The  Uganda  Human   Rights   Commission  is  an  Institution  established  under  the  Provisions  of   Articles  51{1}  of   the  Constitution   of   the  Republic   of   Uganda,                 
Its  legal   mandate,   functions  and  powers   are  also   enshrined  in  the  UHRC  Act
Of    1997.   The  main   function   of   the   Commission   is  to  protect  and   promote
Human   Rights,   Civic   Obligations,  Constitutionalism   and  respect  for  the  rule  of
 Law.   The  Commission   would  like  to  strengthen   its   human  resources   capacity
By   recruiting  dynamic  and  self  motivated  individuals   to  complement   its  current 
Staff   in  the  implementation  of  its  mandate  as a  National  Human  Rights  institution.

Reports to             Secretary to the commission

Main purpose of the job
The transport officer will be part of the administrative team and will take care of direct activities related to routing and tracking of commission vehicles, their maintenance and mentoring the drivers and maintaining the vehicles
Competencies required
  • A degree in mechanical engineering, transportation, logistics, Administration, management or other related fields. A combination of relevant academic qualifications and extensive experience in transport operation may be accepted
  • Hold a valid national driving license
  • Demonstrate ability to manage diverse transport operation
  • Etiquettes and people management skills
  • Fair knowledge of MS office software
  • Ability to solve problems, take initiative and plan the task
  • Flexibility with time to work extra hours is highly required
  • Experienced candidates will be preferred
  • Ability to work in a team with highly people orientatation is a must


Duties and responsibilities
  • Plan manage and organize the work of driving staff to ensure that the work is accomplished in a manner consistent with commission requirements
  • Develop criteria, application instruction, procedural manuals, and contracts for the transportation programs
  • Read and interpret maps and driving directions to plan the most efficient route service for the commission
  • To supervise and control the driving staff for the specified routes
  • Coordinate the schedule for major or periodic vehicle maintenance with management and staff to minimize service interruption
  • Responsible for the road safety   programs. Develops and maintain active road accident prevention programs.
  • Ensure good behavior and discipline by the commission drivers
  • Must manage and guide the driving staff to prevent accidents, especially in heavy traffic or bad weather
  • Monitor spending to ensure that expenses are consistent with approved budgets
  • Direct and coordinate activities of the transport office in order to obtain use of equipments, facilities and human resources
  •  Coordinate with the finance department for the issue of finance for refueling and maintenance of vehicles under supervision
  • Coordinate the individual yearly work plans for drivers and procedures detailed performance assessments and evaluation for them as required
  • Ensure that the commission vehicles are used in accordance with the government of Uganda rules and regulations and that vehicles usage data is correctly recorded
  • Liase with other commission directorates in providing transport support to the operational activities of the commission

 The  successful   candidates  will  be  appointed   for  a five - year  contract  and  is  subject    to   a  six  months  probationary  period.
