Programme Officer - Diakonia


Job title: Programme Officer

Diakonia is a Swedish development organization working together with local partners for a sustainable change for the most vulnerable people of the world. In Uganda, Diakonia works mainly in the North Eastern Karamoja region, focusing on improving the living standards of the most vulnerable people. Diakonia also has strategic relations with civil society organizations in the capital Kampala, and in other parts of Northern and North Eastern Uganda.

Responsible for: Field based support to partner organizations, in
monitoring and evaluation and other organizational development
issues
2. OVERALL PURPOSE OF THE JOB
To facilitate the technical development of the capacities of Diakonia
partners who are based in Karamoja and or/ Northern Uganda.
3. DUTIES AND RESPONSIBILITIES
a. Make and ensure the implementation of programme activity
plans
b. Make reports to the Senior Program officer on monthly, half
annual and annual basis and make appropriate
recommendations on the programme’s progress and further
development.
c. Provide and/or coordinate technical support in Diakonia’s
thematic areas, on a general level, to partner organizations,
but more specifically towards the enhancement of their
planning, documentation, monitoring and evaluation skills
and practices.
d. Conduct regular monitoring and occasional evaluations of
partner organisations
e. Assess proposals, work plans, and reports from partner
organisations and recommend action
f. Co-ordinate partner consultation meetings for the purpose
of information sharing and learning;
g. Make terms of reference for consultants and other capacity
building providers and liaise with consultants and manage the quality of their work, in consultation with other program
staff.
h. Perform general administration and financial procedures of
the programme, key of which will be ensuring that the
program handling system is constantly updated
i. Liaise with Finance and Administration staff in regard to
programme budgets and expenses
j. Co-operate with like-minded organisations and stakeholders
and participate in field based co-ordination meetings
k. Perform all other tasks in relation to the project as delegated
by the Country representative and Senior Programme officer.
4. BASIC QUALIFICATIONS TRAINING AND EXPERIENCE
a. Educational and professional Qualifications
i. A bachelor’s degree in the humanities, education,
development studies or any other relevant field.
ii. Additional training in project planning and
management, rights based programming, monitoring
and evaluation, communication and organizational
development are key requisites for the job.
b. Experience:
i. A minimum of three years program management
experience in a busy multicultural Non Governmental
human rights organisation.
ii. Experience working with rights based and conflict
sensitive programming and providing technical support
to local NGOs in programme/project management is
necessary.
