As a federal enterprise, GIZ supports the German Government in achieving their objectives in international cooperation for sustainable development. Uganda has made impressive economic progress in recent years. Nevertheless, the public sector continues to be dominated by corruption and mismanagement of public finances. Although the Ugandan government has created the relevant institutions and the legal framework, but they can not effectively implement their respective mandates.
The above-mentioned projects, the GIZ is implementing on behalf of the BMZ, aims to strengthen the capacity of the Court, the procurement authority and the Anti-Corruption Commission to the effect that they can perform tests efficiently and build their own management capacity. Also the relations to external stakeholders , such as the Parliament, public administration and civil society strengthening. The project supports the development of tools and methodologies and capacity building through training.
Job Summary: The Programme Leader will serve as head in the program and will have the overall responsibility for the program, particularly for surgical planning and implementation as well as the planning and management of finances.
Key Duties and Responsibilities:
He/ She will offer technical advice to the partner organization to strengthen their capacities.
Work in liaison with various organizational units and managers, as well as with representatives of the Ugandan Court / inside of the Budget Committee of the National Parliament and the government procurement agency.
Advice on the planning and design of reform processes and their implementation to improve the quality of audits by the Court and the exercise of his duties as a part of your tasks.
They are responsible for developing and implementing a strategy for "capacity development" and advised the Court to improve cooperation mechanisms with the Parliament, if necessary with civil society and other government institutions as well as professional forums in the context of INTOSAI (International Organization of Supreme Audit Institutions).
As a program manager / in they are also responsible for the external representation of the program as well as for cooperation with other donor institutions, particularly with regard to the acquisition of additional funds.
The leadership of the international and national staff is also part of your responsibilities as the implementation of effective monitoring and reporting system.
Qualifications, Skills and Experience:
The candidate should possess a degree in economics management, law or political science and several years of work experience in Public Finance area (ECA, fiscal policy, financial control, administrative reform), and auditing.
Experience in managing complex programs, high organizational skills and several years of management experience of small teams is a must.
Comprehensive knowledge in the areas of organizational development, change management and network building.
Experience in financial management and control are desirable.
You like to work in an international team and are resilient.
You can inspire other people, have excellent communication skills, intercultural open and appear confident and diplomatic.
At the same time you bring a lot of initiative, assertiveness and a high frustration tolerance and move safely in a sensitive environment.
Different interests of many actors can effectively channel and lead to the desired goal.
They also characterized by an interdisciplinary approach and by a high analytical ability.
Fluent knowledge of English is a must.
Knowledge of German is desirable.
