Division & Project Overview

The URC Quality & Performance Institute (QPI) is a division of URC which serves as an organizing force to bring together best practices, staff experience, partnerships, and documentation on improving health care at URC. The USAID Applying Science to Strengthen and Improve Systems ( ASSIST) Project is URC's flagship project in quality improvement.

ASSIST is managed by URC's Quality and Performance Institute, (QPI), which has implemented quality improvement and operations research programs in health care since 1981 and continues to be at the cutting edge of health care improvement work in countries around the world.

Roles and Responsibilities:

URC is seeking a dynamic and qualified individual to fill the position of Senior Quality Improvement (QI) Advisor – Institutionalization at the Kampala Uganda office on a one year renewable contract to provide technical and other support at policy level, leadingto institutionalization ofquality improvement in the Ministry of Health (MOH) and the Ministry of Gender, Labor and Social Development (MoGLSD).

Enable and steer the national level drive to:

Build Quality Improvement (QI) competencies of senior MoH and MoGLSD officials
Ensure QI approach is embedded into all activities across all departments in the MoH and Orphans and Vulnerable Children (OVC) in the MoGLSD.
Integrate QI into policies, guidelines and other government guiding documents in the MoH and MoGLSD
Advocate for Quality Improvement (QI) in meetings and other activities at the highest levels in the MoH and MoGLSD
Prioritize QI activities in the MoH and MoGLSD, including allocation of time and finances to QI activities

Minimum Qualifications:
Required Experience & Qualifications
Advanced degree in public health and / or social sciences
Five or more years' experience in a senior government position
Experience in Quality Improvement approaches.

Desired Experience & Qualifications

Proficient in relevant computer applications and databases.
Strong analytical, oral and written communication skills.
