International Business & Technical Consultants, Inc. (IBTCI), a U.S.-based international development consulting firm, is seeking an International Expert in Human Resources for Health to join our ongoing evaluation of USAID’s Uganda Capacity Plus Project. This is a short-term assignment, starting as soon as possible, calling for approximately 30 days level of effort. At least two weeks would be spent in Kampala; depending on where the specialist is based, some of the LOE might be spent working from her/his home base, based on mutual agreement.




QUALIFICATIONS
 Master’s and/or advanced qualifications in Public Health, Health Economics, Applied Research, Social Sciences or related fields. ? Technical expertise in international health program planning, human resources for health, health systems strengthening, organizational capacity assessment is required. ? Minimum five years' experience in human resources for health. Ten years is highly desired. ? Minimum of seven years' experience implementing and/or evaluating health interventions. ? Must have participated in a minimum of five evaluations/assessments/special studies. ? Previous experience with USAID desired, but not required. ? Previous experience in Uganda and/or East Africa desired, but not required. ? Fluency in English required.
