NU-HITES (Northern Uganda Health Integration to Improve Services) is a USAID funded project in northern Uganda to improve access to / regular use of basic health services and requires intensive monitoring and evaluation at many levels with many stakeholders.

This position reports to the Sub Regional Project Coordinator and the incumbent will be a member of the Finance and Operations team. She/he will serve as the project’s contact person between NU-HITES and the district in the issuance of funds, monitoring and ensuring proper accountability in the respective sub-region. S/he will provide innovative ways to ensure timely processing of funds required for NU-HITEs activities in the districts and timely provision of accountability by the districts of the monies received. It is a full-time position based in Lira/Gulu/Kitgum for a five-year term, with frequent travel to districts throughout sub region.
Dimensions of Role:
Member of the Finance and Operations Team of the NU-HITES project.
Together with the NU-HITES team will be responsible for designing, implementing and monitoring the NU-HITES Compliance and activities to achieve project targets under the five key areas of focus related to health service delivery i.e. increased availability of health services, increased accessibility to services, improved quality of services, creating enabling environments for health care delivery, and improving health-seeking behavior and practices.
Highlight support to activity managers and districts to ensure payments are made for activities implemented by districts with financial support from NU-HITES
Typical Responsibilities - Key End Results of Position:
Overseeing, the monitoring and implementation of the compliance practices in line with PLAN, USAID guidelines for all district related funding from NU-HITES
Responsible for payments during NU-HITES district supported activities and ensuring proper accountabilities are received for all funds advanced.
Carry out financial monitoring visits to strengthen Financial Management of NU-HITES supported activities by district stakeholders
Follow up on all requests, budgets and accountabilities from the different district partners and forward to the finance department on time.
Where delegated, participate in district Planning Meetings and District Financial Capacity Building activities
Any other duties and responsibilities in line with objectives of the PLAN Uganda.

Qualifications /Skills/Experience:
Bachelor’s degree in B.Com, BBA, or related fields
2 years relevant experience working with USAID or similar donor funded Projects
Professional training on or experience with related field would be an added advantage
Knowledge and experience of working in the socio-economic and political context of northern Uganda
At least 2 years’ experience in district performance based funding projects
Demonstrable abilities in planning and coordination
Good communication, negotiation and mobilisation skills
Excellent communication skills, both in written English and in face-to-face presentations
