The Uganda Virus Research Institute (UVRI) has signed an MoU with the U.S Centers for Disease Control (CDC) to strengthen Institute capacity through the management and coordination of laboratory surveillance, epidemiology, public health evaluations and training in Uganda under the President’s Emergency Plan for AIDS Relief. Under this cooperation, UVRI intends to recruit the following personnel on a one year .contract to be renewed depending on availability of funds. All positions are based at Entebbe.
Main Purpose of the Job
To capture data generated by project activities, process it and enter it into the appropriate data bases
Key Duties and Responsibilities:
Receive data from points where they are captured
Carry-out direct gathering/collection of data where necessary
Enter data in a timely manner, using the appropriate software
Carry out data cleaning
Forward the entered data to the Data Analyst, and assist with simple analysis.
Back up the data on a regular basis
Carry out data filing, storage and archiving
Disseminate data as required
Take measures to protect the confidentiality of data
Advise the Data Analyst on the need for maintenance of the computers, printers and accessories
Carry out regular monitoring activities in the field
Undertake any other duties that may reasonably be assigned by different section heads.
Requirement:
At least a Diploma in Statistics or Information Technology or any other relevant discipline
Minimum of 2 years in data collection
Knowledge in data collection methods
Basic facts on HIV testing
Knowledge of Computer skills for data management (E.g. MS Access, SPSS, Epilnfo, SQL, Java, MSWord, MS Excel)

Prepare checklist for follow-up of grantees financial report status
Assist with annual external audit.
Analyse Vehicles fuel consumption on a monthly basis

3.3 Technical Support
Contribute actively in the development of mechanisms which ensure that operations of IDF are implemented in cost effective manner,
Support grantees in specific tasks such as setting up financial systems, carrying out end of project procedures, tax and statutory obligations, etc.
3.4 Reporting
Submit quarterly reconciliation statements of IDF grantees and update Management on the status of individual grantees financial position on a regular basis
Prepare monthly bank reconciliation statements of IDF
Produce budget vs actual expenditure report on a quarterly basis
Assists FAM in preparing quarterly and annual reports.
3.5 Person Specifications
Experience:
At least three year’s (3) hands-on all round experience working in an
accounts office, preferably an NGO operating nationwide.
Experience in financial monitoring of grantees would be an added advantage.
Additional Skills:
- Good Microsoft Office skills
- Exposure to one or more computerised accounting packages, experience in using Sage Pastel would be an added advantage.
- Some knowledge of not for profit organisations and small

The International Rescue Committee began working in Uganda in 1998 in response to the devastation wrought by rebel group the Lord's Resistance Army (LRA) in the north of the country. Today, the IRC is helping tens of thousands of people displaced by this violence to return home following a cease-fire agreement between the LRA and the Government of Uganda in 2006. At the same time, in Karamoja - one of the poorest and least developed areas in Uganda - the IRC works with communities affected by violence to promote peace and improve access to services. Under the EASIER Living pilot project, the IRC is working with the urban refugee women and host poor communities in Kampala to improve their livelihood options and increase their protection by implementing the Economic and Social Empowerment programme in selected communities within Makindye, Central and Rubaga divisions.

Scope of Work: The WPE Technical Coordinator is based in Kampala and travels regularly to the Acholi and Karamoja regions to support the WPE teams at field level. S/he is responsible for delivering high quality programs through strategy development, program design, implementation and evaluation of all GBV-related activities within IRC Uganda. S/he also acts provides technical advisory and writing support on business development opportunities. Primary duties will include strengthening the WPE sector and providing technical oversight of WPE programming across three regions of implementation; northern Uganda, Karamoja and Kampala. The position is part of the senior management team of the IRC and requires an experienced, driven individual with strong communication and planning skills.
Key Responsibilities
Lead the development of a WPE sector strategy that articulates the vision in line with the country strategy and lays out the 'master' program design.
Lead the design, drafting and implementation process of projects, including annual work plans, performance monitoring plans and log frames to inform ongoing implementation and new program design.
Provide ongoing technical advice, direct support and guidance to the WPE teams to effectively monitor implementation of program activities.
Ensure budget management by regularly monitoring expenditures and making adjustments as necessary.
Identify new funding opportunities and play a leadership role in developing high quality proposals and budgets that are consistent with the overall WPE country sector strategy for submission to donors. This includes close collaboration with the other IRC sectors including Health, Children and Youth - Protection and Development, Economic Recovery and Development as well as Governance and Peace Building to innovative and effective inclusion of WPE components in the integrated programs IRC delivers.
Assist in identifying and exploring opportunities for the professional development of program staff, including capacity building training, exchanges, formal performance reviews and ongoing coaching.
Liaise with donor representatives and national authorities in Uganda to keep them abreast of the project and developments.
Minimum Requirements:
Post-graduate degree in social work, social sciences, public health, community health, or related field
At least three years experience working in the field of gender-based violence , protection, gender in Africa
Demonstrated experience in human resource management, capacity building and mentoring
Proven skills in program management including budget management, donor reporting and monitoring.
Program development experience including donor / governmental liaison and proposal writing preferred
Organized and detail-oriented with multi-tasking abilities with ability to meet deadlines in a timely manner
Excellent leadership and problem solving skills
Excellent communication skills in English, both oral and written; Acholi or Ngakarimojong an advantage.
Willingness to travel up to 50% of the time to northern Uganda and Karamoja
