implementation of NBD strategy and workplan
Manage the implementation of NBD Secretariat activities, including project planning, technical oversight, financial and technical reporting, monitoring and evaluation, reporting, and coordination of project partners.
Supervise all functions and tasks of the Secretariat.

Requirements
Qualifications, Skills & Experience:
Advanced degree (PhD or Masters) in economics, public policy, urban planning, disaster risk management, environmental science, or similar relevant discipline.
A sustained record of achieving high quality, substantive results in a relevant development sector over an extended period (at least 8 years).
Technical and policy literacy in water resource and/or environmental management
Experience in public policy, political and/or campaign, consulting, with a civil society engagement focus preferred;
Demonstrated management experience overseeing and managing teams;
Demonstrated experience managing and providing professional development guidance for staff;
Excellent command of English; superior oral and written communication skills;
Superior analytical capabilities;
Strong interpersonal skills with a demonstrated ability to take ownership of problems and use good judgment in decision-making;

Requirements
Qualifications, Skills & Experience:
· University degree relevant field, such as monitoring and evaluation, in social or natural sciences, administration, international relations, statistics, planning, etc.
· Minimum of five years relevant work experience with at least two years experience working with Monitoring Information Systems and other office automation tools
· Ability to lead strategic planning, results-based management and reporting;
· Experience in developing and implementing monitoring and evaluation frameworks
· Demonstrated ability in monitoring similar projects (i.e. civil society engagement, sustainable development; climate change; integrated policy development; integrated environmental management etc. including familiarity with technical assistance and capacity building components.

Requirements
Qualifications, Skills & Experience:
Master of Arts degree in any of the following or related disciplines: Development Economics, statistics, social sciences, social sector planning with over 3 years’ experience.
Preferably 4 years’ experience in campaigns and advocacy work in an international organization, experience in working on issues of tax justice, accountability, public administration, or local governance work will be an added advantage.
Minimum of 3 years work background from developing countries, preferable on advocacy and campaigns.
Strong research skills, understanding and knowledge of the intellectual and practical underpinnings of civil society engagement with network organizations.
Proven track record of successful policy campaign, advocacy, lobby and alliance building work.
