Finance Officer (FO) Independent Development Fund

The Independent Development Fund is a Ugandan non- political, non- governmental, not for profit grant mechanism, providing support to civil society organizations to promote human rights, access to justice and social accountability in Uganda. We seek to recruit a qualified individual to fill the position of Finance Officer.

2.0 MAIN PURPOSE OF THE JOB
To carry out the routine accounting function, prepare, produce periodic financial reports including financial analysis for the organisation.
Processing IDF accounts, including Grantees and ascertain that all financial transactions are accurate and properly documented and posted on IDF software system and that accounting reports are run in a timely manner in compliance with established procedures,
Check the accuracy of quarterly financial report of IDF grantees,
Prepare checklist for follow-up of grantees financial report status,

3.0 KEY RESPONSIBILITIES
3.1. General Duties
Prepare monthly accounts report for IDF
Maintain records of financial documents.
Prepare payroll and arrange payment of salaries to staff.
Maintains the fixed assets register.
Participates in mid-year and annual stock counts and spot checks
Participates in the annual external audit
Daily postings in accounting system
Follow up of all tax issues and other statutory obligations
3.2 Monitoring
Check the grantees financial performance is in adherence to IDF’s policy in general and to the financial provisions of the respective project agreements,
Reconcile IDF accounts with grantees’ accounts on a monthly basis
Prepare checklist for follow-up of grantees financial report status
Assist with annual external audit.
Analyse Vehicles fuel consumption on a monthly basis
Assist in quarterly Financial monitoring of IDF grantees
3.3 Technical Support
Contribute actively in the development of mechanisms which ensure that operations of IDF are implemented in cost effective manner,
Support grantees in specific tasks such as setting up financial systems, carrying out end of project procedures, tax and statutory obligations, etc.
3.4 Reporting
Submit quarterly reconciliation statements of IDF grantees and update Management on the status of individual grantees financial position on a regular basis
Prepare monthly bank reconciliation statements of IDF
Produce budget vs actual expenditure report on a quarterly basis
Assists FAM in preparing quarterly and annual reports.
3.5 Person Specifications
Experience:
At least three year’s (3) hands-on all round experience working in an
accounts office, preferably an NGO operating nationwide.
Experience in financial monitoring of grantees would be an added advantage.
Additional Skills:
- Good Microsoft Office skills
- Exposure to one or more computerised accounting packages, experience in using Sage Pastel would be an added advantage.
- Some knowledge of not for profit organisations and small
companies statutory reporting requirements will be a bonus
- Ability to work unsupervised and develop the job
