About ARC:
The American Refugee Committee (ARC) International is an International nonprofit, nonsectarian organization that provides humanitarian assistance and training to millions of beneficiaries around the world. ARC Uganda invites applications from qualified persons for the LIMS Development Specialist for a partnership program between ARC and UNHCR in the refugee settlements.

Key Duties and Responsibilities:
Intuitively study thoroughly the Baseline study reports pertaining to implementing partner's livelihood projects in the refugee settlements and incorporate the Baseline Indicator values into the LIMS.
Develop livelihood related software systems appropriate to the modern and effective tracking of the livelihood projects keeping in mind the study of IT networking and others issues (e.g. power, institutional capacity).
The systems will need to be assessed in a networked (office, internal server) and off-line (regular download) mode
The system will have provision of capturing data by CUT OFF DATA approach ( i.e. opening balance), data at regular intervals (i.e. monthly progress) as well as cumulative data for any period (e.g cumulative for a few months)



Design database needs to be structured intelligently and appropriately to ensure ease of entry, quality management, access control, processing, visualization and reporting.
Assign relevant security arrangements in line with the Information Management System ( e.g. data backup, security, access level, viruses, among others.
Responsible for data validation. Data checks, inbuilt process checks, inbuilt study materials for the operators
Study reports should include tables, maps, photographs and descriptions/comment with comparison of current status to Baseline Values and be in easy to understand layouts to facilitate status reporting including outputs and impact status as well as decision-making
Orient key personnel of UNHCR and it's operating and implementing partners with the developed LIMS software on how to use it.
Send timely final report on overall activities.

Qualifications,
The ideal candidate for this vacancy must hold a Masters in Information Technology or equivalent training

Skills and Experience:
At least five years’ hands-on experience related to MIS software development, particularly livelihood related programs
Willingness to do considerable in country traveling
Possess excellent interpersonal skills and ability to work with teams
Extensive knowledge and understanding of computer software and hardware more so proficiency in implementing enterprise applications like Information Management Systems.
