About CHAU:
Link Up is a global programme designed to integrate Sexual Reproductive Health and Rights interventions of young people affected by HIV aged between 10 and 24yrs. This global program will be implemented in Bangladesh. Burma, Burundi, Ethiopia and Uganda The Link Up Project is implemented through a partnership consortium comprising of The International HIV/AIDS Alliance (IHAA). Marie Stops International (MSI), Population Council (PC). Stop AIDS NOW(SAN!) the Global Youth Coalition on HIV/AIDS( GYCA) and The Athena Network(ATHENA). In Uganda, Link Up Project is implemented by Community Health Alliance Uganda (CHAU) a local nongovernmental Organization an affiliate with The International HIV/AIDS Alliance, in close collaboration with the Ministry of Health. This project will be implemented in 11 districts, namely: Kampala, Wakiso, Mukono, Kayunga, Nakasangola, Luwero, Mayuge, Iganga, Bugiri, Namutumba, and Kamuli.
Job Summary: The Advocacy and BCC Officer will offer overall strategic leadership and oversight of BCC, advocacy and policy issues of CHAU across all projects. She will lead project implementation, provide overall technical direction. She will also develop strategic partnerships with development partners, ministries, government institutions, local government consortiums and professional bodies. She/He will have in-depth knowledge technical expertise and solid reputation of policy and advocacy issues in the country and beyond for at least 5yrs. Should have vast experience working with local government, civil society both at national and community level.
Key Duties and Responsibilities:
Take leadership on vision, strategic direction and leadership to CHAU on advocacy and policy issues.
Lead on initiation development and maintain strategic alliances and partnerships necessary to achieve advocacy objectives and ensure active CHAU membership and participation in key networks, coalitions and alliances that enhance CHAU's agenda.
Develop advocacy and behaviour change communication strategy in line with Alliance advocacy strategy including development, dissemination, distributions and evaluating use of BCC materials on various health and rights issues of CHAU.
Organise, manage events and participate in appropriate media programmes (such as TV and radio announcements, shows, coverage of functions) to raise awareness on various health issues.
Arrange for active and publicly visible CHAU participation in major health and rights related events such as World Health Day, World AIDS Day, Candlelight Memorials, Women's Day, Day of the African Child, etc.
Develop advocacy research and reviews and plan for policy interventions in line with CHAU strategies and where appropriate design models for appropriate policy influencing.
Influence policy debates and advocate on key health issues
Develop materials to share lessons learnt, best practices and ensure lessons feed into programme development and policy Interventions
Actively advocate project objectives to target audiences, civil society, communities and other stakeholders in Uganda.
Promote partnerships with IPs including local and central governments, national and international non-government organisations, donor funded consortiums, donors and multilateral organisations.
Ensure synergies between the project of CHAU and integration of all projects of CHAU
Contribute to CHAU’s institutional development in Uganda by maintaining its image and reputation as well as responding to opportunities for action.
Assist in on the development of work plans and budgets for the project.
Review and oversee management of project and ensure implementation of activities are in um with agreed monthly, quarterly and annual advocacy work-plans
Submit advocacy reports to donors through both formal and informal de-briefings, quarterly and annual financial and project activities reports
Contribute to the provision of technical support to partner NGOs through mentoring, coaching and guidance as required.
Other duties as may be assigned periodically.
Qualifications, Skills and Experience:
The applicant should possess a higher degree in Mass Communication, Development Studies, Social Work and Social Administration, or Social Sciences
He/ She should possess at least five years experience in advocacy projects.
Competency and skills in public relations, gender and human rights.
Training in Advocacy
