CHAI’s solution-oriented approach focuses on improving market dynamics for medicines and diagnostics; lowering prices for treatment; accelerating access to life-saving technologies; and helping governments build the capacity required for high-quality care and treatment programs.
Since its establishment in 2002 by President William J. Clinton, CHAI has worked on the demand and supply sides of the market to help more than 2 million HIV+ people access the medicines needed for treatment—representing nearly half of all people and 2 out of 3 children on HIV/AIDS treatment in developing countries. Building on this model, CHAI has expanded its scope to include efforts to strengthen healthcare delivery systems and to combat malaria and childhood illnesses.

In 2007, CHAI signed an MOU with the government of Uganda to provide technical assistance to the Ministry of Health and strengthen health systems. Since then, CHAI has worked hand-in-hand with the Ministry of Health to increase access to lifesaving pediatric HIV treatment by >400%; coordinate with private sector suppliers to lower costs and expand access to malaria drugs; pilot a point-of-care diagnostic technology, leading to scale up to >250 health facilities nationwide; introduce a new severe malaria drug which will save thousands of lives annually; and many other initiatives. Currently, CHAI Uganda works with the Ministry of Health around HIV, malaria, childhood illnesses, laboratory systems and drug logistics.

Background:
It is estimated that ~60% of care and treatment in Uganda is sought in the private sector, yet a number of barriers can impede access to appropriate drugs and diagnostics, such as high prices, limited product availability, and low provider/retailer awareness of treatment guidelines.

Diarrhea kills roughly two million children every year worldwide. In Uganda, diarrhea is responsible for ~15,000 child deaths, approximately 10% of all child mortality (third behind only malaria and pneumonia). This is in spite of the fact that a simple, highly-effective, and affordable treatment solution exists in the form of oral rehydration salts (ORS) and zinc. However, diarrhea remains grossly neglected: from 2007-2011, $6.5 billion of global funds were allocated to address HIV/AIDS, while only 0.23% of this figure ($15 million) was used to tackle diarrhea. This imbalance is now being addressed through an international effort, of which CHAI has been a driving member, leading to the development of treatment scale up programs in 10 high burden countries, including Uganda.

In Uganda, a program to scale-up diarrhea treatment with ORS and zinc is being undertaken by CHAI in partnership with the Ministry of Health. The problem is that these treatments are caught in a market trap: low levels of consumer/caregiver awareness about the appropriate treatment lead to poor demand for these products; this results in an anemic market, which provides no incentive for suppliers to optimize distribution networks, promote the products, or reduce margins; this, in turn, leads to a lack of availability, unaffordable prices, and minimal marketing – completing the vicious cycle and ensuring that consumer access is repressed. CHAI seeks to break this vicious cycle by addressing both demand and supply-side barriers to access.

Position Description:

The Distribution and Sales Coordinator will form the fundamental interface between the strategic intent of CHAI’s in-house marketing and supply chain experts and the day to day implementation of the strategy by CHAI’s private partners (pharmaceutical distributors, NGOs, social businesses).

The Coordinator will also spend ~25% of his/her time travelling domestically, primarily to regions with limited facilities to train, support and mentor the sales teams across the country and monitor key performance indicators. S/hewill spend a modest portion of his/her time supporting CHAI’s private sector malaria strategy.
Responsibilities:

    Sales strategy and action plans
        Design the Sales and Distribution strategy in line with the ECM program objectives and based on the recommendations of the supply chain study and market research
        Support each private partner in the development  of its annual action plan (distribution channels, customer segmentation, key messages, sales target per territory, coverage and call frequency)
    Distribution
        Contribute to the development of incentive schemes and other appropriate schemes (e.g. credit facility) to encourage expansion of distribution, especially in hard-to-reach and remote areas.
        Monitor the effectiveness of incentive scheme vs. actual distribution coverage, product availability and sales uptake
        Explore distribution opportunities beyond traditional pharmaceutical channels and develop partnerships with non-pharma For-Profit or Not-For-Profit organizations to increase coverage of underserved populations (bottom of the pyramid)
        Liaise with all stakeholders to troubleshoot issues such as stock-out situations and price variation along the supply chain  
    Sales Force Training and mentoring
        Train and mentor CHAI partners’ sales teams on sales techniques, customer relationship management, product knowledge, etc.
        Spend time in the field with Sales Managers or on his/her own, calling on key customers (wholesalers, Pharmacies) and Key Opinion Leaders and influencers

