EXECUTIVE SECRETARY
( National Council for Disability (NCD), Uganda)The National Council for Disability (NCD) is a public institution established by Act of Parliament in 2003. It is a National body charged with monitoring the extent to which disabled persons benefit from existing legislation, policies and programms. The work of the NCD is conducted within the context of the international and national legal regime on human/disability rights, as well as the country’s Social Development Sector Investment Plan (SDSIP) that complements ongoing Government Poverty reduction initiatives elaborated in the National Development Plan (NDP). In its work, the NCD monitors government institutions, civil society and the private sector.
To this extent, NCD exists to promote equalization of opportunities and realization of rights of persons with disabilities (PWDs) through rights advocacy, policy influence, research, disability coordination and networking, and establishment of monitoring and evaluation mechanisms.
NCD invites well motivated, qualified and experienced Individuals to fill the position of EXECUTIVE SECRETARY.
Job Purpose:
To take charge of the overall management of the councils’ operations and resources.
Key responsibilities:
The incumbent shall be responsible to the Council and the minister responsible for Disability affairs, and shall be its Chief Executive and accounting Officer.
To provide overall leadership, direction, management of the Councils’ strategic agenda and its resources.
Ensure that the organization is running effective programs and providing services in line with the strategy and direction of the Council.
Coordinate, monitor and evaluate effective implementation of NCD activities Nationwide
He/she will organize Council Meetings and be
Secretary at the meetings of the Council
Together with the Council -members assess how PWDs are benefiting from the existing Government and Civil Society programmes. This will be in consultation with the District Councils for Disability.
Liaise with the District Councils for disability on the needs of PWDs
Network and coordinate with all stakeholders in Disability
Shall mobilize resources for Council.
Requirement:
Should have served in Government or Reputable Public Body or an NGO in a Senior Management level for a minimum of 5 years.
Should possess minimum of Bachelors' degree in any social sciences or Humanities from a reputable academic institution.
A masters Degree or postgraduate Diploma in either Development studies Social work, Management or Human Rights is desirable.
Disability knowledge and experience is an added advantage
