About United Nations UNOPS:
The UNOPS North America Regional Office provides services that help implement projects for a range of partners, and support operations run by the UNOPS Mine Action Cluster, Small Grants Cluster and Development Group Cluster. In addition, the office serves as a liaison between UNOPS headquarters and its Executive Board, which supports and supervises UNOPS activities globally.

Job Summary:
The United Nations Department of Field Support, Information and Communications Technology Division (UN DFS-ICTD) is responsible for the delivery of applications that satisfy the requirements of the Departments of Peacekeeping Operations and Field Support (DPKO/DFS) missions as well as Special Political Missions (SPMs).

DFS has implemented a range of systems to address the principal requirements of peacekeeping operations and to support and enhance the processes DFS undertakes. The Information Systems Section delivers applications that satisfy the quantitative and qualitative requirements of peacekeeping missions, missions administered by the Department and United Nations operations worldwide. DFS wishes to establish a functional sub-group to provide technical coordination and project management.

Key Duties and Responsibilities:
Interpret and translate ICT strategic directions, policy and standards requirements into the actionable software development plans.
Review project proposals, prioritize projects, develop work plan, assign resources and track progress to completion in alignment with organizational objectives.
Establish, drive, and meet service groups’ goals that are aligned with organizational objectives.
Provide leadership to ensure the service groups’ deliverables meet development, implementation, quality assurance and maintenance requirements.
Interface with DPKO/DFS clients and technical stakeholders locally and internationally to develop and communicate project deliverables
Plan and coordinate integration of standards, processes and tools into day-to-day ICT operational activities including software development life-cycle, change management, and technical monitoring.
Collaborate with counterparts in ICT Reporting and Business Intelligence Unit to support the development of Enterprise Reporting Platform.
Establish and maintain coding standards, best practices, code reviews and adherence to laid down standard operating procedures.




Consolidate and report key performance indicators obtained from local service groups.
Lead and mentor staff members and consultants and provide guidance and advice as needed.
Motivate team members, and ensure the development of their competencies.
Respond to critical issues in a timely and decisive manner and operate independently with little to no direction.
Advise ICT Focal Points on design, tools, licensing, implementation and support of ICT software infrastructure
Assist Information Systems Coordinator in ESB as required.
Keep abreast of developments in the field of ICT and participate in the evaluation of new solutions and methodologies.
Perform other duties as required.

Qualifications, Skills and Experience:
The applicant should possess an advanced University degree (Master's degree or equivalent) in computer or information systems, mathematics, statistics, engineering or other related field.
A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
At least  five years of professional experience in an ICT environment is required, with at least 4 Years of experience in managing teams and dealing with clients in multiple locations.
Five or more years of managing, designing, developing software solutions with considerations of performance, scalability, reusability and ease of maintenance.
Strong experience of Microsoft .NET and C#.
Extensive experience in T-SQL, Stored Procedure, relational and dimensional models.
Strong experience with SQL Server and other relational databases.
Experience in dealing with multiple projects and stakeholders with competing requirements in a complex environment. Experience with XML and XSLT technologies.
Excellent understanding of MSOffice, MS Visio.
Experience with Quality Assurance in the design phase of software development.
Strong release, change and configuration management experience.
Excellent diagnostic, debugging and problem solving skills.
Good people and stakeholders management skills.

 Languages: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of a second official UN language is an advantage.

Good theoretical background and knowledge of project management, monitoring and evaluation methodologies, strong conceptual and analytical skills and demonstrated problem solving abilities required.  Best practice implementation in the field of project management and business analysis. Ability to engage in multiple projects and develop approaches to resolve a wide range of issues/problems. Individual should be detail-oriented, creative, inquisitive, committed, and self-motivated and able to maintain a very high level of confidentiality regarding the projects being conducted
Client Orientation: Ability to identify and analyze client security needs and develop solution specifications to meet business requirements.
Communications: Excellent communication (spoken and written) skills, including the ability to convey complex technical concepts both orally and in writing, in a clear, concise manner. Ability to formulate detailed technical reports.
Planning & Organizing: Ability to organize, plan and implement work assignments, manage competing demands and work under pressure of frequent and tight deadlines.

Teamwork: Strong interpersonal skills and ability to establish and maintain effective partnerships and working relations with people in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