    Private providers Training and continuous Medical Education
        Develop and coordinate a national effort to train private sector health providers in the proper treatment of diarrhea in children with ORS and zinc: partner with Pharmacy Society of Uganda, National Drug Authority and other bodies to plan and provide training and Continuous Medical Education to the private healthcare providers
    Performance management
        Identify gaps in terms of data to effectively monitor 1) sales volume/value breakdown per geography, channel, customer group,  and 2) sales force effectiveness
        Make appropriate recommendations on how to reduce these data gaps and design key performance indicators
        Lead relevant initiatives to improve data collection and analysis, e.g. development of IT system

Qualifications:

    Minimum 10-years experience in sales, including minimum 5 years in a sales management position in the pharmaceutical industry or in a reputable FMCG company. Strong track record of success in product launches in markets with a high share of traditional retail channels. Ideally this experience would come in Uganda or the East African region.
    Demonstrated success in coordinating partners and developing relationships in order to drive a multi-stakeholder process
    Experience in designing and conducting high-impact trainings for sales representatives
    Experience in using sales force performance management system
    Excellent leadership and mentoring skills
    Excellent communication, presentation and management skills
    Entrepreneurial mindset and strong self-motivation
    Ability to develop and execute a coherent programmatic strategy amidst substantial ambiguity and changing circumstances
    Exceptional time-management skills and the ability to manage multiple work streams in parallel under tight deadlines
    Ability to function independently and flexibly
    Fluency in English required; additional languages spoken in Uganda are advantages

Description:
The Malaria Logistics Advisor will be seconded to the National Malaria Control Program (NMCP) of the Ministry of Health to provide technical assistance to enhance access to malaria commodities, including drugs, diagnostics and LLINs. The Advisor will seek to optimize Uganda’s mix of malaria commodities, enhance the supply chain, and provide support in procurement and forecasting analysis. The Advisor will also help the Ministry of Health develop the internal capacity required to strengthen the systems that deliver those commodities to facilities.

The Advisor must be a strategic thinker with the exceptional quantitative skills. The Advisor will be responsible for a wide variety of tasks, from quantitative analysis in Excel to enhancing communication between the National Medical Stores, Joint Medical Stores, Ministry of Health, and the National Drug Authority to ensure adequate drugs and diagnostics are available at every level of the supply chain. The Advisor will also spend time in the field, collecting data and supporting health facilities. The Advisor will become well versed in the costs, efficacy and side effects of diverse drugs, diagnostics and commodities. The Advisor must exhibit a passion for results and a commitment to excellence.

Description:
As the momentum is building worldwide and in Uganda around maternal and child health, the Coordinator will be responsible for leading several high-impact public sector work streams.

S/he will develop strong relationships with key public and private stakeholders, in order to support the development and implementation of national policy and strategic plans in the field of maternal and child health. This will include support for major national efforts such as a rapid assessment of Maternal and Child Health, the UN Commission on Life Saving Commodities for Women and Children, and the Integrated Community Case Management for Community Health Workers.

S/he will act as the Secretariat of the national Diarrhea and Pneumonia Coordination Committee (DPCC). The DPCC has the following goals: (i) act as an advisory arm to the MoH on issues related to diarrhea and pneumonia, including guiding the development and implementation of a national scale up framework, (ii) develop a map of existing activities and interventions aimed at MDG4, and ensure ongoing coordination, partnerships  and synergies in other disease areas across the public, NGO and private sectors, (iii) advocate the importance of Protect, Prevent and Treat (PPT) in diarrhea and pneumonia and mobilize  resources across sectors, (iv) Strengthen availability, affordability and appropriate use of high quality drugs and diagnostics, particularly zinc and ORS for diarrhea and amoxicillin for pneumonia.

