Duties and Responsibilities:
Risk Management:
• Lead the process of identifying, assessing and managing risks through the implementation of ACF risk management policies and consistent application of ACF and donor procedures;

• Be focal person for the dissemination and consistent application of ACF risk management policies on whistle blowing, workplace harassment, conflict of interest, child protection etc. - Assist the LOG-CO in identifying weaknesses of procurement and logistic processes, assess risks of frauds and propose corrective measures to ensure that a coordinated and transparent use of resources is always in place.
Organisation’s quality & Accountability:
• Lead the strengthening of ACF capacity to ensure general organization quality and accountability in order to maximize the impact of its humanitarian and development programs;
• Advise the CD on designing and implementing appropriate systems and processes in order to mitigate the effects of controllable risks in the implementation of programs and operations.
• Under the mandate of the CD, conduct independent investigations to unveil the occurrence of frauds, find out genuine facts, prepare factual reports and be responsible for the follow-up on recommendations.
• In collaboration with finance, HR and logistics departments, facilitate formal refresher / training sessions and provide on-going coaching of staff on risk management, code of conduct, ACF principles and linkage between program accountability and quality.
Projects Monitoring Evaluation and Learning:
• Assist program managers, M&E officers and the program department in measuring the progresses and achievements of projects (in assessment, design, monitoring and evaluation) against set objectives;
• Provide trainings to staff of projects and partners on monitoring and reporting through on job training, coaching and organized sessions.
• Provide guidance and back-up to PMs and M&E officers in designing simple and adapted M&E plans for each project to ensure that information is continuously available to identify areas for improvement.
• Assist the PMs and the M&E officers in developing data collection and database systems that capture the required information based on the relevant indicators and determine the appropriate timeframe for implementation of project evaluations.
Qualifications, Skills and Experience:
• The applicant should possess a Master degree in humanitarian affairs, international development or other social / developmental sciences.
• The job holder should possess three years of proven experience in the Monitoring, Evaluation and Accountability of humanitarian programs.
• Demonstrated knowledge of international humanitarian context and standards.
• Fluency in English (both written and spoken skills).
• Strong qualitative and quantitative data skills (SPSS, Sphinx, Excel);
• Familiarity with Management Information Systems (Databases).

The Partnership for Supply Chain Management (PFSCM) is implementing the Supply Chain Management System (SCMS) contract for USAID as part of the President’s Emergency Plan for AIDS Relief. SCMS strengthens or establishes secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV and AIDS. In coordination with in-country and international partners, SCMS assists programs to enhance their supply-chain capacity; ensure that accurate supply chain information is collected, shared, and used; and provides quality, affordable, health care products to those who need them. In Uganda, the SCMS project is managed by Management Sciences for Health (MSH).
OVERALL RESPONSIBILITIES The Senior Procurement Advisor will lead and provide technical, strategic, and procurement operations support to the USAID Uganda mission. She/hewill provide technical assistance to USAID supported implementing partners, and other PEPFAR USG partners as needed, primarily in the areas of quantification, procurement planning, procurement, and distribution planning for antiretroviral medicines (ARVs) and other HIV/AIDS related commodities. The Senior Procurement Advisor will monitor and assure the quality of in-country client procurement plans and will collaborate, as appropriate, with USAID, the Ministry of Health and the Securing Ugandans’ Right to Essential Medicines (SURE) Program for any partner procurement and distribution needs. SPECIFIC RESPONSIBILITIES
I. Provide strategic, managerial, and technical support for USG funded procurements
Represent SCMS and PFSCM at various supply chain management related technical meetings with other cooperating agencies, implementing partners, Ministry of Health, and/or donor agencies.
Provide technical support for quantification and procurement planning to the Mission, implementing partners supported by USAID, and other USG partners for whom SCMS procures.
Collaborate with the SCMS PMO team to prepare the quarterly commodity financial forecasting for antiretroviral medicines and other health-related commodities. Complete requests for ad-hoc analysis of commodity forecasts, consumption, logistics, and/or financing to guide decision making related to HIV/AIDs commodities. Relay timely information to the PMO on program changes, needs, and targets.
II. Initiate and manage the SCMS Procurement and Order Fulfillment Process and related activities 1. Review client procurement requests for eligibility and accuracy, and lead communications to clarify order specifications as needed 2. Verify and monitor available funding for orders 3. Review client procurement plans and develop SCMS twelve-month supply plans and update them on a quarterly basis
4. Submit online Price Requests (PRs) and collaborate with Procurement Unit to ensure the completion of Price Quotations (PQs) and monitor the order fulfillment process
5. Obtain client approvals on price quotations 6. Ensure compliance with all applicable national and USG regulations and policies, as well as SCMS Standard Operating Procedures 7. Manage SCMS Uganda procurement staff 8. Backstop the SCMS Uganda procurement team, conducting procurements when necessary
III.In collaboration with MSH headquarters and the SCMS PMO coordinate in-country logistics 1. Establish and monitor contract mechanisms for commodity clearance through the National Drug Authority (NDA), and distribution and warehousing services within-country partners (Joint Medical Stores-JMS and National Medical Stores-NMS) 2. Monitor related invoices and expenses to ensure the timely payment of service providers (NDA, JMS, NMS)
IV. Manage Client Relations, Requests and Expectations 1. Inform in-country clients about SCMS procurement procedures and policies 2. Communicate order status reports to clients and implementing partners 3. Collaborate with the PMO to monitor and report on client procurement budgets
V. Monitor and report on SCMS Uganda Operational Progress 1. Support the completionof customer satisfaction surveys 2. Submit monthly and quarterly performance reports

