Key Duties & Responsibilities:
Responsible for providing strategic guidance, establishing and overseeing a functional logistics/store management system and supervising the operations and management of the stores.
She/ he will ensure that STRIDES donations such as long lasting insecticide treated nets (LLINs), hygiene kits and medical equipment are managed and systematically distributed across STRIDES collaborating districts.
In collaboration with the M&E unit, ensure that logistics data including distribution and client information is entered in a central data base, analyzed and reported on a monthly basis.

Key Duties & Responsibilities:
S/he will support data management, improvement of the HMIS including enhancing the capacity for data collection, analysis, dissemination, and data use at project, district and facility levels.
The Senior Data Specialist will also conduct data verification exercises and support the utilization of LQAS data. S/he will also manage the STRIDES Management of Information Systems(MIS) and ensure that the database supports STRIDES to track PMP indicators to facilitate reporting on progress, impact and accountability.
Provide timely and accurate monthly, quarterly and annual performance data in relation to the STRIDES PMP indicators in order to track performance against the indicators and facilitate management decisions and reporting.
Maintain the STRIDES MIS including establishing, maintaining and updating databases and records for STRIDES CSR initiatives.
Ensure that STRIDES PMP and performance data is entered in the USAID Performance Reporting System (PRS) and FTFMIS database as required.
Ensure storage and utilization of data from the annual survey and LQAS surveys and provide technical support to implementation of LQAS surveys and operation research studies with a focus on data collection and analysis.
Support the district Bio-statisticians in the 15 STRIDES collaborating districts in monitoring the quality of data that is being entered into DHIS2 and provide remedial actions and provision of capacity support for HMIS focal persons and records officers in close collaboration with the District Bio-statisticians.

Qualifications,
The applicant should hold a degree in demography, statistics, quantitative economics or related field or equivalent experience in data management,
Skills and Experience:
At least five years experience in relational data base design, operations and maintenance,
At least three years experience in the analysis and presentation of health problem and service data and indicators,
High-level skills in Microsoft Word, Excel and Power Point and knowledge of statistical analysis packages such as SPSS and STATA,
Knowledge, skills and experience in key M&E standard tools such as PMPs, and results frameworks,
Knowledge, skills and experience in USAID’s standard tools and requirements will be an added advantage,
Training skills, including facilitation, mentoring and coaching,
Excellent team player and ability to communicate clearly and concisely both oral and in writing in the English language.

TRACK TB is a 5 – year USAID-funded project that started in January 2013 and ends in 2017.