S/he will also lead the Resource and Activity Mapping exercise in Uganda as part of the Open Health Initiative (OHI). The overall goal of the East African Community’s OHI is to contribute to the improvement of Reproductive, Maternal, Newborn, and Child Health (RMNCH) and ultimately the achievement of the MDGs 4 and 5 within the EAC Partner States.The main objective of the annual mapping exercise is to document government and development partner contributions to improving RMNCH services and compare within the wider context of the full health envelope.

Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective national and sub-national level management. By working in association with governments and other NGO partners, CHAI is focused on transformative impact.  In addition, CHAI’s teams are working side-by-side with over 25 governments to tackle many of the largest health system barriers to effective care and treatment.

Summary of Position:

The Clinton Health Access Initiative (CHAI) is looking for volunteer technical advisors to assist governments in developing proposals for funding from the Global Fund to fight AIDS, Tuberculosis and Malaria (Global Fund), and in managing approved proposals. The Global Fund is one of the largest sources of funding for the three diseases, and to access resources countries are required to develop a complex, detailed proposal. Technical assistance to support proposal development requires strong coordination with the national government and other donor/NGO partners in country to identify high-priority program areas, the ability to interpret data and synthesize complex documents and issues into clear, straightforward prose, and quantitative skills to put together well-supported budgets and targets. Once resources are approved, governments often require technical assistance in ensuring the funds are effectively and efficiently utilized, and in building the management systems to ensure overall program effectiveness. CHAI provides staff support for the various coordinating, writing, quantification and systems building tasks necessary for a successful proposal and program implementation.

CHAI works in close partnership with the Ministries of Health (MOH) in these countries, procuring pediatric ARVs, and providing technical assistance in a variety of areas. The Technical Advisors will work closely with the CHAI country team on the ground to provide technical support to the MOH, cooperating on a regular basis with donors, NGOs and civil society.

These are challenging but very rewarding positions, which will have direct and immediate impact on tens of thousands of patients in need of life-saving medications. It is an opportunity to work closely with governments committed to HIV prevention, care and treatment, provide critical skills and build systems, tools and capacity that will enable access to and better management of funds to fight the disease.

Professionally fluent French and/or Portuguese language skills are required for some positions. Duration of position expected to run through December, 2013.

Responsibilities:
Responsibilities vary somewhat by country, but generally include:
  Work with the MOH and partners to map funding needs and available funds for HIV in developing countries in the short to medium term
    Work with the MOH and partners to align key stakeholders, including donors, local and international NGOs and civil society groups, behind the priorities in the HIV programs that require funding in the 3-5 year horizon
    Prepare required analysis, including mapping of current funding streams and existing programs and systems, in preparation for submission of Global Fund proposals
    Provide additional technical assistance as needed in the areas of M&E, data management, budgeting and financial planning in the area of HIV/AIDS and in the health sector overall
    Assist the MOH to build capacity and take a coordination and leadership role relative to donors and implementers

Qualifications:
    Bachelor's degree plus 2+ years of work experience in private sector
    For many, but not all positions: very strong quantitative skills, including significant experience working in excel on budgeting
    For many, but not all positions: strong writing and synthesis skills, including experience in proposal writing
    Applicants with management consulting or other relevant private and public sector experience are strongly encouraged to apply

As part of this work, CHAI will be deploying Demand-Driven Evaluations for Decisions (3DE), a novel approach for rapidly translating research questions into policy. CHAI, in collaboration with our implementing partner IDinsight, will work closely with the Ministry of Health to identify real-time policy issues/gaps and design rapid research studies to directly address these questions. The 3DEs will use rigorous methodologies, provide timely evidence to inform decision makers on the diarrhea treatment scale-up strategy, and help ensure rapid adoption.

Position Description:

The Research Insights Coordinator will work with the Essential Medicines Team to support the Ministry of Health and the private sector to enhance access to ORS and zinc for diarrhea treatment.

Robust research will be critical to: 1) evaluate the performance of the Essential Medicines program and 2) identify and resolve specific implementation challenges and inform programmatic decisions. The program will focus on the primary outcome of zinc and ORS usage to treat diarrhea, as well as a number of output indicators that are critical to achieving that higher usage. In addition, several operational research studies are planned to assess the effectiveness of specific interventions and inform government policy development and decision making.

