Overview:
The Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems in the developing world and expanding access to care and treatment for HIV/AIDS, malaria and other diseases. CHAI’s solution-oriented approach focuses on improving market dynamics for medicines and diagnostics; lowering prices for treatment; accelerating access to life-saving technologies; and helping governments build the capacity to provide high-quality treatment.

Since its establishment in 2002 by President William J. Clinton, CHAI has worked on the demand and supply sides of the market to help more than 2 million HIV+ people access treatment—representing nearly half of all people on HIV treatment in developing countries. Building on this model, CHAI has expanded its scope to include efforts to strengthen healthcare delivery systems and to combat malaria and childhood illnesses.

In 2007, CHAI signed an MOU with the government of Uganda to provide technical assistance to the Ministry of Health and strengthen health systems. Since then, CHAI has worked hand-in-hand with the Ministry of Health to increase access to lifesaving pediatric HIV treatment by >400%; coordinate with private sector suppliers to lower costs and expand access to malaria drugs; pilot a point-of-care diagnostic technology, leading to scale up to >250 health facilities nationwide; introduce a new severe malaria drug which will save thousands of lives annually; and many other initiatives. Currently, CHAI Uganda works with the Ministry of Health around HIV, malaria, childhood illnesses, laboratory systems and drug logistics.

Background:
Diarrhea kills roughly two million children every year worldwide. In Uganda, diarrhea is responsible for ~15,000 child deaths, approximately 10% of all child mortality (third behind only malaria and pneumonia). This is in spite of the fact that a simple, highly-effective, and affordable treatment solution exists in the form of oral rehydration salts (ORS) and zinc. However, diarrhea remains grossly neglected: from 2007-2011, $6.5 billion of global funds were allocated to address HIV/AIDS; while only 0.23% of this figure ($15 million) was used to tackle diarrhea. This imbalance is now being addressed through an international effort, of which CHAI has been a driving member, leading to the development of treatment scale up programs in 10 high burden countries, including Uganda.

Description:
As the momentum is building worldwide and in Uganda around maternal and child health, the Coordinator will be responsible for leading several high-impact public sector work streams.

S/he will develop strong relationships with key public and private stakeholders, in order to support the development and implementation of national policy and strategic plans in the field of maternal and child health. This will include support for major national efforts such as a rapid assessment of Maternal and Child Health, the UN Commission on Life Saving Commodities for Women and Children, and the Integrated Community Case Management for Community Health Workers.

S/he will act as the Secretariat of the national Diarrhea and Pneumonia Coordination Committee (DPCC). The DPCC has the following goals: (i) act as an advisory arm to the MoH on issues related to diarrhea and pneumonia, including guiding the development and implementation of a national scale up framework, (ii) develop a map of existing activities and interventions aimed at MDG4, and ensure ongoing coordination, partnerships and synergies in other disease areas across the public, NGO and private sectors, (iii) advocate the importance of Protect, Prevent and Treat (PPT) in diarrhea and pneumonia and mobilize resources across sectors, (iv) Strengthen availability, affordability and appropriate use of high quality drugs and diagnostics, particularly zinc and ORS for diarrhea and amoxicillin for pneumonia.

S/he will also lead the Resource and Activity Mapping exercise in Uganda as part of the Open Health Initiative (OHI). The overall goal of the East African Community’s OHI is to contribute to the improvement of Reproductive, Maternal, Newborn, and Child Health (RMNCH) and ultimately the achievement of the MDGs 4 and 5 within the EAC Partner States.The main objective of the annual mapping exercise is to document government and development partner contributions to improving RMNCH services and compare within the wider context of the full health envelope.

Description:
The Malaria Program Manager will lead a team of 3-4 staff to design and implement programs to increase the number of people accessing malaria diagnosis and artemisinin-based drugs for malaria treatment. The Program Manager will be responsible for all aspects of the malaria portfolio, including strategy development, relationship management, and implementation. The Program Manger will oversee a portfolio that touches on all aspects of the health system and affects the health outcome of millions of patients, including:



Policy: Support the Ministry of Health to develop appropriate policies and strategies to improve access to malaria diagnosis and usage of effective treatment in the public and private sectors
Forecasting: Supporting the Ministry of Health to analyze current malaria drug and diagnostic usage, pipeline stock, and consumption trends in order to inform drug procurement and delivery schedules
Supply chain: Working with the government and partners to ensure that public sector facilities throughout Uganda regularly receive malaria diagnostics and antimalarial drugs, to ensure that patients have continual access to lifesaving treatment
Operational Research: Developing and implementing OR projects to improve patient treatment in health facilities and scaling effective interventions nationally
Capacity Building: Working with the Ministry of Health to strengthen systems and build capacity around the national malaria response

