The organization is an equal opportunity employer currently seeking to recruit a competent person to lead the implementation of a new Child Protection Project in Northern Uganda. Project background - With funding from European Union, Plan International and partner organizations (Uganda Women Parliamentary Association (UWOPA), Facilitation for Peace and Development (FAPAD) and Lungs Samaritan Initiative Organization (LSIO), will be implementing a 3-year project titled, "Combating silent violence against younger children. The project will cover the districts of Apac, Lira, Alebtong, Dokolo and Kole in northern Uganda." The aim of the project is to strengthen the capacity of families in northern Uganda to care for and protect children aged 0-8 years against violence through improved relations in homes; functional community led action for children centers as well as functional community based child protection structures and systems. A multi-layered response including the family, community, local governments, central Government line ministries, other national institutions and Parliament of Uganda will be involved, in an effort to reduce violence against children in the 5 targeted districts of Northern Uganda.

Key Duties
1. Programmatic leadership, strategic guidance, technical oversight and support for project planning, implementation, monitoring, evaluation and reporting:
Develop and periodically review a 3 year project implementation plan,
Lead the planning and implementation of project interventions including development of technical guidance and relevant tools
Organise and hold regular performance review meetings to assess project progress
Support partners to prepare annual/ quarterly project work plans, budgets and progress reports.
Take lead in Preparation and submission of concise, high quality and timely quarterly and annual donor reports in line with EC guidelines and the project monitoring & evaluation plan
Initiate, support and prepare high quality documentation and dissemination of project experiences, achievements, lessons learnt and best practice to stakeholders
Undertake strategic project site visit, monitoring, operation research to identify gaps and share findings as well as ways of addressing gaps identified.



2. Partnership, Networking and Collaboration:
Create and sustain positive working relationships with the district local government, line ministries, CSO partners and other stakeholders, and also maintain an up to date understanding of key thematic development trends on child protection and ECCD in the region.
Coordinate and supervise partnerships to ensure timely and quality delivery of the project results
Foster information sharing and learning among partners and all stakeholders involved in the project implementation.
Provide timely feedback, guide and supervise project partners to achieve project goals and targets within budget and time line under the overall frame work of project proposal, country office CSP and other program strategies
Represent Plan Uganda and the project at relevant and / or related events/fora to ensure Plan is acknowledged as a legitimate partner/actor at all times
Participate and contribute in relevant networks, alliances, forums, workshops, and meetings at different levels in line with project goals and objective.
3. Financial and Procurement Management:
Manage the project budget while ensuring adherence to the approved budget: necessary approval is sought from donor incase of any deviation before such deviations and made; clear explanation for all budget variance in line with donor rules and regulations.
For all qualifying procurement, knowing and respecting authorization limits and donor rules. ensuring adequate procurement planning and forecasting, respecting the integrity of procurement systems and processes including segregation of duties,
Ensuring thorough knowledge and familiarity with funding contracts on which budgets are based and the donors requirements;
Diligent monitoring of budgets by amongst other actions, reviewing reports and ensuring adequate forecasting and other input from program; understanding of and compliance with Donor rules, Plan International policies and procedures, particularly authorization levels, respect for segregation of duties.

Qualifications,
The candidate should possess a degree in Human Rights, Social Sciences or its equivalent and/or related training in child protection.

Skills & Experience:
At least five years managerial experience in implementing child protection programmes and ECCD.
At least three years prior experience of managing partnerships unwell as implementing donor projects.
Knowledge of key donor requirements.
Familiarity with EC rules and regulations is highly essential.
Knowledge of the dynamics in Child Protection and early child hood development.
Demonstrated ability to meet deadlines and work cooperatively with partners
Proven skills & experience in report writing, team management and project management skills
Strong analytical skills, strategic thinking and advocacy
Excellent interpersonal, and communication (verbal and written) skills
Excellent budget management skills
Good working knowledge of MS Programmes including MS EXCEL, Word and PowerPoint Excellent skills in documentation and report writing
