Information Communications and Technology Officer - Ministry of Gender Labour and Social Development

Job Title: Information Communications and Technology Officer (2)
Organization: Ministry of Gender Labour and Social Development (MGLSD)
Project: Youth Livelihood Programme (YLP)
Duty Station: Kampala, Uganda
Reports to: Programme Manager

The Government of Uganda is to implement the Youth Livelihood Programme (YLP), under the Ministry of Gender Labour and Social Development (MGLSD). The overall objective of the Programme is to address the escalating problem of Youth Unemployment in Uganda.

Job Summary: The Information Communications and Technology Officer will ensure smooth application and use of Information Communications Technology (ICT) at national and subnational levels.

Key Roles
Manage the Management Information System (MIS) and be able to solve any information service problems.
Identify computer-training needs for staff of YLP at National and District levels,
Design and implement training modules and update any manuals.



Working with staff responsible for training to ensure that all staff receive adequate training in computer software, information systems storage and retrieval;
Provide MIS trouble shooting.
Ensure that the information within YLP remains secure.
Ensure that the hardware and software of both the National and District Offices are updated and maintained at a high standard.
Participate in developing procurement plans and specifications for all computer hardware and software.
Perform any other duties as may be assigned to him/ her from time to time.

Qualifications,
Applicants must be Ugandans possessing the following:-an Honours Bachelor’s Degree in Computer Science or Information Technology from a recognized University

Skills and Experience:
A Post Graduate Certificate in Computer Applications will be an added advantage
At least three years’ experience in MIS, in a medium to large organization with an active MIS system.

Personal Competencies: High interpersonal skills and ability to work with teams, Demonstrable knowledge of computer software and hardware, Ethics and Integrity