Responsibilities:
Oversee all aspects of CHAI’s malaria program including planning, budgeting, implementation, and reporting.
Set program direction and goals, defining targets and measuring program performance across the malaria program to establish aggressive operational program milestones and achieve program objectives within ambitious timelines.
Supervise the malaria team, comprised of 3-4 professional staff.
Identify bottlenecks which prevent patients from accessing malaria diagnosis and treatment and develop and implement innovative strategies to address them.

Strategic Action Plan - Commonwealth Secretariat Uganda in Kampala

Background
The Commonwealth Secretariat has been approached by the Government of Uganda through the Ministry of Trade, Industry and Cooperatives for technical assistance to develop a framework to establish an Electronic Single Window (ESW) for trade facilitation. The Ministry of Trade, Industry and Cooperatives is the main national focal point for trade facilitation in Uganda.

Uganda is a landlocked country whose development depends on transit solutions in neighbouring countries in order to access gateways to international markets.

According to data collected by Doing Business, exporting a standard container of goods requires seven documents, takes 37 days and costs $2880. Importing the same container of goods requires nine documents, takes 34 days and costs $3015. Globally, Uganda stands at 158 in the ranking of 183 economies on ease of trading across borders.

Key trade facilitation issues of concern include both at-the-border and behind-the-border processes. At-the-border measures include customs and trade documents, customs clearance procedures, border control and release of goods. Behind-the-border measures include product standards and conformity assessment measures, e-commerce, trade finance and transport and marketing logistics services.

This intervention will focus on addressing issues relating to the implementation of an electronic single window in support of establishing appropriate mechanisms to enable Uganda to participate effectively in the global trading system. As a result of this intervention, Uganda will be able to establish an efficient environment for the exchange and processing of trade-related documentation, and subsequently reduce time and cost for clearing and moving consignments by simplifying many of the steps involved in international trade systems.

Purpose of the project

The overall purpose of this project is to enhance the trade competitiveness of Uganda through improvements to its trade logistics systems and processes.

The main objective of the project is to develop a framework on establishing an Electronic Single Window for trade facilitation in Uganda. This will be done by assessing current procedures and information systems for international trade and developing an effective plan to implement electronic single window in Uganda. The intended output of the project will be in the form of an action plan, which will include recommendations for short, medium and long term strategies. These recommendations will aim to support Uganda in its efforts to implement electronic single window system to facilitate trade.

Scope of work

The consultant(s) will work closely with the Project Manager from the Special Advisory Services Division of the Commonwealth Secretariat and, using internationally acknowledged methodology, will perform the following tasks:

Mapping of trade related procedures- review and analyze current documentation, processing and clearance process Identification of ICT strategies necessary to establish an ESW Assessment of the e-readiness for establishing ESW Identification of legal and regulatory functions necessary to operate an ESW Recommendations on short, medium and long term strategies that should be put in place to establish an electronic single window for trade facilitation Conduct two stakeholder consultation workshops Preparation of detailed action plan, budget and strategy for implementation of a single window system Identification of key reforms necessary to implement an ESW

Key objectives of this role

Leadership/ Championing Investment in M&E: Consistent with GOAL’s value for money ethos, the M&E advisor must effectively communicate the necessity and value-added from on-going and increased investment in the M&E amid a competitive funding environment and competing organisational priorities.
Strategic Planning: Playing a central role in providing senior management with an evidence basis for strategic planning.
Human Resources: supporting the GOAL HR function to hire and retain a high quality of M&E personnel in field. Line management of M&E professionals in the field and HO.
Coordination: acting as information cross roads in the organisation between programme technical team, head office senior management and M&E field staff, external consultants, GOAL finance team and academics. Including:
Leading discussions and resolution of M&E technical issues which span sectors technical team advisors, in order to support the integrated programme approach GOAL has adopted.
Updating senior management regularly on M&E and any organisational implications
Coordinating with internal audit regarding risks identified through M&E units
Evaluations: being the head office lead on technical review of country programme evaluations proposed, sharing experiences in similar evaluation designs from other country programmes, coordinating with relevant technical advisors, seeking opportunities to pilot innovative evaluation designs using both quantitative and qualitative methods.
Specific tasks would include:
Review of all evaluation terms of reference from country programmes and in coordination with the head of Programme Quality, provide HQ technical feedback and approval
Leading procurement of consultants services to conduct external evaluations
Establishing new and maintaining existing mechanisms to enable country programme technical recommendations to be tracked through to implementation
Coordinate multi country thematic/sector specific evaluations
Dissemination/ Sharing of learning:
Sharing internal best practices found through evaluations with other country programmes, senior management, technical team members and within the M&E team in GOAL.
Sharing relevant journal/publication articles with technical team members on best practice or innovations that relate to M&E in their sector (Health, WASH, HIV, Nutrition, Livelihoods)
Networking/Representation with Donors:
Attending and presenting at conferences and creating networking opportunities for GOAL in the M&E sphere with a view to learning and also demonstrating GOAL’s work
Preparing and presenting evidence based presentations for donors, governments or other stakeholders to demonstrate GOAL’s work
Research:
Identifying research needs/ opportunities in conjunction with country programmes, coordinating a very focused set of research priority topics per year
Linking to or maintaining relationships with research institutes/ universities

