ICT OFFICER - MINISTRY OF HEALTH

1.This request for Expressions of Interest follows the General Procurement Notice for this project that appeared on-line in UN Development Business on 2nd March 2011.

2. The Government of the Republic of Uganda has received financing from the International Development Association (IDA) toward the cost of the East African Public Health Laboratories Networking Project.

3. The specific objectives of the project are contributes to attainment of Health Sector Strategic Plan (HSSP) II objectives, and establishing a network of efficient, high quality, accessible public health laboratories for the diagnosis and surveillance of Tuberculosis (TB), and other communicable diseases.

4. The Government now wishes to engage the services of suitably qualified candidate to fill the vacant post under the East African Public Health Laboratory Networking Project as detailed below:


4.2 Duty Station: Ministry of Health Uganda. Must be willing and ready to work anywhere in Uganda, especially upcountry.

4.3 Specific responsibilities of the ICT Officer will include:

i. Implement and maintain the network infrastructure/administration including performing technology needs analysis for the satellite laboratories and Project Secretariat in order to advise on changes in ICT technology.

ii. Manage the provision of all computing services within the Project and satellite laboratories including service specification, user support and training, purchasing and evaluation, installation, expert advice, development and maintenance.

iii. To train the satellite laboratory users and provide support for proper use and access of networked resources and services.

iv. Support development and implementation of computerized laboratory information systems.

v. Serve as the webmaster for the Uganda web pages for the project.

vi. Serve as the Ugandan focal point for the regional ICT group of the project.

vii. Resolve technical problems with hardware, software and telecommunications which could negatively impact staff performance.

viii. Advise the project in relation to the development and maintenance of information systems including databases, spreadsheets, emails and internet applications required for reporting the project performance working closely with the e-Health experts of the Ministry of Health especially Lab information management system.

ix. Ensure provision and maintenance of all office equipment, supplies, fittings and services and all relevant software licenses and permissions.

x. Ensure currency of and compliance with data protection regulations for the project activities.

xi. Perform any other task relevant to the project assigned by the Project Coordinator or M & E Officer.

4.4 Qualification/Certification:

i. University degree, in Science, Computer Science/IT, Health Informatics or any other related field is preferred.

ii. Specialized training in web management, health informatics and database design is an added advantage.

4.5 Experience:

i. At least two (2) years experience in IT systems management and hands-on expertise with Servers, Wired and Wireless Networking equipment VSATs, WANs, LANs, virtualized environments running VMware and web technologies and content management systems with particular emphasis on Drupal, Typo3 and Joomla.

ii. Experience in MySQL, SQL Server database systems. Hands-on experience with operating laboratory information systems is desirable.

4.6 Skills:

i. Training and/or experience in utilizing computers, including word processing, spreadsheet and other standard software packages and systems.

ii. Good communication skills, verbal and written, in English.

4.7 Deliverables:

i. Detailed outline documenting the project ICT system.

ii. Quarterly Project progress report on provision of ICT support services to the satellite laboratories

iii. Monthly update the Uganda web pages on project activities.

iv. Annual ICT plan and draft Budget.

4.8 Reporting:

The ICT Officer will report and work under the overall supervision of the Monitoring and Evaluation Officer.
