Background
Habitat for Humanity Uganda (HFHU), affiliated to Habitat
for Humanity International (HFHI), is a Christian nonprofit
organization dedicated to the cause of eliminating
poverty housing.
Habitat for Humanity Uganda is seeking for the services
of a consultant to conduct a Feasibility Study to assess
the viability of a Housing Microfinance intervention
amongst the Low Income Earners in the Slums of 2
selected Divisions of Kampala City.
2. Consultant for INTERNAL CONTROL SERVICES
HFH Uganda is looking for a qualified and experienced
local internal/control Consultant to work with the country
team in undertaking a routine review of the internal
controls of its country programme operations on a semiannual
basis. The function will inform Management and
support governance in regard to Board decisions.



2.0 Purpose
• Carry out periodical independent appraisal of
the effectiveness of the policies, procedures and
standards by which HFHU’s financial, physical and
information resources are managed.
• Add value by facilitating the business risk analysis/
management process and carrying out value for
money reviews.
3.0 Reports to:
The Board Chairman through the Finance & Audit
Committee and to the National Director.
4.0 Responsibilities
i. Mission and Stewardship-Assess whether the
Mission, Vision, Goals and Policies of HFHU are
followed and to ensure good Stewardship of Habitat
for Humanity Uganda’s resources.
ii. Business Risk Assessment – data management,
human resources, programming issues, emergency
plans.
iii. Operational Reviews of Branches- Conduct regular
operational reviews of Habitat for Humanity Uganda
branches.
iv. Internal Control / Operational Review of National
Office-Conduct two operational reviews for the
National Office each year to identify internal control
deficiencies.
v. Audit Follow-up-Monitor and follow up agreed upon
actions in response to external and internal audits.
vi. Periodic Portfolio Quality Checks -Carry out bi-annual
programme assessments.
vii. Monitoring and Controls-Review and verify the
authenticity of documents of accountability.
viii. Fraud- Provide support to HFHU’s anti-fraud policies.
Requirement:
Qualifications/Requirements of the Consultant: The Consultant should have proven qualifications and experience in conducting feasibility studies in the housing finance/microfinance market and/or slum upgrading and producing quality reports, have strong interpersonal skills to engage with stakeholders and clients. Specifically, the Consultant will demonstrate: • University or higher degree in Social Sciences, International Development, Finance, Urban Development or related fields. • At least ten years of professional experience in conducting feasibility studies or market research. • Proven experience in applying quantitative and qualitative research and analysis methods • Experience in urban development or slum upgrading. • Experience in housing finance, microfinance or banking. • Experience in coordinating collaboration of stakeholders, consultants and other parties. • Proven ability in data collection, analysis and in writing high quality and practical reports. • Excellent communication skills and understanding of local contexts; • Ability to meet deadlines. • Computer literate in MS Office (Word, Excel, Outlook).
