About PPS:
The Parliamentary Pension Scheme (PPS) was established by the Parliamentary Pensions Act 2007 as a Contributory Hybrid Cash Balance Retirement Benefit Plan for the Members of Parliament of Uganda and the staff of the Parliamentary Commission. The Scheme is managed by a Board of Trustees, constituted in accordance with the Act.

Job Summary: The Finance Manager will primarily provide financial management, accounting and investment analysis services to the Pension Scheme.

Key Duties
Development and implementation of financial and accounting policies and procedures.
Establish and manage internal controls and accounting systems within a computerized environment.
Prepare all financial plans and ensure effective budgetary control in line with overall goals of the Scheme.
Responsible for the development of a framework for monitoring and evaluating investment performance and risk control.



Carry out economic analysis and advice on necessary policy interventions
Prepare cash flow projections and manage cash flow to ensure prompt collection of revenue, maturities and settlement of creditors.
Establish cost reduction strategies to maintain optimal operating efficiency.
Prepare periodical management and annual financial statements and facilitate their audit.
Provide leadership to staff and foster efficiency and ethical practices in the Scheme.

Qualifications
The applicant must hold a good Master Degree in Finance, Management or related field.
Membership to Professional Accounting organizations e.g. CPA, ACCA.

Skills and Experience:
A minimum of five years’ experience at senior level within the Investment, finance or pension sector.
Demonstrated knowledge and application of accounting principles and financial reporting.
Skills in Investment and economic analysis.
Good communication skills.
Knowledge and practice of computerized accounting and financial modeling
Possess the ability to provide leadership and direction to junior staff
Age: Between 32-45 years
