Background:
The Government of Uganda is signatory to the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW). The Government of Uganda reported to the CEDAW Committee in August 2010 in relation to the Convention. Following the Concluding Observations of the CEDAW Committee issued in October 2010, the Government of Uganda has to report to a mid-term review on two specific recommendations of the Committee, namely recommendation n. 12 and n. 32 (b). The recommendation 32 (b) touches upon access to education for the girl child; in particular, it states that 'the Committee urges the State party to (…) take necessary steps to ensure safe transportation to and from schools and safe educational environments free from discrimination and violence, strengthen awareness-raising and training of school officials and students, sensitization of children through media as well as the establishment of reporting and accountability mechanisms to ensure that perpetrators of all sexual offences against school girls are prosecuted'. For this purpose, the Ministry of Gender, Labour and Social Development (MGLSD) and the Ministry of Education and Sports (MoES) with the support of the United Nations Office of the High Commissioner for Human Rights (OHCHR) and Plan Uganda, under the UN Joint Programme on Gender Equality, would like to hire the services of a professional film maker for documenting the interviews on the area of education for girls in the districts of Kampala and Tororo Rationale: Under the UN Joint Programme on Gender Equality, OHCHR supports MGLSD to domesticate international, regional and national treaties on women's rights and comply with its commitments in reporting to international and regional mechanisms on gender and human rights. The Government of Uganda was called to report on the Mid-Term Review of CEDAW in October 2012; therefore, in 2012, the MGLSD and MoES hired a consultant with the support of OHCHR and Plan Uganda to carry out interviews and document good practices around girls' education in 5 districts in Uganda. The report was finalized and it contains a compilation of good practices, challenges and recommendations in order to make progress on the area of girls' access to education in Uganda, with the aim to respond to the CEDAW Committee for the Mid-Term Review of CEDAW and also for assessing the current situation and progresses in that area. The documentary will complement the report and provide a better understanding to the CEDAW Committee and other targets on the real situation and challenges faced by women in access to school in the two districts of Kampala and Tororo. The final documentary will be forwarded to the CEDAW Committee with the CEDAW mid-term review report. The film documentation should include interviews with girls students, school representatives, local government in those districts and good practices on girls' education. The documentary should also include interviews to representatives of MGLSD and MoES on existing national programmes and policies in place to enhance girls' education in Uganda, with specific focus on how they respond to challenges faced by girls in accessing schools in the districts. These interviews should also highlight the main challenges faced in the implementation of these programmes, especially in those areas where statistics and report register a higher drop-out rate of girls to school. The script will therefore have to be aligned to the report produced by a team of independent consultants on girls' education in 5 districts in Uganda, commissioned in 2012 by MoES, MGLSD, OHCHR and Plan Uganda, in relation to CEDAW recommendation n. 32(b).
Duties and Responsibilities
Scope of work:
The selected consultant is required to accompany the consultant in the interviews and meetings that will take place in the 2 districts of Kampala and Tororo. The firm should film the interviews to girl students, meeting with school representatives and local government and good practices related to girls' education. Furthermore, the consultant is required to compile the material and produce a documentary that will be presented with the CEDAW Committee to complement the CEDAW Mid-Term Review report.
Deliverables:
Develop a script for the documentary in collaboration with OHCHR staff;4 days;
Develop the video format in close consultation with OHCHR staff;10 days;
Produce a first cut of the documentary for review;
Incorporate comments of the review, and produce the final version of the video documentary; 5 days
Submission of final work / production in agreed format; 1 day;
Produce a high-quality video documentary (around 30 minutes) on good practices and challenges that girls face in access to education and safety in schools based on interviews in the 2 districts of Kampala and Tororo.

Key Duties & Responsibilities:
Perform installation, maintenance, repair and/or replacement of defective components of truck.
Perform preventive maintenance based on predetermined service schedules
Perform fault finding and diagnostic test of engines, transmission and drive trains
Build and repair diesel engines.
Attending to vehicle breakdowns
Maintain shop tools and equipment in good, safe and clean working order, and report deficiencies

Qualifications, Skills and Experience:
The candidate should possess a degree in Automotive Mechanical Engineering or related field.
Must be currently employed as HD Truck Mechanic with minimum of five years’ work experience in trucks
Prior work experience on MAN, Nissan and Mercedes Benz trucks
Excellent problem solving, diagnostic and fault finding skills
