The World Bank Africa Region’s Urban Development and Practice unit (AFTU1) and the Urban Development and Resilience unit (UDRUR) through Cities Alliance (CA) are working with the Government of Uganda (GoU) to support the urban development agenda in its National Development Plan (NDP). To support the growing urban program within Uganda, CA/IDA requires the services of an Urban Specialist to be hired as an Extended Term Consultant (ETC) on a one year appointment (subject to renewal) to assist the implementation of CA/IDA funded urban programs in Uganda and to help facilitate the linkages between the various projects, communication between the partners, and reporting back to the Bank and Cities Alliance.

The ETC will provide assistance in respect of the implementation of the CA and World Bank funded projects/Program specifically and generally to ensure synergy between the various interventions, compliance with projects/Program legal agreements and achievements of the intended development objectives.

The key tasks of the consultant will include:




(i) Assist in the implementation of the TSUPU project and USMID Program by providing technical back-stopping support to the Ministry of Lands, Housing and Urban Development (MoLHUD).

(ii) Review quarterly progress reports of Projects/Program implementation and draw the attention of the AFTU1 staff in the Country office on key issues which require action or management attention.

(iii) Participate in all professional aspects of the projects/ Program which include, inter alia, review of consultants’ reports, documenting key project milestones/ outputs, and drafting of project/Program briefs.

(iv) Ensure consistency between financial/cost projections against the proposed procurement plan;

(v) Ensure compliance with legal agreements governing the implementation of Projects/Program;

(vi) Participate in and provide support for joint Bank/CA Projects/Program implementation support missions (ISM.

In addition to a set selection criteria, the successful candidate should also demonstrate the required competencies. S/he should be a holder of a Master’s degree in Engineering (or related field) with experience in transport planning or municipal works, or Urban/Physical Planning with at least 5 years working experience in project management.
