NU-HITES (Northern Uganda Health Integration to Improve Services) is a USAID funded project in northern Uganda to improve access to / regular use of basic health services and requires intensive monitoring and evaluation at many levels with many stakeholders.

This position reports to the Sub-Regional Project Coordinator and the successful candidate will be a member of the Sub-Region-based technical team and will specifically be responsible for coordinating planning, implementation and monitoring of comprehensive HIV health services at sub-regional level. It is a full-time position based in Gulu for a five-year term, with frequent travel to districts through the Northern Region of Uganda.
Dimensions of Role:
Member of the Sub-Regional Technical Team of the NU-HITES project reporting to the Sub-Regional Project Coordinator.
Supports the Sub-regional Coordinator in designing, implementation and monitoring of facility and community-level TB and HIV prevention, care, and treatment activities to achieve project targets under the five key areas of focus related to health service delivery i.e. increased availability of health services, increased accessibility to services, improved quality of services, creating enabling environments for health care delivery, and improving health-seeking behavior and practices.
Supports the Sub-regional coordinator to ensure effective delivery of the project in compliance with USAID rules and regulations, Plan policies and procedures as well as the national and other relevant international policies and guidelines.
Key End Results of Position:
Participate in designing, implementation and monitoring of comprehensive HIV/AIDS services so as to contribute to achievement of project targets.
Provides technical support to the district health teams and CSO partners during annual work-plan development,especially in regard to TB and HIV prevention, care, treatment
Represent NU-HITES project in the TB and HIV technical working groups in the project supported districts.
Contributes to NU-HITES periodic reports by coordinating and consolidatingdistrict reports on TB and HIV prevention, care, treatment service programs according to defined reporting schedules
Coordinates regular technical support, mentorship and supervision for implementing districts to ensure quality and efficient implementation of HIV/TB prevention, care, treatment services.
Participates in periodic technical review and planning meetings with project stakeholders, especially in regard to TB and HIV prevention, care, and treatment service.
Identify and document best practices in TB and HIV prevention (including PMTCT), care and treatment.
Work closely with other members of the health service delivery team and implementing partners to ensure effective integration of TB and HIV services.
Ensure that Plan’s child protection policy and guidelines are adhered to throughout project implementation.
Qualifications /Skills/Experience:
A Medical Doctor. A MPH or Masters degree in other clinical disciplines is added advantage.
Additional training in TB/HIV prevention, care and treatment
At least 5 years of professional experience working in HIV/AIDS prevention, care & treatment programs in public and/or private sector.
Practical experience in working with district and community health systems including Village Health Teams (VHT) and HIV/AIDS peer support networks.
Experience in HIV capacity building for health facility and community health delivery teams.
Willingness to work in Northern Uganda and travel 60% of the time in field.
Good working knowledge of Microsoft office programs including MS Excel, MS Word and MS Power Point.
