Regional Security Technician - US Mission Uganda in Kampala

Job Title: Regional Security Technician 

The U.S Mission , Uganda in inviting qualified candidates for the vacant position above.
Qualifications
Education required : Completion of a two year diploma in electronics/electrical /mechanical engineering is required .
Work Experience required : Four years of hands-on field experience in major repairs and installation of electrical and heavy duty mechanical equipment , reading and interpreting architectural and engineering design drawings and experience with closed circuit television , public address systems and/or vehicle arrest systems is required .
Knowledge required; Should have good knowledge and/or experience in installing , troubleshooting and repairing electrical and electronic systems ; hydraulic and/or pneumatic equipment ; in working with different types of steel, concrete and masonry well construction , anchors and bolts . Awareness of general responsibilities of Mission agencies /offices outside of TSO section.
Selection Process
After an Initial application screening , applications will be invited to a testing process that may include a written examination and oral interviews .
The selected candidate must pass pre-employment medical and security investigations before beginning work .
The initial appointment period is one year , subject to renewal .
Normally , candidates for employment are hired at the first step of the designated pay grade .
In some instances candidates may be hired at a higher step when exceptional qualifications or previous governmental service and pay level so warrant.

Key Responsibilities
Risk Management:
Take responsibility for security management in the Gulu office and for northern based volunteers. Produce and share regular Security Updates to volunteers and employees. Ensure that incident reports are completed by volunteers and appropriate actions taken on common themes. Complete regular risk assessments and recommend appropriate actions for risk mitigation. Ensure that the fire drill is appropriate, understand and regularly practiced.
Administration:
Effectively manage all the country office’s facilities. Advise Country Office team on the use of resources to minimize waste, be environmentally friendly and cost effective. Ensure systems are in place to provide adequate Health & Safety standards in the Country Office. Ensure volunteers are able to receive their mail on a timely basis. Ensure that the country office and the grounds are always well presented, giving a professional image of VSO Uganda.
Effective IT Systems in country: Ensure appropriate hardware and software is in place and meeting the needs of the country office. Perform routine IT tasks to maintain the operation and security of the country office’s IT systems, including daily back ups and anti virus checks. Ensure the systems are maintained in a cost effective manner. Maintain IT records and support completion of IT audits twice per year. Generate innovative solutions to meet the country office current and future needs. Build effective relationships with VSO and relevant external contacts, ensuring good service and timely resolution of IT issues.
Procurement
Support the procurement of required goods for volunteers and staff.
Asset Management Ensure systems are in place to safeguard VSO’s assets, ensuring maintenance of premises and other VSO property to VSO audit standards. Maintain appropriate records of all assets, review assets regularly and recommend items for disposal.
Line Management: Effectively develop and manage a team. Ensure it performs to a high standard; ways of working and behaviours are in line with VSO values; compliance with legal and organisational requirements; positive response to change; delivery of a consistent customer-focused approach and achievement of objectives. Coach and support team to develop. Ensure employee files are kept in accordance with the VSO Data Protection and Confidentiality Policy.
Budgeting, Forecasting and Reporting: Compile and manage budgets according to VSO guidelines, monitor expenditure, reporting variances and taking corrective action. Set up systems to monitor, evaluate and report on the status of the Country Office in terms of procurement, procedures and budget expenditure.
Fulfill other appropriate level accountabilities as defined by the HR and Operations Manager from time to time
Key Performance Indicators
Security risk management plans and evacuation plans relevant to the country’s main security risks are in place and tested regularly.
Monitors security situation in country and regionally.
Relationship with supporting other agencies.
All security or corruption incidents are reported
Compliance to duty of care and Code of Conduct.
Operating premises are fit for purpose, accessible, in line with VSO’s values and represent good value-for-money.

Financial records are kept in line with global policies and procedures.
Budgets are monitored monthly and actions taken to address variances within overall budget limits.
Requirements:
Line Management – experience of supervising staff. Ability to lead, develop, motivate, coach and support a high performing team. Demonstrable commitment to self and team delivering excellent customer service.
Information Technology - Good level of computer skills (Windows, Excel, Power Point, Word, Internet).
Communication Skills - Excellent written and spoken English and Khmer.

Work Management and Problem Solving - self-organised with ability to manage time and tight schedules, working effectively under pressure

Traceability and Mapping System (TMS) assistant - People Performance Group

The Traceability and Mapping System (TMS) assistant will be based at the project headquarters of a leading multinational coffee exporter’s Sustainable coffee program in Iganga. Reporting to the Regional Geo-Traceability Manager (East Africa) hereafter referred to as Project Manager. The TMS Operator shall perform the following tasks and responsibilities:
1. Assist in the management of all field data as submitted by Geo-Mappers upon Garmin download, characterization, farmers consent and summary forms.
2. Upload and validate field data into the TMS software in consultation with the TMS Operator ready for uploading into the TMS Web platform.
3. Create and generate polygons from way points as submitted by the field Geo-Mappers. In addition ensure the field description data collates with the polygons and farmers TMS list.
4. Analyze and validate field data as submitted by individual Geo-Mapper and make any recommendations or remedial actions to the Project Manager.
5. Ensure proper maintenance, storage and usage of all the Geo-Mapping and traceability equipment and software to ensure no damage or loss of the equipment and software.
6. Manage and update the entire Geo-Mapping and Traceability equipment database to ensure validity at all times and report any losses/damages to the Project Manager promptly.
7. Ensure proper storage of field data in both soft and hard copies with appropriate backups. In addition ensure that proper filing of characterization, consent and summary forms for ease of reference whenever need arises.
8. Analyze and validate data submitted and routinely update the Project Manager on quality and quantity mapped against the set targets to facilitate an efficient Monitoring and Evaluation process.
9. Take routine stock of all Geo-Mapping stationeries and make prompt requisitions to the Project Manager to ensure smooth field data collection.
10. Facilitate trainings and backups on the Geo-Mapping and Traceability process whenever called upon by the Project Manager.
11. Routinely update the CMS Website in consultation with the company Managing Director to ensure accuracy and timely availability of information.
12. Ensure confidentiality on all operational matters relating to the assignment which may come to the TMS Operator’s knowledge in the course of employment shall not be disclosed to any third party without prior consent of the employer.
13. Any other duties or responsibilities as may be assigned by the Project and company Managing Director.
14. Will take part in the mapping of farmers as a key member of the field team.