QUALIFICATIONS:
• Bachelors’ degree in Pharmacy is required. • Advanced degree in procurement, supply chain management, business administration, public health, or equivalent field. • Working experience in Uganda with knowledge and comprehensive understanding of HIV/AIDS supply chain and pharmaceutical procurements, procurement regulations, and regulatory authority importation guidelines. Mercy Corps Uganda in partnership with TechnoServe is implementing a three-year U.S. Department of Agriculture (USDA) funded market development program in Lamwo district of Acholi sub- region in northern Uganda. RAIN stimulates economic prosperity and food security in by improving the performance of the agriculture sector. Program strategic objectives include: (1) enhancing smallholder farmer production and profitability; (2) improving agribusiness and trade performance of key input and output markets; and (3) expanding access to rural financial services. RAIN uses a market facilitation approach with a focus on key service markets including inputs, tillage, information, financial services, postharvest handling, and output markets. RAIN seeks to achieve systemic change that results in increased access to and use of financial products and services in underserved Lamwo district. RAIN focuses on market change at the financial institution level (supply) and farmer/agribusiness level (demand) RAIN encourages choice and plurality in financial markets. To address underlying financial market performance constraints (quality, access, skills and training) RAIN will encourage diversity and competition among financial providers as well as delivery methods for financial services. This includes partnering with providers focused on the poor but also in parallel with larger, formal financial institutions and direct actors in the targeted supply chains.
Focusing on several business models provides RAIN the basis for larger-scale and sustainable financial services and products in Lamwo.
Facilitate the physical expansion and increased technical capacity of formal and informal financial institutions, including the use of mobile payments systems.
Introduce new financing mechanisms to expand the range of products and delivery mechanisms available to farmers and agribusinesses (a range of agriculture credit products, VSLA, formal savings and credit products, micro leasing and micro insurance, and e-wallets/mobile payments up and down the supply chain).
Support farmer- and business-level financial understanding and access to new products and technologies (embedded financial and digital literacy services, build credit history).
Support and expand new financing mechanisms between actors within the agricultural market chain (increase financial relationships between buyers and sellers).
The RAIN Financial Access Sector Strategy was finalized in June 2013. Follow up to this, the program is seeking the services of an international consultant to help in the implementation of the key recommendations.
Objectives:
The general purpose of this consultancy work is to assist the program in the implementation of key recommendations by the HQ technical support unit. In the process the consultant is expected to build technical capacity of staff under the department.
Activities:
Specific tasks of the consultancy work include the following.
Conduct rapid operational capacity and product development assessment of RAIN partner Savings and Credit Cooperatives (SACCO) to inform interventions to improve operational efficiency and financial products and services responsive to demand of Saving Group members.
Conduct SACCOs’ capacity building activities that are informed by the assessments. These may include technical assistance and training, and suggest recommendations for consideration by the program beyond this assignment period.
Work closely with partner financial institutions to improve existing agricultural products and terms, development of new products and services, and delivery models. This will include working with at least one national bank and potentially an MFI.
Develop Segment profiles of market actors. Utilize existing data to develop market segmentation profiles (actor profiles) as a marketing tool for financial institutions to understand the range of current and potential clients. This is also a tool for RAIN to understand which interventions are/are not appropriate or applicable to different segments. Profiles should be created for farmers as well as agro-processors, equipment agents, input/output agents, and input suppliers.
Work closely with financial institutions and mobile network operators (MNO) to develop their strategy and application of technologies in their products and services including mobile technologies for payment services.
Develop M&E tools for capturing outputs, outcomes and impacts of interventions and develop reporting templates for partnering institutions.
Review the existing financial and digital literacy training curricula and the trainings offered by or planned by RAIN financial institutions, market chain actors, and MNOs and work closely for improvement of curricula and delivery methodologies based on based practices/impact research.
Deliverables:
Weekly progress updates to the Chief of Party and monthly updates to Mercy Corps Uganda Country Director.
SACCOs’ Capacity assessment report, recommended training and technical assistance, and reports on the follow up implementation of recommended actions.
Assessment tools for documenting RAIN impact and reporting templates for partner financial institutions.
Formal recommendations and improved content and delivery mechanisms for financial and digital literacy modules and materials used by the partner financial institutions (with clear recommendations for different age groups and literacy/numeracy levels).

At least 7 years in financial services sector and rural financing with focus on the agriculture sector
Uganda experience preferred.
