Deputy Program Director - Makerere University Walter Reed Project



The Makerere University Walter Reed Project (MUWRP) is a non- government, non- profit HIV research program that was established in 2002 as a result of a memorandum of understanding between Makerere University and The Henry M. Jackson foundation for Advancement of Military Medicine Inc. of USA (HJF). The primary purpose of MUWRP is to develop, evaluate and provide interventions to mitigate disease threats of public health importance to Uganda. Under our mandate, we have entered in a collaboration with The Austere environment Consortium for Enhanced Sepsis Outcomes (ACESO) which is a newly formed consortium with Directorship based at the US Naval Medical Research Center in Frederick, Maryland to advance understanding of clinical management and pathogenesis of sepsis as it relates to a spectrum of clinical manifestations and varying etiologies in resource-constrained settings. MUWRP is now looking for a suitable candidate to fill the position below:
POSITION TITLE: ACESO (U) Deputy Program Director
JOB SUMMARY: The incumbent will serve as ACESO (U) Deputy Program Director (ADPD) under the immediate supervision of MUWRP’s Head of Research and Scientific Affairs and report regularly to the ACESO Uganda Country Director. His/her primary responsibilities will include managing the overall program plan, management of program staff, managing the program budget, ongoing monitoring and evaluation, and partner relationships. The incumbent will work under MUWRP guidelines and policies.
ESSENTIAL DUTIES & RESPONSIBILITIES:
Participate in study planning which includes travelling to potential hospital sites, protocol and SOP writing.
Oversee daily operation of proposed research in preparation phase involving bimonthly site visits and coordination with study partners.
Develop and implement objectives, action plans, budgets, refinements and initiatives as planned or assigned by the ACESO Uganda Country Director and MUWRP Head of Research and Scientific Affairs
Liaison for proposed study sites which will involve acting as a primary point of contact for the proposed study sites and organizing for refresher trainings
Oversee development and implementation of training for clinical study staff.
Other duties as assigned and as necessary to accomplish the project’s mission.
Requirement:
Degree in Medicine (MD, MBChB or equivalent) and Public Health (MPH or equivalent)
Project implementation, administration, financial management with emphasis on clinical trial operations, clinical management of severely ill hospitalized patients, basic data analysis, grant writing and manuscript publication.
Experience of at least 3 years conducting research in Uganda with international partners involving patients with severe sepsis will be an added advantage.

Managing the Centre sustainably as a social enterprise

Clinical Standards and Client Care
Work with Medical Development Team to ensure that set clinical standards/protocols are understood, disseminated and upheld by your Centre team. Ensure high quality service standards are maintained and high level of client satisfaction is achieved
Work with Regional Manager to ensure regular and effective supervision by both Operations and MDT teams to check adherence to set protocols.
Ensure that the clients remain at the centre of everything we do and that clients are always properly counselled on their rights, treatment methods and choices, with appropriate referral whenever suitable.
Ensure that your Centre Team maintains an effective referral system for the treatment of clinical complications, including the dissemination of MSU’s hotline services to prospective clients.
Work with MDT to ensure that your Centre team members are properly oriented, trained and that the necessary clinical skills of the team members are apt, in accordance to MSI, MDT clinical guidelines and procedures.
Centre Teams Leadership and Development:

Key Responsibilities
Client Care:
Provide comprehensive laboratory services to centre clients.
Taking necessary steps to ensure that all centre clients are treated with sensitivity, respect, and consideration.
Promptly refer clients to the Centre Manager if complaints are raised
Supplies Management:
In liaison with the Centre Manager, ensures that adequate, but not excessive stocks are maintained.
Ensure that Lab stock cards are up-dated regularly.
Ensures that appropriate spare equipment (e.g. bulbs for microscope, slides, test tubes) is maintained at the centre to avoid inconveniencing clients.
Ensure that the Centre Manager is alerted in a timely manner of expiring reagents to allow for timely notice to Support Office and transfer to another centre for usage.
Technical Excellence:
Based on laboratory request form and recorded client notes, be able to conduct and report on the tests such as; Blood slide for malaria, film commentary, Urinalysis, Microscopy (stool, urine, HVS swabs), occult blood (stool), white cell count, blood grouping, clotting time, ESR, widal tests, VDRL7RPR, HB, Gram Stain, Brucella test, HCG test, Sickling Test, blood sugar, semen analysis, sputum AAFB, HIV rapid tests AND any other relevant tests.
Ensure that the highest standards of laboratory services are provided to clients as per AMREF, MOH and MSI guidelines.
Take responsibility and ensure that their laboratory comply with infection prevention guidelines.
Ensure the reagents are correctly transported and stored (including maintenance of cold chain for refrigerated reagents)
Ensure a warm and attractive laboratory environment for clients.
Ensure that the laboratory is clean, neat and tidy at all times.
Record Keeping and Reporting:
Ensure that laboratory test orders and results for company clients are properly recorded on the claim forms.
Ensure that the laboratory test orders and results for all other clients are clearly and properly recorded
Ensure that the laboratory registers are correctly and neatly completed (MSU clients, VCT & Outside Contract Work etc)
Ensure that timely monthly laboratory reports are forwarded to the Centre Manager.
Monitor fridge temperature and record the figures (temperature inside fridge) on a daily basis
Timely and accurate recording and submission of results to medical staff and Centre Manager accordingly.
Budgetary control:
In liaison with the Centre Manager:
Takes responsibility for costs in the laboratory to be contained within the approved annual budget.
Strives for income from laboratory services to meet or exceed budgeted targets, including providing contract laboratory services for non MSU clients to improve sustainability of laboratory service provision.
Promotional Activities:
Community Outreach: The laboratory technician shall participate on community outreach activities as directed by the Centre Manager. This may include mobile VCT services, and other networking activities.
Promotion: Fully participates on planned promotional activities as required and directed by the Centre Manager.

