PRIMARY PURPOSE OF THE POSITION:
The National Program Director (NPD) will play the leading role in ensuring overall program quality and impact, ensure that programs are contextually appropriate, monitored closely and funded sufficiently. The NPD will be responsible for developing a coherent program strategy, strong program design through effective M&E systems and represent ARC in inter-agency meetings. In addition the NPD will lead the country office in reflecting on lessons learned to improve quality of programming and reporting. The NPD will be based in Kampala with regular travel to field sites.
MAJOR AREAS OF ACCOUNTABILITY:
Program Strategy, Design and Development
In collaboration with the Country Director and HQ technical staff, provide leadership to the development of an integrated program strategy for Uganda.
Promote excellence in ARC Uganda's programs through ongoing programmatic and strategic support for field based program-staff, including the development of M&E systems.
Working in collaboration with in-country Coordinators and HQ-based Technical Unit staff ensure programs are designed according to ARC and industry best practices and ARC program framework.
Work with HQ technical leads in the development of relevant programming frameworks.
Working in collaboration with the Country Director, proactively identify opportunities for new programming initiatives and funding to support them.
In collaboration with the Country Director and HQ technical staff, provide leadership to the development of an integrated program strategy for Uganda.
Ensure that new proposals promote high quality programming by responding to identified needs, taking account of recognized best practices, minimum standards and lessons learned from earlier programs.
Participate or lead proposal development to sustain program activities.
Lead the M&E components of each program so that best practices, lessons learned and organizational learning are documented and used in future programming.
Program Management and Oversight
Provide overall leadership and management to ARC Uganda programs, ensuring quality of activities and targeted impact, and compliance with ARC and donor regulations.
Working in collaboration with Program and Field Coordinators, ensure that program implementation is managed closely through the development of structured work plans, indicator tracking and monitoring plans.
Support Program and Field Coordinators to fulfill their budget-holder expectations. Ensure expenditure within program supplies costs of each project is monitored and corrective action is initiated and tracked where required.
Convene grant review meetings where program performance is reviewed and corrective action taken as needed, and promote program integration.
Provide leadership to ensure the timely and high-quality activity and narrative reporting per ARC and donor guidelines. Ensure reports and work plans are collected and compiled with input from Program Coordinators and their team.
Provide proper representation in cluster, reference group meetings and as needed, participate in ad hoc working groups.
Set performance objectives with all supervisees, and conduct scheduled performance evaluations. Ensure that all supervisees also complete the performance management cycle with their own supervisees.
Monitoring, Evaluation and Learning
Working with the Country Director and HQ technical leads, provide overall leadership to set up effective monitoring and evaluation systems for the country program strategy.
Lead country office in documenting lessons learned, reflecting on them, and using these lessons learned as episodes of good practice.
Share lessons learned with HQ and other actors, participate in external workshops communicating good practices.
Lead any comprehensive or program reviews including mid-term reviews, final evaluations, and assessments.
Representation and Inter-agency Coordination
Represent ARC in other inter-agency coordination meetings, cluster meetings or ad hoc working groups.
Participation in Country Management
Attend national and district level meetings as needed, and represent Country Director in CD's absence.
Attend Country Management Team (CMT) meetings as scheduled.
Contribute to the development and evolution of country policies and protocols.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED:
Minimum 5 years program management experience in humanitarian internally displaced or refugee settings or other conflict and post-conflict populations.
Master's degree in a relevant area of study required; MA, MPH, MSW or similar degree or experience preferred.
Knowledge of concepts and principles of humanitarian action and aid, Protection, Health, GBV and livelihoods.
Understanding of the relevant IASC Guidelines, conventions, protocols of the UN or security council and development plans.
Demonstrated management skills and ability to work independently.
Practical knowledge of financial management tools and processes.
Experience planning/collaborating with government officials, other health profession staff, and organizations.
Practical knowledge of monitoring and evaluation systems
Excellent computer, writing and communication skills, including proven report writing skills.
Fluent in written and spoken English.
Desirable
Experience with capacity building of local organizations - technical and program development .
Experience in community-based programming approach.
Experience planning/collaborating with government officials, other health profession staff, and organizations.
Representation experience.
Knowledge of USG Financial Rules & Regulations.
Interest and experience supervising, guiding and training staff, individually or in groups.
Interest and experience in community-based approaches.
Ability to identify potential conflicts and conflict resolution skills.
Experience in group facilitation and conducting trainings.
Experience managing budgets.
Grant writing experience preferred.
Willingness to work in another culture, in a post-conflict/transitional environment with basic/limited resources and infrastructure.

