Roles

Energy Economist shall report to Head Sector Planning Unit of the Organization and will offer advice and policy analysis to the Energy and Mineral sector Working group (EMD-SWG) and work with the Secretariat of the EMD-SWG so that the EMD-SWG gets well researched information which is in line with national development priorities
Roles
- Critically review and analyze the economic and financial aspects of various projects proposals submitted to the Ministry and advise on the way forward
- Analyze the sector policies and actions and their impact on the national economy as an input for policy reviews
- Review plans and recommendations of the different parastatals under the sector and give suggestions opinion, and plans for required corrective action.
- Contribute input so that the EMD-SWG deliverables are produced in a timely manner
- Assist the Advisor to the Chairman of the EMD-SWG to consolidate the development of the energy and mineral development sector investment plan

This position is contingent upon CRS being awarded the contract and acceptance of candidate by donor.

About CRS:
CRS is seeking a qualified technical expert to manage a high-quality, results-oriented program, funded by the US Department of Labor (USDOL), to help reduce the incidence of exploitative child labor among youth, to help youth develop the skills to secure decent work and serve as civic leaders in their communities in Uganda. The qualified candidate will have a proven track record implementing programs to empower youth and enhance livelihoods, preferably in Uganda/East Africa. Specific experience and specialization in at least two of the following is required: child labor among youth, education quality/access, livelihoods enhancement, decent work for youth, job skills and entrepreneurship training, access to economic and social services, civic engagement and leadership, gender equity and sensitivity, legal reform and policy advocacy, community mobilization, public education/awareness (including work with the media), public-private partnerships, and/or monitoring & evaluation. Significant project management experience and leadership is highly desired..

Key Duties and Responsibilities:
Offer technical leadership for overall project management, supervision, administration, and implementation of the requirements of cooperative agreement and/or contract requirements for a      high-quality program.
Establish and maintain systems for project operations; ensuring that all cooperative agreement deadlines are met and targets are achieved; lead collaborative initiatives and maintain working relationships with project stakeholders (including private industry stakeholders, sub-grantees and/or subcontractors).
Oversee the preparation and submission of technical and financial reports, capturing project highlights and challenges, to CRS and the United States Department of Labor.
