Background:
Due to a number of upcoming funding opportunities, Malaria Consortium anticipates scaling up its work in malaria and child health over the coming year and is looking to strengthen its team in a number of technical and programme management areas.
Job Summary: The Technical Advisor will be a key member of this team, providing malaria specific programmatic guidance to Malaria Consortium and its partners.
Key Duties
Provide technical expertise at the State level to the National Malaria Control Programme
(NMCP) as it relates to all issues on capacity building for the management of malaria control
Review the literature for new developments, promoting best practices, policies and emerging issues in malaria
Provide technical support for capacity building on malaria technical areas including training of personnel at NCMP and other health facilities within the State;
Attend coordination meetings and workshops, and participate in relevant training events, sharing lessons learned with the project team
Formulate recommendations for the projects responses to new developments and emerging issues and share with Malaria Consortium, NMCP and other project partners
Work with Malaria Consortium global technical staff and the technical officers in country offices to enhance linkages between malaria and other development-related activities
Facilitate exchanges between Malaria Consortium countries in order to share experiences, materials and capabilities, including best practices and lessons learned in malaria prevention and control
Qualifications,
The candidate should possess a master’s degree in public health or related health discipline required
Significant experience in malaria and/or public health, with experience in health programme design, implementation, coordination and management in developing countries, preferably in Africa
Strong programme management and policy analysis skills including programme monitoring and evaluation, budgeting, strategy development and ability to work effectively with partners and stakeholders.
Ability to provide vision and input to strategy development at country and global level
Skills and Experience:
Experience collaborating with Ministries of Health and/or NMCPs in Africa on the implementation of technically sound public health programmes, including malaria control prevention and treatment interventions
Demonstrated technical leadership, policy experience, and problem solving skills working on and providing expert oversight of complex projects
Prior experience working on USAID funded programme(s)
Experience in technical analysis and writing, with proven ability to produce research protocols, journal articles, publishable manuscripts, technical briefs, etc.
Excellent planning, budgeting and communicating skills are required for this position
Strong analytical ability
Project management and planning skills
Able to delegate efficiently and technically support teams with no direct line management responsibility over them
Excellent personal and time management skills
Experience working in Uganda