Job Information
Abt Associates, an international development organization composed of a multi-disciplinary group of dedicated professionals who provide technical assistance, research, analysis, and practical training services in more than 128 countries, seeks candidates for the USAID Strengthening Health Outcomes through the Private Sector (SHOPS) project in Uganda. SHOPS focuses on improving availability, quality, and coverage of essential health products and services in family planning and reproductive health, maternal and child health, HIV/AIDS, and other health areas through the private sector.
The Program Coordinator will manage the SHOPS diarrhea management program in-country, working with private commercial sector health providers to ensure continuous supply of quality, affordable ORS and zinc products in the Ugandan market.
Specific responsibilities include:
• Develop partnerships with manufacturers and suppliers of ORS and zinc and possibly family planning products.
• Monitor retail outlets and the commercial supply chain to ensure that product sales/ marketing information is reaching retail outlets, especially in rural areas
• Monitor retail outlets to ensure that retailers are recommending the appropriate diarrhea treatment products and are providing appropriate counseling and advice.
• Work with relevant professional associations and regulatory authorities to implement the delivery of continuing medical education/ clinical seminars on diarrhea management.
• Serve as a member of the committee developing the training curriculum for the various cadres of providers.
• Liaise with implementing partners on development and placement generic advertising messages and materials.
• Other duties as assigned to enhance ORS and zinc and family planning product marketing.
Qualifications:
• Educational degree in pharmacy or marketing
• At least five years of working experience in social marketing or sales and marketing in the pharmaceutical marketing industry in Uganda.
• Thorough understanding of Uganda pharmaceutical industry and wholesale/retail distribution systems.
• Knowledge of family planning products and issues.
• Experience in developing and implementing pharmaceutical partnerships.

Overall job purpose:
Provide assistance to the Financial Manager in the management of the financial and accounting issues in World Renew office and to World Renew Uganda partners. Effective update of all ledgers, plus preparation of payroll, cash and bank reconciliations.
Duties and Responsibilities:
Financial Management
Reconcile invoices, expenditure project codes, funds source and accountabilities from staff before claims/ refunds and debit notes are raised, and reconcile project accounts with Country office records monthly or quarterly or at such regular intervals as may be required.
Prepare monthly and periodic bank reconciliations and financial and accounting reports for the country office on a timely basis, meeting strict deadlines and requirements of different programs.
Make all necessary journal Vouchers arising from mis-postings as required by World Renew financial policies and procedures.
Ensure accurate financial accounts and reports including the internal auditing and reviewing of the work of any staff doing financial data entry.
Work together with the team of World Renew Uganda program staff who are implementing programs to ensure cohesiveness and scale up of best practices identified.
Other duties as assigned by the Finance Manager.
Administrative / Logistical Management
Oversee and assist in all general administrative support activities for World Renew program staff and partners, including banking, travel arrangements (airlines, road, and hotel reservations), conferences, workshops, meetings, seminars, and assemblies.
Handle procurement of supplies, NGO registration, immigration, customs and handling of imported goods, insurance, licensing, and upkeep of landlords’ files and prompt payments.
Ensure proper maintenance of World Renew Uganda vehicles and office equipment, including computers, server, photocopier, printers and electrical backup system.
Running office errands: Visiting and keeping in touch with government institutions such as the village LC and labour office, Security, utility service providers and other relevant offices.
Take charge of the petty cash; ensure its safety and processing petty cash payments in accordance with the organizational procedures and policies
Other duties as assigned by the Finance Manager.
Requirement:
A Bachelors Degree in Commerce, Accounting or Business Administration from a recognized university. Possession of part 2 professional qualification such as ACCA, CPA, CIMA or ICSA is an added advantage.
Over 1 year experience in a similar position and experience with an international NGO is an added advantage.
Understanding of project accounting and different donor requirements with great deal of self-initiative and ability to organize work independently and organize good quality timely reporting to various sources
Desirable is a person with strong Christian values.

The National Council for Disability (NCD) is a public institution established by Act of Parliament in 2003. It is a National body charged with monitoring the extent to which disabled persons benefit from existing legislation, policies and programms. The work of the NCD is conducted within the context of the international and national legal regime on human/disability rights, as well as the country’s Social Development Sector Investment Plan (SDSIP) that complements ongoing Government Poverty reduction initiatives elaborated in the National Development Plan (NDP). In its work, the NCD monitors government institutions, civil society and the private sector.
To this extent, NCD exists to promote equalization of opportunities and realization of rights of persons with disabilities (PWDs) through rights advocacy, policy influence, research, disability coordination and networking, and establishment of monitoring and evaluation mechanisms.

Job Purpose:
To take charge of the overall management of the councils’ operations and resources.
Key responsibilities:
The incumbent shall be responsible to the Council and the minister responsible for Disability affairs, and shall be its Chief Executive and accounting Officer.
To provide overall leadership, direction, management of the Councils’ strategic agenda and its resources.

Should possess minimum of Bachelors' degree in any social sciences or Humanities from a reputable academic institution.
A masters Degree or postgraduate Diploma in either Development studies Social work, Management or Human Rights is desirable.
