Job Summary: The IntraHealth Human Resources for Health (HRH) Policy and Planning Team Leader will be mainly responsible for developing the overall framework and action plan for change to policy improvements in human resource systems. This framework will be geared to the legal, regulatory, and policy barriers at all levels of a country system, and thereby improve national workforce assessment, planning, and deployment. The HRH Policy and Planning Team Leader will monitor team progress to ensure adherence to overall goals and objectives and assist team members in the development of strategies and outcomes specific to policy analysis, advocacy and policy implementation.
The HRH Policy and Planning Team Leader will work directly with the Ministry of Health (MoH) and other relevant ministries and the districts to provide technical assistance in the areas of policy analysis, review and development; strategic human resources planning, including health workforce projection, action planning; and costing S/he will lead and provide technical support for activities in developing capacities for human resource policy development, planning and systems strengthening in the health sector. S/he will apply her/his extensive knowledge of the health sector planning primarily to work at the national and district levels.
Key Duties and Responsibilities:
Steer the development of IntraHealth’s strategy for HRH policy and planning that reflects national strategies and supports capacity building at all levels of the MoH and relevant ministries.
Provide technical leadership in sharing and developing new and improved strategies, tools and interventions for improved human resources planning, availability and productivity and in documenting evidence of success and/or challenges of the interventions.
Identify key issues and constraints that can be overcome by policy, legislative or other initiatives, working in collaboration with MoH and district health agencies.
Develop short and long-range plans and funding priorities with MoH and others to improve health care workers’ work environment.
Build local professional capacity and expertise in human resources planning and personnel policies and develop innovative strategies for building this local capacity at national and district levels.
Work closely with staff and partners, support counterparts to identify the need for policy changes through policy forums, policy analysis and review of model policies in public/private sectors.
Technically support development and implementation of career ladders for all professional cadres.
Advocate for and support the development and implementation of effective health workforce planning and performance systems.
Effectively increase the capacity of key stakeholders to advocate for supportive policies, alliances, and networks.
Build capacity in the training institutions for leadership and management training.
Supervise data collection, data analysis, report writing and determinations of findings.
Manage direct staff and manage team of staff assigned under the HRH Policy and Planning Team.
Organize and lead work teams for assigned activities, including preparing budgets, tracking expenditures, and ensuring work is high-quality and proceeds according to plans, timelines and on budget.
Create and strengthen linkages with relevant partners such as the MoH, Ministry of Finance, the World Bank and others to encourage complementarity and synergy in the investments in HRH in Uganda.

AIDS Healthcare Foundation (AHF) is an international not for profit NGO, with its Headquarters based in Los Angeles California, and is the largest community-based provider of HIV treatment and care services in the United States of America. AHF registered in Uganda as AHF-Uganda Cares, is collaboration between the Ministry of Health and AIDS Healthcare Foundation (U.S.A) to provide free HIV/AIDS services; including antiretroviral therapy in resource constrained settings. AHF- Uganda Cares to-date operates in 15 districts including; Masaka, Kampala, Rakai, Mpigi, Lyantonde, Soroti ,Lwengo, Bukomansimbi, Kalungu, Amuria, Butambala, Gomba ,Serere, Hoima and Tororo and supporting 21 clinic sites country wide.
Job Summary: The HR Officer will primarily involve strengthening the Human Resource interventions to improve workforce planning, developing and advice on and implement policies relating to the effective use of personnel within AHF-Uganda Cares program. H/she is responsible for ensuring transparency, compliance and accountability at all levels of Human Resources. The AHF HR Officer will provide guidance on employment laws, working practices, recruitment and general conditions of employment.

The USAID Applying Science to Strengthen and Improve Systems (ASSIST) Project is a five-year cooperative agreement awarded to University Research Co., LLC and is dedicated to improving health, population and nutrition services through technical support to service delivery institutions, country Ministries of Health, USAID country missions, and cooperating agencies.
Job Summary:
The Human Resources Officer provides overall HR support to the ASSIST Project. S/he ensures that the technical teams have accurate and timely HR information necessary to make relevant staffing decisions. S/he supports the project in recruitment and placement, orientation, performance and probationary appraisal of ASSIST staff and supports the creation of a healthy working environment through, open management policies, information sharing and organization of ASSIST staff functions.
Key Duties & Responsibilities:
- Ensures appropriate and immediate handling of project staff enquiries and requests for assistance
- Clarifies to staff issues pertaining to HR in the Employee Handbook in collaboration with the Director Operations.
- Coordinate recruitment process by advertising vacancies, collecting CV's screening candidates and setting up interviews for selected applicants.
- Establish and maintain the project/personnel paper and electronic files.
- Keep files in an organized, orderly manner so that records can be referred to and deciphered clearly in the event of an audit or need for historical information.
- Verify completion stall hiring paper work including requisition, interview evaluations, reference checks, offer form, offer letter and employee action form.
- Prepare employment contracts with detailed scope of work for all project hires.
- Conducts induction and on-site orientation programs for all new project staff and ensure that the Human Resource Polices and the employee benefit package are well understood by all staff, providing guidance as necessary.
- Administers the staff leave roster, notes absenteeism and coordinates timesheets and payroll matters.
- Analyses and gleans HR needs from the work plans presented at the beginning of the project year and coordinates them with the Director of operations
- Assists staff in understanding and completing the performance appraisals process in a timely manner
- Guides supervisors in keeping the performance appraisal process as an ongoing process
- Ensures that all new staff have set objectives for the probation period, supervisors are reminded of confirmation due dates and decisions to confirm or not are made in time
- Ensures that HR best practices are adhered to at the project by all project staff through counseling, guidance and coaching
- Keeps all project staff information confidential and communicates only what needs to be shared when need arises.
- Identifies and follows up HR issues that arise during staff and management meetings
- Plays an active role in creating a safe and healthy work environment through organizing project retreats, get together functions, stress relief activities, celebrating staff birth days, additions to staff family members, hospital visitation, bereavement support. etc.
- Ensures that all documentation in relation to the engagement of Short Term Technical Assistance in liaison with the different technical area heads are completed in time and information necessary for the payment is made available to finance.
- Ensure adherence to local labor laws and practices and support staff enrollment in local benefit plans as appropriate.
- Assists in the timely recruitment of consultants and staff at the Project upon receipt of request
- Responsible for preparing contractual documentation for consultants in a timely manner.
- Review all proposed consultant agreements for completeness and to ensure compliance with tax requirements before the agreements are issued to prospective consultants.
- Ensure that all consultant files include bio-data sheets and appropriate supporting documents including verification of salary/earnings claim and references.
Qualifications, Skills & Experience:
- The candidate should possess a Bachelor's Degree in Human Resources Management, Social Sciences, Business Administration or a related field
- An additional post Graduate degree in Human Resources Management and/or training in records management is an added advantage.
- At least three years' relevant work experience gained through serving in a similar position with an NGO or busy multinational company.
- Knowledge of Uganda Labour laws, ability to work in a multicultural environment, pay attention to detail and maintain confidentiality is a must.
- A good understanding of USAID rules and regulations is desirable
