About MJAP:
Makerere University Joint AIDS Program (MJAP)  is a program under Makerere University School of Medicine and is implemented as a collaborative partnership between Mulago and Mbarara University Teaching hospitals. Established in November 2004 with funding from the Presidential Emergency Plan For AIDS Relief (PEPFAR) and technical assistance from Centers for Disease Control (CDC), MJAP has provided quality HIV testing, care and treatment at Mulago and Mbarara Teaching Hospitals and their catchment areas. MJAP received a five year Grant under the Presidential Emergency Plan for AIDS Relief II (PEPFAR II) to continue providing the excellent services they have been offering.

Job Summary: The Grants Officer will manage sub grants and support partners to ensure compliance to donor rules and regulations & MJAP’s financial management obligations.

Key Duties and Responsibilities:
Reviewing and monitoring of sub grants work to ensure that funds are effectively and efficiently utilized in compliance with donor rules and regulations while heeding to MJAP’s financial management regulations.
Develop Memoranda of Understandings (MoUs) between sub partners and MJAP.
Monitor sub partner financial activities to ensure compliance with MoU terms and conditions.
Work closely with program managers to review sub partner budgets in line with their technical work plans
Monitor sub grantees by visiting activity sites to assess performance and identify areas of weakness that require action on the grantee’s part or that require external technical assistance and follow up conclusively.
Mentor, coach and provide capacity building to sub partner staff
Assist sub-guarantees to requisition funds, track expenses and prepare financial reports.
Review sub partner accountabilities before submission to the accountant.
Participate in Program Implementation team meetings
Work closely with proposal development team to develop budgets / cost applications for new program proposals.
Prepare reports for grants related activities as necessary and any other information as required by the supervisor.
Liaise with the M&E Coordinator as well as the sub partner technical contact to ensure disbursement of funds based on adequate technical reporting

Qualifications, Skills and Experience:
The candidate should possess a finance-related degree i.e. B.Com or BBA or its equivalent from a well recognized University/institution.
Experience in handling donor funds preferably CDC or USAID and knowledge of their financial regulations
Experience with performance based granting is strongly preferred
Experience in grants management  and financial operations systems is essential
At least four years working experience in Accounting work preferably in an NGO with Sub partners
Principles of Accounting and Auditing




Knowledge of national taxation policies and regulations
Good Interpersonal and communication skills.
Computer skills with hands on experience using various Accounting packages and Microsoft Windows
Attention to detail.
High levels of integrity.
Ability to meet tight deadlines.