Where appropriate, operational research questions may be undertaken via the 3DE approach. The Coordinator will spend 50% of his/her time developing and overseeing 3DE research projects in close collaboration with the MOH. This will involve identifying diarrhea policy questions suitable for the 3DE approach; partnering with IDinsight to design and implement the studies; ensuring the uptake and translation of evidence into policy and programs; and disseminating the findings to stakeholders and the global evidence community.

The Research Coordinator will be responsible for leading and managing these research elements and for providing the thought leadership in designing and implementing a robust M&E framework to support the Essential Medicines program in Uganda.

The Coordinator will spend ~20% of his/her time travelling domestically, primarily to regions with limited facilities.
Responsibilities:

    Develop and implement a strategy to assess performance and impact of the diarrhea treatment program in Uganda, including household and outlet surveys, as well as other methods
    Identify and manage partner organizations and/or contractors to conduct data collection and analysis
    Provide technical leadership in the design of monitoring and evaluation tools, operations research, KPI reporting framework, and knowledge management
    Produce regular impact monitoring and evaluation reports, and  communicate main findings and conclusions through technical working groups in order to inform the Ministry of Health, donors, and other stakeholders
    Develop and implement operational research that will directly inform programmatic decisions around promotion strategy, training efficacy, consumer product preference, etc.
    Develop and coordinate market research to inform the development of the demand generation strategy, potentially including focus groups, surveys and data analysis
    Work with the Ministry of Health and IDinsight to develop 3DE research questions for diarrhea demand generation and supply-side strategies for the public and private sectors
    Work with the Global Essential Medicines Team to ensure CHAI’s resources and expertise are fully leveraged to meet needs in-country

Qualifications:

    A minimum of 2 years of experience in private or public sector enterprise, preferably including research management
    Entrepreneurial mindset and strong self-motivation
    Excellent knowledge of program monitoring and evaluation methods (qualitative and quantitative), including experience developing monitoring and evaluation plans, tools, training materials, reports and summary forms
    Strong quantitative, problem solving, analytical, and statistical skills (including excellent Microsoft Excel skills and experience with STATA or equivalent)
    Capacity to synthesize monitoring data into effective presentation of results to guide recommendations on performance improvement
    Ability to multi-task, prioritize, and be effective under tight deadlines

Background on Supply Chain Management Initiative
CHAI is building on its successful work in HIV and malaria treatment to support the development and execution of ambitious new efforts to strengthen and streamline the supply chain both to and within developing countries for high quality and essential health products in a sustainable manner in order to increase levels of accessibility. These efforts will focus on a number of countries in creating market structures that can assure that products are high quality, widely available and affordable. In parallel, CHAI is leading efforts to develop mechanisms to deploy new information and communication technologies effectively in order to streamline supply chains and/or increase demand for products.

CHAI is recruiting Analysts for the Supply Chain Management Global team to focus upon supporting the design and implementation of CHAI’s Supply Chain strategy, reporting to The Director of Supply Chain Management. The Analysts will engage directly with governments and relevant local stakeholders across multiple countries and provide support to other CHAI team members. They will be based in a location, to be determined, facilitating close access to sub-Saharan Africa. Very frequent international travel will be required, potentially for extended periods of time.

The Analysts will play a crucial role devising CHAI’s Supply Chain strategy, leading to the creation of an actionable and specific implementation plan. The Analysts will perform the initial analysis of the existing landscape in countries, of the distribution channels, both public and private; as well as market assessments to identify key products and requirements.  The Analysts will facilitate implementation, though the provision of technical and operational assistance, creating or refining procurement and supply chain structures nationally, in order to ensure that targeted products reach the end users in a timely and efficient manner and affordably. The role could also include heavy involvement in the identification, evaluation and piloting of new technological solutions aiming to facilitate effective and sustainable supply chain rationalization.


Responsibilities:

    Work to strengthen local market structures to increase access to life-saving commodities by scoping and identifying local market opportunities in-country for prioritized commodities
    Analyze supplier landscape and production economics for prioritized commodities
    Engage with local partners, including local manufacturers, to identify the opportunities for increasing supply of and access to prioritized commodities
    Provide technical and operational assistance to countries to design and implement concrete implementation plans
    Interact with country and global CHAI teams to achieve objectives of supply chain strategy, providing technical and managerial assistance.

Qualifications:
