Duties and Responsibilities:
Risk Management:
• Lead the process of identifying, assessing and managing risks through the implementation of ACF risk management policies and consistent application of ACF and donor procedures;
• Assess risks and relevance of ACF security protocols; propose modification of Standard Operation Procedures (SOPs) based on updated assessments of risks and changing conditions.
• Assist the FIN-CO in enforcing finance and accounting procedures for a sound and transparent use of financial resources.
• Provide regular internal financial audits to the field bases and Kampala office for early detection of deviation from standard procedures; under the mandate of the CD, carry out ad hoc investigations.
• Ensure that staff grievance mechanisms are homogeneously in place throughout the mission, ensuring a facilitated accessibility by staff of any level and location.
• Be the focal person for proposing to the HR department, improvement of grievance procedures.
• Be focal person for the dissemination and consistent application of ACF risk management policies on whistle blowing, workplace harassment, conflict of interest, child protection etc. - Assist the LOG-CO in identifying weaknesses of procurement and logistic processes, assess risks of frauds and propose corrective measures to ensure that a coordinated and transparent use of resources is always in place.




Organisation’s quality & Accountability:
• Lead the strengthening of ACF capacity to ensure general organization quality and accountability in order to maximize the impact of its humanitarian and development programs;
• Advise the CD on designing and implementing appropriate systems and processes in order to mitigate the effects of controllable risks in the implementation of programs and operations.
• Under the mandate of the CD, conduct independent investigations to unveil the occurrence of frauds, find out genuine facts, prepare factual reports and be responsible for the follow-up on recommendations.
• In collaboration with finance, HR and logistics departments, facilitate formal refresher / training sessions and provide on-going coaching of staff on risk management, code of conduct, ACF principles and linkage between program accountability and quality.
Projects Monitoring Evaluation and Learning:
• Assist program managers, M&E officers and the program department in measuring the progresses and achievements of projects (in assessment, design, monitoring and evaluation) against set objectives;
• Provide trainings to staff of projects and partners on monitoring and reporting through on job training, coaching and organized sessions.
• Provide guidance and back-up to PMs and M&E officers in designing simple and adapted M&E plans for each project to ensure that information is continuously available to identify areas for improvement.
• Assist the PMs and the M&E officers in developing data collection and database systems that capture the required information based on the relevant indicators and determine the appropriate timeframe for implementation of project evaluations.

Qualifications, Skills and Experience:
• The applicant should possess a Master degree in humanitarian affairs, international development or other social / developmental sciences.
• The job holder should possess three years of proven experience in the Monitoring, Evaluation and Accountability of humanitarian programs.
• Demonstrated knowledge of international humanitarian context and standards.
• Fluency in English (both written and spoken skills).
• Strong qualitative and quantitative data skills (SPSS, Sphinx, Excel);
• Familiarity with Management Information Systems (Databases).
• Capacity to take decisions and choose priorities independently and to arrive at results consistently and independently.
