Nile Basin Discourse (NBD)

About NBD:
The Nile riparian countries have long recognized that cooperative management and development hold the greatest prospects of bringing mutual benefits to the region. In 1999, the Council of the Ministers of Water Affairs from the Nile Basin Countries jointly established the Nile Basin Initiative (NBI) as an intergovernmental mechanism for cooperation. NBI’s long-term Shared Vision is “to achieve sustainable socioeconomic development through the equitable utilization of, and benefit from, the common Nile Basin water resources.”

Job Summary: The job holder is responsible for providing planning, supervision, monitoring and evaluation of the NBD activities.

Key Duties & Responsibilities:
· Develop performance and impact assessment indicators for NBD projects based on the results based management approach as well as recommend monitoring indicators on relevance, effectiveness, efficiency, impact and sustainability of awarded pilot projects.
· Provide inputs on the gender mainstreaming aspects of the projects and developing relevant indicators focusing on persons with disabilities.
· Provide inputs on estimation of project related risks.
· Provide inputs to the overall monitoring and evaluation system the NBD projects including financial monitoring in close collaboration with NBD Regional Manager.
· Develop a reporting template to be used including narrative and financial parts as part of a Monitoring/Management Information System.
· Develop the Monitoring Information System (MIS)
· Report in a monthly basis to the Regional Manager on the above mentioned tasks.
· Provide support during the Information and Training Meetings for project partners.
· Undertake any task assigned by the Regional Manager on the subject.
· Provide support on the organization and conducting the related meetings/workshops.

Requirements
Qualifications, Skills & Experience:
· University degree relevant field, such as monitoring and evaluation, in social or natural sciences, administration, international relations, statistics, planning, etc.
· Minimum of five years relevant work experience with at least two years experience working with Monitoring Information Systems and other office automation tools
· Ability to lead strategic planning, results-based management and reporting;
· Experience in developing and implementing monitoring and evaluation frameworks
· Demonstrated ability in monitoring similar projects (i.e. civil society engagement, sustainable development; climate change; integrated policy development; integrated environmental management etc. including familiarity with technical assistance and capacity building components.
· A solid level of understanding on Nile Cooperation, nature and biodiversity conservation, climate change, sustainable natural resource use and management, with a focus on participatory stakeholder processes, rural development, and gender equity, equality and diversity issues.
· Ability to work independently as an effective team member
· Skills in managing multicultural contexts with sensitivity to differences.
· Excellent analytical, communication, writing and presentation skills;
· Excellent command of English; ability to communicate in one or more of the regional languages is desirable
· Ability to travel internationally
· Solid knowledge in project management.