Requirements:

A primary degree in Development or related field with Masters level degree indicating experience in operational research, action research or associated field.
Minimum 3 (three) years practical field experience in emergency and development humanitarian programmes, with a particular focus on planning, monitoring and evaluation.
Knowledge and experience in qualitative and quantitative evaluation methodologies
Knowledge and experience of participatory approaches to rural development
Experience in report writing and proposal generation and familiarity with key donor monitoring and evaluation guidelines.
Experience and skills in staff training and management.
Appreciation of the aims and objectives of GOAL.
Adept in use of Word, Excel, PowerPoint, SMART and/or Epi Info, STATA, SPSS
Fluent in spoken and written English with strong analytical skills

Develop and maintain local office financial policies and procedures in cooperation with the Chief of Party and supervise, train, and mentor other finance, administration, HR and procurement staff.
Develop financial and management reporting framework for the project, in collaboration with the Chief of Party.
Oversee contractual negotiations and agreements with local consultants, vendors and service providers.
Ensure financial and administrative compliance with USAID rules and regulations.
Work closely with the Procurement Specialist to manage logistics, procurement, and inventories for the project.
Oversee payroll and HR procedures for USAID ASSIST Country office staff.
Perform internal audits and reviews, as required, to ensure compliance with URC standards, donor requirements, and internationally accepted accounting practices.
Stay abreast of donor policies, procedures, rules and regulations; compile and update applicable local policies; and train URC's program staff in these policies.
Oversee banking relations and monitor country cash flow requirements to ensure the smooth implementation of URC programs.
Develop annual fiscal year budgets with the Chief of Party and URC Headquarters and forecasting systems with project technical advisors.
Review routine financial reports, including expenditures, account reconciliation, and other financial information, in a timely and accurate manner.
Responsible for overseeing the project inventory management, transport, human resource, security, stores, procurement, IT, communications and other operations functions.
Working with COP to ensure efficient functioning of administrative and logistics processes and maintaining adequate internal control;
Communicating with HQ on operations matters on a regular basis. This includes, working with the project coordinator, contracts department and other departments on the review and timely approval of various procurement documentation.
Contributing to ongoing URC administrative process improvements, representing the Uganda office in policy development while implementing company policies.
Maintain contact with USAID, key counterparts, and other stakeholders as delegated by the Chief of Party

Minimum Qualifications:
Required Experience & Qualifications
Master's Degree in Business Administration, Finance, Accounting or other relevant field. CPA or equivalent preferred.
Ten (10) years' experience in administrative and financial management of large international projects including experience in management of USG funded projects.
Knowledge and experience working with USAID and other major donors is required. Demonstrated experience and skill with large budget preparation and analysis, financial reporting, preparation, and presentation, and the proven ability to translate technical financial data into informative reports.
Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet. Experience with QuickBooks accounting software highly preferred.

Familiarity with compliance to Federal Acquisition Regulations.

Job Summary:
Coordinate all programme activities in the National Development Secretariat in Kampala and lead strategic business efforts in consultation with the Church’s leadership.
Lead the process of revision of the current strategy and in consultation with the Pastorates development secretariats; lead the planning and budgeting processes as requested by the Board and partners.
Develop in conjunction with the board, all policies and procedures related to humanitarian and development work of the Church. Facilitate the process of policy implementation, analysis and review.
Develop, manage the annual and three-year funding strategy, plans and budgets and ensure that relevant documentation is disseminated in a timely manner to key stakeholders of SOS.
