Job Summary: The Programme Coordinator – Small Towns will take lead in managing the development and implementation of all our small towns-Wide WASH Plans in all WaterAid targeted districts. You will ensure that the outcomes of our small towns work are integrated into WAU’s bigger influencing picture.



The incumbent will play a significant role in supporting the Government of Uganda, through the districts where WaterAid works, to create small town support programmes within the relevant government institution that is able to delivery WASH services at scale.

This will entail improving capacity for planning, implementation, collaboration and coordination of WASH networking activities and stakeholders at the Local Town Council Authority level, including ministries and departments, municipal authorities, utilities, NGO’s, Civil Society Organizations and other special interest groups.

 Responsibilities:
Steer the development and implementation of WAU’s Small Towns strategy in line with the CSP and WaterAid’s Global Small Town Guidelines etc. Actively support the town council authorities to develop and implement town-wide water and sanitation plans to scale up WASH coverage in target districts.
Actively Facilitate development of suitable approaches to ensure sustainable water, sanitation and hygiene services to small towns’ communities. This will involve providing sound technical and institutional advice to WaterAid and its partners in relation to effective delivery of water, sanitation and hygiene services to the poor and vulnerable groups in target communities
Technically support urban authorities in the design of, and adherence to, physical development plans (town master plans) that take into consideration issues of faecal sludge management, solid waste management and water supply.
Support and advise WaterAid partners in the preparation of coherent, prioritized and realistic annual and quarterly plans for their water, sanitation and hygiene activities based on the Situation Analysis of the towns in concerned districts and in line with the District’s Development Plans (DDP’s) and their town master plans.
Support the partners to develop transparent, decentralized, planning and implementation processes that are inclusive of, and responsive to, the demands of communities within the small town settlements alongside district development plans.
Actively monitor the implementation of the partners’ annual and quarterly plans and report on progress towards agreed objectives and that partners prepare and submit high quality financial and progress reports in a complete and timely fashion.
Support the partners (through the provision of information, advice and appropriate training) to develop and apply an implementation methodology that is consistent with the WaterAid’s programmatic approach.
Facilitate verification of beneficiaries and ensure that data on beneficiaries are disaggregated accordingly.
Actively contribute to research and influencing activities conducted by WAU alongside  WA’s Global research themes on Waste Management, Sustainable sanitation, Sector financing IWRM, water and poverty, sustainability, Working with Decentralised Government etc

 Skills and Experience:
The ideal WaterAid candidate must hold a Bachelor’s Degree in Development Studies; Social Sciences, Urban Development; and/or Water Engineering.
Five or more years’ proven experience in conducting Water Engineering, coordination with local town council authorities and utilities and application of market-based solutions for water and sanitation promotion especially within the urban or small town setup with exposure to community based related issues.
Extensive knowledge and understanding of population dynamics and data analysis for planning and resource allocation
Prior training in M&E is an added advantage
Active participation in studies and research on poverty and its impact on social development or experience of capacity building of NGO development partner organizations specifically in urban development and town planning
Extensive knowledge of entrepreneurial approaches and market based services provision
Excellent interpersonal and leadership skills with commitment to WaterAid’s values and working styles.
Good skills in presentation, documentation and information management.
Commitment to addressing issues of Equity & Inclusion and pro poor approaches.
Good networking, facilitation and co-ordination skills.
Knowledge of Project Management in relation to the areas of water, sanitation and hygiene specifically for the Uganda Sector.
Significant experience in participatory project planning, implementing, monitoring and evaluation and participatory approaches such as social marketing.
Excellent computer knowledge of packages like Excel, MS Word and Access, SPSS and MS Projects.
Good report writing skills, including experience in producing proposals, reports, and other informational documents.
