Pharmacist Job - Mildmay Uganda

About Mildmay:
Mildmay Uganda is an HIV/AIDS treatment and training centre also providing Health Systems Strengthening to scale up comprehensive HIV/AIDS Services in 16 districts of Central Uganda. It is situated on Entebbe Road, Lweza, south of Kampala, Uganda.

Job Summary: The Pharmacist will give technical oversight as a specialist for the provision of Pharmaceutical Services on behalf of Mildmay Uganda; to ensure improved quality and reliable service delivery to clients and communities served by Mildmay Uganda so as to contribute to the achievement of its strategic objectives.

Key Duties and Responsibilities:
1. To build capacity of Mildmay pharmacy staff on-site and district health workers based on training needs so as to improve performance in pharmaceutical logistics services and supply chain management. Including, but not limited to:
Working in liaison with Pharmacy coordinator ensure that the national and MUg Standards and Procedures in pharmaceutical logistics and supply management are in place and adequately followed
Develop a mentorship plan and carry out regular on job mentorships of MUg pharmacy teams as part of support for continuous professional development in line with the organisational strategic aims
Participate and give regular CMEs and updates in IDT, other staff development fora in line with HR and directorate goals for continuous skills enhancement and development of staff
Ensure that the pharmacy team engage in HR skills development activities, participate in IDT/Journal clubs and other CME activities to promote staff professional



Participate in Health systems strengthening capacity assessment exercises to assess pharmacy service delivery gaps in health facilities and other health provider organisations so as to plan for appropriate interventions
Participate in capacity assessment of pharmacy staff and other health workers to identify training needs and make plans for mentorship to address gaps in pharmacy practice
Working in liaison with Training and Clinical teams train and coach pharmacy staff and other health workers on relevant topics to strengthen human resource capacity
Participate in development of guidelines, tools and SOPs as the need may be for rationalization and harmonized management of drug logistics activities
Participate in the development and review of logistics management information systems
(LMIS) in the districts to enhance compliance and dissemination of information
To participate in and give technical support to the HSS-Supply Chain Officer in the provision of technical support supervision activities in HSS projects so as to support the functionalisation of drug supply systems in newly accredited health facilities and capacity building of facility health workers in areas of good pharmacy practice
Carry out problem analysis and prioritization for identified critical gaps to inform decision-making
Suggest intervention strategies and measures that provide a platform for management of the identified gaps
Working with pharmacy coordinator, liaise with national medical warehouses ( MAUL, NMS & JMS) to conduct joint support supervision monitoring on supply chain activities in districts to exploit synergies, improve compliance and conformity to set standards
Liaise with Regional managers and other HSS team staff for HSS projects to offer technical guidance on pharmacy issues and up dates with in the routine operations of the projects to
ensure that medical logistics issues are inclusively and properly monitored in the project implementation towards the overall success of the project
To participate in accurate documentation of HSS project activities in the pharmacy department so as to give timely feedback for organisational project progress monitoring, documentation of success stories and utilisation of feedback for performance review within the pharmacy teams
2. To give technical oversight for pharmaceutical services provision ensuring that MUg has an effective Medicines logistics and supply management function so as to provide quality and safe drug treatments to patients for better health and treatment outcomes.:
To have technical oversight of implementation of pharmacy activities including pharmacy inventory management and quality assurance, working in liaison with Pharmacy coordinator and supervisors including implementation to ensure safe, reliable and quality medicines provision to MUg clients and in its supported sites
To give technical guidance on handling of difficult pharmaceutical and logistics management issues to support quality services provision to MUg staff teams including HSS teams
To actively participate in dispensing and inventory management in the department as part of team working, mentoring and execution of departmental activities
Contribute to planning, development, review and integration of logistics business processes for ordering and reporting so as to ensure timely availability and access to affordable medicines and medical supplies by clients.
To give technical oversight in the development of policies, manuals and procedures that guide decision making and implementation of pharmacy function at Mildmay Uganda
Give technical input for equipment maintenance companies with regard to agreed maintenance schedules to ensure that equipment management and repair policies are adhered to for proper storage environment for medicines and vaccines
Keep abreast with up to date information on pharmacy practices, so as to continually inform the organisation on changing policy environment ensuring that MUg is aligned to national policies, kept relevant and to support expansion of MUg ‘s medicines logistics and supply chain management profile
To ensure that the ‘Family-Centered’ model of care is maintained in all forms of pharmacy services given to the clients and targeted communities in line with the MUg strategic objectives
3. To contribute to the total quality management system in health care and ensure that the quality policy and objectives in pharmacy practice are met by focusing on positive changes in existing system and processes so as to improve performance :
Ensure that a total quality management philosophy is instilled in the team by emphasizing quality, safety and competitiveness of products and services to protect safety and health of clients
To be a Technical Lead to guide the pharmacy team to translate the quality policies into good pharmacy practice and meet the desired quality objectives as part of the MUg directorate quality assurance function
Take lead and carry out metrology (science of measurement)activities focused on providing confidence that quality standards are conformed to
To take lead and ensure that the pharmacy function carries out quality improvement projects to continually improve the quality and efficiencies in the pharmacy services provision
To support Compliance with regular inspections and quality audits to ensure conformity with national and MUg standards, guidelines and regulations
To support quality practices for consistent and regular documentation, accountability, data control, process control and control of non conformity
Carry our regular inspections and quality audits to ensure compliance with national and
MUg standards, guidelines and regulations
Carry out preventive and corrective quality improvement actions to address unintended and undesirable results so as to meet public health standards
4. To actively participate and support the functionality (working) of pharmacy teams to proficiently deliver an integrated and quality PCT health service for MUg clients and supported communities to improve their health outcomes:
To contribute to the development and execution of the organizational strategic plan
To contribute to the planning and implementation of departmental team activities
To participate in contribution towards the achievement of effective teams to deliver quality clinical care; ensure collegial working with other co- specialists
To actively participate in team activities including Inter Disciplinary Team (IDT), mortality audits, Quality Improvement, Clinical directorate and staff meetings
To promote cohesive team working , ensuring that all Mug staff are treated with respect and high standards of professionalism
Ensure compliance to the following: consistent and regular documentation, accountability, data control, process control and control of non conformity to cohesive team working
To undertake personal and engage in organizational skills development activities so as to enhance own skills as a contribution to the pharmacy teams proficiency
To provide and communicate regularly to the Director Medical services and Pharmacy coordinator personal plans for work schedules and activity plans to support the smooth coordination of the team operations
To comply with HR time management regulations so as to demonstrate contribution to team working and performance management
Qualifications,
The candidate should possess Bachelor of pharmacy from a recognised university
A Masters related to pharmaceutical/ pharmaceutical logistics management
Must be registered with the Pharmaceutical Society of Uganda (PSU)

Skills and Experience:
Three or more years in pharmaceutical services ( and at least 1 year of specialist level (Msc Pharm)
Knowledge and experience in drug Logistics and supply chain management, HIV health systems strengthening programming
Research experience Good communication and interpersonal skills
Proficiency in various MS office packages and working knowledge of English and local language(s) are crucial.
Hard working, trust-worthy, and holding the highest levels of integrity and confidentiality.
Must be flexible, reliable, able to work under pressure; and in sympathy with the Christian values of Mildmay Uganda.
Evidence of a non-judgemental approach regarding race, religion, culture, sexuality and lifestyle is critical.