Full registration with Allied Health Professionals Council

A minimum of an Honours Bachelor's Degree in either Finance or Accounting, or Commerce (Accounting Option), or Business Administration (Accounting option) with at least part II of a professional accounting qualifications such as ACCA (fundamentals), or CPA.

The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 17 countries and at 4,700 sites around the world to prevent the transmission of HIV to children, and to help those already infected.

Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States.

With a growing global staff of nearly 1,300—nine of 10 who work in the field-the Foundation’s global mission is to implement prevention, care, and treatment; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide.

The Foundation received funding from USAID/Uganda for a five-year cooperative agreement in 13 districts in the south-western region of Uganda with the goal of increasing access to, coverage of and utilization of quality comprehensive tuberculosis (TB) and HIV/AIDS prevention, care and treatment services.

FHI360 and The Elizabeth Glaser Pediatric AIDS Foundation aim to collaborate with partners in Uganda to produce evidence about strategies for strengthening provision of family planning services to female HIV service clients.

The project consists of a conducting a research project entitled, “Promoting Constructive Male Engagement to Increase Use of PMTCT Services.” The primary objective of the research is to assess the effectiveness of an intervention aimed at constructively engaging men in use of PMTCT services and family planning (FP) decision making.

The research will be conducted with clients seeking HIV/AIDS care & treatment services in eight health facilities in Kabale District, Uganda. We are therefore seeking most suitable candidates

Job Summary: The Intervention Coordinator will be responsible for leading the implementation of a facility- and community-based intervention in Kabale, Uganda designed to strengthen the provision and uptake of integrated family planning/HIV services, with an emphasis on fostering greater involvement of male partners.

The intervention will be implemented as part of the EGPAF-led STAR-SW program. The Intervention Coordinator will be supervised by the Foundation Director of Clinical Services and provide supervisory visits in conjunction with the regular STAR-SW program site visit schedule.

Duties and Responsibilities: In collaboration with Mbarara-based

EGPAF staff, coordinate and provide technical support for all aspects of study intervention implementation, including:

• Act as primary liaison between health facilities, the Kabale DHO office, other NGO partners in Kabale District , Foundation Kabale Program Officer and Foundation Clinical Services Director

• Maintain communication and gather feedback from local partners, such as AIC and Marie Stopes, on the FP/PMTCT integration and male involvement intervention package developed by EGPAF and FHI.

• Secure and maintain buy-in from relevant stakeholders for study/ intervention.

• Provide technical and administrative support for implementation of facility- and community-based intervention activities as outlined in the intervention package (e.g., implementation of trainings for health care staff and community leaders/members; introducing “male-friendly” innovations in clinics; organizing community-based events, etc).

• Ensure implementation of intervention activities according to study timeline; report obstacles to implementation in a timely manner.

• Convene stakeholders to update them on study/intervention progress as needed.

• Provide supervisory visits to facilities and intervention communities to ensure intervention is implemented as intended and provide ongoing technical support to facility staff and community-level intervention partners.

• Document intervention implementation using the Intervention Tracking Tool and submit monthly updates to staff at EGPAF and FHI

• Collect cost data using forms developed by FHI and submit to key staff at FHI and EGPAF.
• Collaborate with the project Research Coordinator in organizing a local dissemination event upon study completion.
• Work closely with FHI study staff and Foundation technical staff to develop reports, review data and assure data quality.
• Support health facilities in maintaining consistent contraceptive commodities stocks
