Job Summary:
The Learning & Adaptation Specialist (L&A Specialist) for QED Group will work on the five-year Monitoring, Evaluation and Learning (Learning Contract) project in conjunction with USAID/Uganda. This project is the organizational program support vehicle through which USAID/Uganda will pursue realizing its development objectives within the complicated and shifting Ugandan development context. The purpose of the Learning Contract is to provide monitoring, evaluation and learning support services and build capacity of USAID/Uganda to implement USAID’s Collaborating, Learning, and Adapting methodology to strengthen the implementation of USAID/Uganda’s Country Development Cooperation Strategy and enhance USAID’s organizational effectiveness. The Component 2 Specialist – Learning & Adaptation Specialist (L&A Specialist) will report to and support the KM/OL Advisor in ensuring the successful provision of knowledge management (KM) and organizational learning (OL) services to USAID/Uganda. The primary responsibility of the L&A Specialist is to implement learning and adaptation activities under Component 2: Improved Learning & Adaptation.
Key Duties and Responsibilities:
Participates in the implementation of Component 2: Improved Learning & Adapation;
Assists with the USAID/Uganda organizational and learning assessment (OLA), including OLA launch, documentation and development of a roadmap of learning solutions;
Assists with the development and application of approaches for enhancing organizational collaboration, learning and adaptation (CLA), including organizing and facilitating knowledge-sharing and learning events such as Knowledge Cafes, an Adaptive Management Gala, After Action Reviews, and Knowledge, Sharing and Learning in the AM events (KSLams);
Assists with the development and updating of a Learning Agenda for USAID/Uganda, including establishment of learning goals, rolling assessments and strategic review sessions;
Assists with the creation and management of the learning Opportunities Fund, innovation challenges for USAID implementing partners, and an M&E internship program with Makerere University;
Assists with the creation and management of Advisory Councils, including development of an Advisory Council Plan and organization and facilitation of advisory council meetings;
Assists the DCOP with outreach and engagement with the private sector, Government of Uganda and other donors, as required;
Assists in the drafting, editing, and implementation of annual work-plans and other internal tools as required;
Other tasks as required and agreed upon.
Qualifications, Skills and Experience:
The applicant should possess at least five (5) years of progressively-responsible experience in knowledge management and organizational learning for USAID and/or other donor-funded development programs.
Ugandan citizenship required;
Experience with event planning and facilitation, strategic planning, and grants or scholarship management required;
Ability to build positive working relationships with USAID and other U.S. government agencies, implementing partners and stakeholders in Uganda;
Positive track record of quality work and deliverables;
Good understanding with web 2.0 and social media tools desired;
Excellent organizational, writing and communications skills;
Fluency in English required, knowledge of Swahili, Luganda and/or other local languages is an advantage.
