Organisation Description:
The International Rescue Committee began working in Uganda in 1998 in response to the devastation wrought by rebel group the Lord’s Resistance Army (LRA) in the north of the country. Today, the IRC is helping tens of thousands of people displaced by this violence to return home following a cease-fire agreement between the LRA and the Government of Uganda in 2006. At the same time, in Karamoja – one of the poorest and least developed areas in Uganda – the IRC works with communities affected by violence to promote peace and improve access to services. Under the EASIER Living pilot project, the IRC is working with the urban refugee women and host poor communities in Kampala to improve their livelihood options and increase their protection by implementing the Economic and Social Empowerment programme in selected communities within Makindye, Central and Rubaga divisions.

Scope of Work: The WPE Technical Coordinator is based in Kampala and travels regularly to the Acholi and Karamoja regions to support the WPE teams at field level. S/he is responsible for delivering high quality programs through strategy development, program design, implementation and evaluation of all GBV-related activities within IRC Uganda. S/he also acts provides technical advisory and writing support on business development opportunities. Primary duties will include strengthening the WPE sector and providing technical oversight of WPE programming across three regions of implementation; northern Uganda, Karamoja and Kampala. The position is part of the senior management team of the IRC and requires an experienced, driven individual with strong communication and planning skills.

Key Responsibilities • Lead the development of a WPE sector strategy that articulates the vision in line with the country strategy and lays out the ‘master’ program design. • Lead the design, drafting and implementation process of projects, including annual work plans, performance monitoring plans and log frames to inform ongoing implementation and new program design. • Provide ongoing technical advice, direct support and guidance to the WPE teams to effectively monitor implementation of program activities. • Ensure budget management by regularly monitoring expenditures and making adjustments as necessary.
• Identify new funding opportunities and play a leadership role in developing high quality proposals and budgets that are consistent with the overall WPE country sector strategy for submission to donors. This includes close collaboration with the other IRC sectors including Health, Children and Youth – Protection and Development, Economic Recovery and Development as well as Governance and Peace Building to innovative and effective inclusion of WPE components in the integrated programs IRC delivers. • Assist in identifying and exploring opportunities for the professional development of program staff, including capacity building training, exchanges, formal performance reviews and ongoing coaching. • Liaise with donor representatives and national authorities in Uganda to keep them abreast of the project and developments.

Minimum Requirements: • Post-graduate degree in social work, social sciences, public health, community health, or related field • At least three years experience working in the field of gender-based violence, protection, gender in Africa • Demonstrated experience in human resource management, capacity building and mentoring • Proven skills in program management including budget management, donor reporting and monitoring. • Program development experience including donor / governmental liaison and proposal writing preferred • Organized and detail-oriented with multi-tasking abilities with ability to meet deadlines in a timely manner • Excellent leadership and problem solving skills • Excellent communication skills in English, both oral and written; Acholi or Ngakarimojong an advantage. • Willingness to travel up to 50% of the time to northern Uganda and Karamoja

Uganda Village Project Internship Offer Summer 2013

Summer 2013 Internships
We are now accepting applications for our Summer 2013 internship program.

Interns will spend 8-9 weeks living and working in a village in rural Iganga District, Uganda, gaining experience in public health, community education, and international development. Interns work in diverse teams composed of Ugandan and non-Ugandan team members. Teams will organize health education programs in the villages, assist in planning and implementing health care and development oriented programs, and work in partnership with local NGOs and community groups to carry out objectives.

Interns will have the opportunity to participate in a variety of activities in several focus areas. Programs and activities are geared toward issues such as water, sanitation, HIV/AIDS, nutrition, malaria, and reproductive health. Specifically, interns will work with communities in our Healthy Villages program.

Program Dates
Team Leaders: Monday, June 17, 2013 – Tuesday, August 20, 2013 (9 weeks)
All Interns: Thursday, June 20, 2013 – Saturday, August 17, 2013 (8 weeks)

Internship Program Specifics
Our interns work in teams made up of four international interns and two Ugandan interns.  Some teams will live and work in new villages UVP has not yet worked in to initiate Healthy Villages programs. Other teams will conduct follow up work in past and existing Healthy Villages communities. Interns carry out a variety of activities which may include the following:

conduct a community health needs assessment
gather feedback through community meetings on health of the village
work with sub-county and district officials to improve medicine supply chains
organize multiple healthcare initiatives (e.g., HIV/AIDS testing days), often in collaboration with outside NGOs, CBOs, and government officials
work with the local Health Center to which their village is assigned
collaborate with district health officials to select, recruit, and train a Village Health Team
plan and implement health education workshops with Village Health Teams (e.g., Safe Water Education days).
assist in the planning and implementation of a shallow well construction for a village
lead and carry out monitoring and evaluation for programs
Each intern team is headed by one international “Project and Administration Leader,” and one Ugandan “Project and Implementation Leader.”  International and Ugandan team leaders are responsible for coordinating a team of interdisciplinary, international volunteers to collaborate with government and NGO officials to conduct public health programs in the village they live in. Team leaders will be selected by the Internships Coordinator based upon their demonstrated interest and experience in leadership positions. Interns who are selected as team leaders will be notified approximately two weeks after they are accepted into the program.

Team leaders will be responsible for co-leading a multinational team made up of graduate and undergraduate students.  Required skills include:

Excellent leadership, cultural competency, communication, and conflict mediation skills
Entrepreneurial attitude
Ability to organize and implement activities for the team
Detailed accounting of financial records and all activities carried out by the team
Internship Fundraising Requirement

Once accepted, all interns are required to fundraise $2,000 USD for UVP as a program fee, in addition to a deposit of $500, for a total of $2,500 USD. The deposit is refundable upon successful completion of the program. This sum includes a donation towards UVP’s programs in Uganda as well as pick-up and drop-off at Entebbe Airport, orientation costs, room and board, in-country transportation, food, and Uganda-based staffing costs. Responsibilities
Responsible for collecting and analyzing data as part of research , monitoring , and evaluation efforts and providing programmatic leadership in all activities related to Knowledge Management .
Collects and tracks project indicators , including managing and guiding data collection firms.

Qualifications
Master’s Degree in Public Health , Statistics, or other relevant field .
5 years of relevant professional experience designing and implementing M&E activities and special studies for health systems strengthening or service delivery programs
Experience with M&E in HIV/AIDS, TB, malaria , maternal and child health , and family planning

Key Result Areas
To design and administer document libraries
To design and implement workflows and workflow forms, physical conversion forms into electronic form process.
Train staff on using electronic document and record management system

Skills
Should have GIS and prepared matering system knowledge
Should be able to consult with staff to determine business requirements , functional requirements and input/output requirements
Should be able to define and document system requirements for data , workflow ,logical processes , interfaces with other systems, auditing and reporting requirements and production configuration using common documentation tools such as dot net.
