LABORATORY TECHNICIAN (5)

The Uganda Virus Research Institute (UVRI) has signed an MoU with the U.S Centers for Disease Control (CDC) to strengthen Institute capacity through the management and coordination of laboratory surveillance, epidemiology, public health evaluations and training in Uganda under the President’s Emergency Plan for AIDS Relief. Under this cooperation, UVRI intends to recruit the following personnel on a one year .contract to be renewed depending on availability of funds. All positions are based at Entebbe.
Main Purpose of the Job
To conduct quality control and other HIV associated tests in line with the mandate of the HIV National Reference Laboratory and also provide laboratory quality assurance support to HIV testing sites. (4 posts)
Perform assays in the HIV Drug Resistance National I Reference Laboratory as directed by the Scientist and Laboratory Director
Key Duties and Responsibilities:
Participate in development of laboratory s standard operating procedures
Preparation of HIV proficiency testing panels
Distribute HIV proficiency testing panels to testing sites
Provide standard operating procedures to testing sites
Collect quality control specimens from testing sites
Register and store specimens in easily retrievable manner until required for retesting
Keep updated inventories of all specimens in the repository using a user friendly archival software
Take measures to ensure that aliquots of tested specimens are properly stored, minimising freezing and thawing
Timely maintenance of the cold chain system
Review the test results with the Laboratory Technologist before forwarding them for data entry, management and analysis
Carry out quality control tests on sentinel surveillance and national HIV Sero- Behavioaral Surveys samples
Carry out support supervision of HIV testing sites
Compile needs of testing centres for providing quality HIV test results
Participate in carrying out training at the testing sites
Undertake any other duties that may reasonably be assigned by the Laboratory Technologist or Laboratory Manager.
Requirement:
Diploma in Medical Laboratory Technology.
Registered with the Allied Health Professional Council.
2 years of working experience in a biomedical laboratory and /or in an HIV drug resistance laboratory. The experience should have included quality control responsibilities.
Experience in sample processing, storage and retrieval for molecular work;
RNA extractions and sequencing is essential for the position in the HIV drug resistance laboratory.
Knowledge of MS office packages including Excel.

     IT MANAGER

The IT Manager will be responsible for the management of the IT Department of the Institute and design IT systems, policies, procedures, maintaining and supporting hardware and software infrastructure, and monitoring performance of the networks as per best industry practices. S/He will manage the security of electronic data, technical operations, the efficiency and cost aspects, of the IT system. S/he will have a core responsibility of training staff and reinforcing good policies and best practices of IT facilities. In addition S/he will be responsible for overseeing the efficient functioning of the Institutes e-Library and video-conferencing facility. Duties and Responsibilities:
Manage and plan IT systems and identify new technologies beneficial to UVRI.
Oversee the development and maintenance of the IT strategic plan.
Together with the Procurement Office, Approve vendors used by UVRI and monitor their viability.
Approve and monitor major projects, IT budgets, priorities, standards, procedures and overall IT performance.
Maintain current and accurate inventory of technology hardware, software and resources.
Train staff on best utilisation of Institute resources.
Managing and regular updating of UVRI websites.
Manage maintenance of servers, computers and accessories, and ensure regular backups.
Liaise with various ISP’s and vendors to ensure supply and maintenance of required IT services and equipment.
Liaise with administrators and those collaborating with UVRI to develop a broader IT system.
Ensure the development and implementation of Institute IT policies and procedures including data processing.
Install, configure, troubleshoot, and keep custody of computer hardware, software, manuals, license, and tools.
Design, manage, implement databases using ACCESS and at least one other RDMS as need arises.
Act as an advisor to UVRI and Institute partners on IT matters
Requirement:
Honours degree in Computer Science, Information Technology, or equivalent field, together with MCSE and CCNA certification.
At least 2 years of experience in IT and LAN/WAN management at a supervisory level in a large institution.
Proven experience of working at a supervisory level in a multicultural institution and knowledge of proprietary scientific applications.
Hands on experience in Cisco routing and switching.
Hands on experience on Cisco VoIP and Cisco Call Manager.
Good analytic, administrative, organizational, interpersonal and communication skills.
Solid understanding of data management routines.
Experience with video-conferencing facilities and an e-Library.
Hands on knowledge and experience of computer hardware, cabling schemes, installations and configuration of servers.

