About MSH:
Management Sciences for Health (MSH) is an international non-profit, public health organisation with headquarters in USA, whose purpose is to strengthen health programs worldwide. MSH Uganda is currently running a number of USAID and other donor funded projects including STAR-E in Eastern Uganda. STAR-E, a 5-year USAID-supported District-based HIV/TB Project ending in March 2015, focuses on the prevention, care, and treatment of HIV/TB in health facilities and communities. It is headquartered in Mbale, with activities in Budaka, Bududa, Bukwo, Busia, Butaleja, Kapchorwa, Mbale, Pallisa, Bulambuli, Kween, Kibuku and Sironko districts.
Job Summary: The Quality Assurance Advisor will monitor and evaluate the quality of HIV/TB services, analyze the results and prepare regular reports for the District Based HIV/TB Project (DBHP). S/he will also develop/ adapt and implement an effective quality assurance program and evaluate the effectiveness of the program. In collaboration with the Contracts Manager, the job holder will participate in the incorporation and evaluation of the Quality Assurance (QA) system in Performance Based Grants (PBGs).
Key Duties and Responsibilities:
Oversee client programs to ensure quality services at health centers.
Develop and implement an effective quality assurance program.
Disseminate and share appropriate implementation of QA standards and procedures.
Ensure operationalization of consensus best practices, Standard Operating Procedures (SOP) and auditable performance checklists.
Assist in the development of training materials in concert with other units to help ensure compliance to standards and assist in the training programs.
Incorporate quality control systems into the performance based contracting activities
Work in collaboration with other partners and the Government of Uganda (GOU) in the area of total quality improvement systems in the health sector.
Qualifications, Skills & Experience:
The applicant should possess an advanced University degree in public health or its equivalent with health related professional background
The interested candidate should have at least five years relevant work experience
Demonstrated ability to communicate clearly and concisely in written and spoken English,
Proven ability to develop effective working relationships with all stakeholders,
Excellent organizational and prioritization skills with keen attention to detail
Previous USAID/PEPFAR experience preferred.
