About VMM:
VMM is a faith based international development NGO founded in 1969, which has supported building the capacity of development organisations overseas in terms of human resource and project support. VMM has provided 2,300 personnel to partner organisations since its inception and currently supports over 30 partner organisations through its Overseas Programmes in 9 countries. The current vacancy is supported by VMM working with its partner the Kiyinda Mityana Diocese (KMD) and will be based in the Diocese in Uganda. The KMD has 25 parishes serving a population of approximately 3.5 million people.

Major Roles:
Offer technical assistance and capacity building in setting up and operating a monitoring and evaluation system for development programmes and projects in KMD.
Assist program and sector-specific managers to develop systematic and realistic monitoring plans that capture quantitative and qualitative data to report on all indicators in proposals while feeding into Social Services and Development (SSD) and program / project indicators.
Design, develop, manage and train staff in databases and information systems for the department.
Conduct field based monitoring & evaluation and make recommendations, particularly mobilize resources to meet gaps in development projects and programmes. Ensure effective monitoring and evaluation of programme activities, conduct field visits and collect and analyse data and background materials and provide guidance and support to staff.



Document, write, edit and disseminate department material including project proposals, reports, other publications, opinion pieces and policy briefs, web features, research reports (baseline surveys, situational analysis, needs assessments & concept papers) and success stories.
Prepare quarterly monitoring & evaluation reports to SSD Coordinator and make presentations / convey M&E findings to stakeholders for decision making.
Make plans, suggestions and practical advice on how to effectively utilize M&E findings to mobilize more resources for meeting the SSD Strategic targets by the year 2012.
Prepare tables, graphs or other statistical data for technical review / monitoring purposes and compile / maintain base line data of development indicators on program & project field situations.
Train field staff and local partners in areas of project planning & management; logical framework; data management; data analysis and results-oriented programming, basic surveying and sampling techniques, monitoring and evaluation methods and principles and report writing techniques and requirements for SSD and other relevant donors.

Qualifications,
The job holder should possess a university degree in Social Sciences OR Development Management & Planning OR Statistics OR any other related technical field.
An advanced degree is desirable.

Skills and Experience:
At least three years of progressive responsibility in professional development / humanitarian work.
Experience in program / project planning and management and proposal design and writing.
Familiar with research and data collection methodologies particularly PRA methods.
Very strong skills in analytical and strategic thinking.
Proven experience in database design, development and management.
Experience in working in teams and training others.
Strong quantitative and qualitative data analysis skills.
Good writing, documentation & communication skills.
Excellent knowledge of computer applications, in particular proficiency required in MS Excel, MS Access, SPSS, EPI Info or any other relevant database software.
Ability to drive a motor vehicle.
Job Terms and Conditions: A monthly allowance is paid. Air fares, visa, insurance and accommodation expenses are paid.
