Job purpose: Providing effective and efficient support to the implementation of the Youth Livelihoods programme (YLP)
Location, Group & Function: VSO Uganda, Arua, Lira, Pader, Moroto, Soroti
Responsibilities
Development and Delivery:
- Manage implementation of all aspects of the programme in their respective geographical areas, including detailed work planning and implementation and monitoring together with programme staff and implementing institution.
- Develop and maintain detailed plans for projects, producing them in a variety of formats as necessary to suit different audiences.
- Provide appropriate and timely updates to key stakeholders including the Country Director, Deputy Country Director, and Programme Managers on project implementation.
- Compile and maintain a risks and issues log at project level.
- Maintain project management templates, produce guidance and support documents.
In particular, take responsibility for:
- Supporting volunteers in the various assignments on the project.
- Identify areas of good practice for sharing
- Ensuring linkages and referral systems are in place.
Internal Reporting:
Compile reports and information on the project(s)/programme, developing and enforcing protocols for storage and use of information.
Logistics and Administration:
Support and organise key project(s)/programme meetings and events.
Maintain records – set up and maintain project files, establishing document control procedures. Maintain quality register, other registers and logs as necessary.
Grant Management: Support in the effective monitoring of donor grant allocated to project, ensuring appropriate reporting in place.
Monitoring and Evaluation:
Ensure programme documentation is collected and maintained in such a way to assist donor reporting and the M&E requirements of the programme

Skills, Knowledge and Experience required
Essential
Project co-ordination - Experience of co-ordinating, planning and reporting systems; experience of project co-ordination. Ability to actively support a project team to manage competing work priorities. Time management skills. Strong organisation skills.
Knowledge of programme management standards, tools and techniques applicable to the project.
Ability to handle highly confidential information with tact, discretion and sensitivity.
Self motivated, ability to use own initiative, flexibility.
Decision making - Sound judgement and the confidence to take independent action; a high degree of initiative and persistence combined with high levels of discretion and diplomacy.
Ability to analyse and synthesize complex information, use initiative in seeking solutions
Communication - Ability to build productive working relationships, influence and engage others. Excellent interpersonal skills, working effectively with others, listening, understanding and achieving appropriate results.
Information Technology and Numeracy -Demonstrably numerate; confident, experienced and accurate when dealing with financial and other performance information.
Proficient knowledge of Information Technology and excellent working knowledge of standard Microsoft Office software.
Bachelors degree in relevant area and minimum of 3 years relevant experience.
Desirable:
Experience of managing successful projects.
Experience of working in global teams and use of appropriate communication tools.