To take charge of and ensure the effective provision of the human resource and administrative support services required by the project.
Key Outputs:
Up-to-date human resource and administrative policies, systems, regulations and procedures for the project in place
Human resource services and guidance provided to the project
Administrative services provided to the project as required
Non-financial resources of the project properly managed
Key Duties and Responsibilities:
Coordinate the development and maintenance of appropriate administrative and human resource policies, systems, regulations and procedures for the project, covering such areas as recruitment, human resource development, performance management, remuneration management, etc
Coordinate staff recruitment processes for the project
Coordinate the development and maintenance of an appropriate performance management system for the project
Develop and ensure proper maintenance of a human resource information system for the project
Coordinate the preparation and implementation of capacity building plans for project staff
Plan for the administrative resources required, and organise for their availability as required
Liaise with the UVRI Supplies Officer for the timely availability of office supplies
Arrange for the provision of administrative support services including security, transport, office supplies, photocopying, cleaning, etc, to ensure that they are provided effectively and efficiently, and in accordance with the policies, systems and regulations of the project
Maintain a record of vehicle movements
Provide other routine administrative services to the project
Develop tools and mechanisms for the effective and efficient monitoring of the utilisation and safe custody of organisational facilities and non-financial resources
Arrange for, and oversee the maintenance and repairs of the project’s fixed assets, including buildings, equipment and vehicles
Undertake any other duties that may reasonably be assigned by the Project Manager or Director UVRI
Requirement:
A university degree in Business Administration, SWSA, Commerce or related discipline.
At least three years' experience in a health-related institution performing similar duties.
Experience in managing US government funds (rules and regulations) will be an added advantage
Proven abilities in project administration, including the prioritization of tasks, setting timelines and record keeping
Strong written and verbal communication skills
Project planning and management
Understanding of budget preparation and tracking processes
Excellent organizational skills including ability to track /monitor multiple projects simultaneously.
High proficiency in the use of office computers and spreadsheets.
Experience in procurement/ordering, purchasing and tracking supplies.
Ability to work independently to complete many tasks simultaneously to meet strict deadlines.

Main purpose of Job:
To drive project and other assigned vehicles as required and take appropriate’ care of them.
Key Duties and Responsibilities:
Transport project staff and other persons as instructed
Transport materials and other types of cargo as assigned by appropriate authorities of the project
Ensure safety of passengers and cargo at all times
Ensure maximum safety and security of vehicle and accessories under his/her charge
Monitor condition of vehicle and promptly report the condition to superiors, and assist in making necessary arrangements for repairs and servicing
Carry-out minor vehicle adjustments and repairs in accordance with the policies of the project
Maintain accurate vehicle records of all trips, fuel fill ups, time and mileage readings
Report any accident the vehicle gets involved in to the supervisor and police as required
Carry-out any other duties reasonably assigned by the Administrator.

LABORATORY INFORMATICS OFFICER Needed at Uganda Virus Research Institute Uganda



LABORATORY INFORMATICS OFFICER

Main purpose:
The position cuts across the Information and Laboratory Units. The incumbent is charged with operating and supporting users of the Laboratory Information Management System (LIMS) within the UVRI laboratories as well as the laboratories of implementing partners. The LIMS helps the Lab keep track of biological specimen received and processed in the UVRI Laboratory as well as keeping track of lab test results.
Key duties and responsibilities:
Offers informatics expertise in the accessioning and repository section of the laboratory, using LIMs to achieve this.
Using functionality available in the LIMS and custom queries’, incumbent assists lab staff track specimens from the point of accessioning to the point of archival or disposal.
Train lab staff in the proper use of the accessioning and repository modules of the LIMS as well as supervising visiting technicians when operating the LIMS.
Receives and accessions specimens into the LIMS including monitoring safe practice in specimen handling and reporting lapses to lab section heads.
Ensure samples accessioned in the lab system are properly labelled and correctly assigned to the different lab modules/sections basing on test request.
Communicates regularly with project staff at various sites on data issues.
Travels to data collection sites to check on data collection procedures.
Resolves data entry errors using double entry algorithms and data cleaning techniques.
Responsible for storage/archiving of collection instruments after data cleaning.
Processes test request data to generate required aliquot information, print bar-coded labels and labels aliquots after specimen processing.
Stores and retrieves specimens from the laboratory’s Central Repository.
Requirement:
A university degree in Business Administration, SWSA, Commerce or related discipline.
A Bachelors Degree in Statistics/IT/Computer Science.
Experience in working in biomedical institution

Book venues for meetings and workshops.

Develop and continually update the project data management systems
Establish management information and feedback system for project activities
Verify incoming project related data
Validate and carry out quality checking of the data
Tabulate the data as required for various analyses and applications
Carry-out statistical and other analysis of data
Interpret the data as necessary or as required
Make frequent checks to ensure that data is properly backed up
Maintain the database up to date and disseminate data as required
Ensure confidentiality of data
Provide technical support and guidance to the managers of the project, to facilitate their continuous monitoring of programme implementation

Compile periodic reports on data management and submit them to the Project Manager.

Requirement:
A Bachelors Degree in Statistics
Database Management leading to DBA certification
At least 3 years in data analysis and management
Knowledge of relational database software (MSAccess, Oracle, SQL Server or MySQL)
Skills in Statistical Analysis (preferably in Stata)
