Advocacy and Accountability Specialist – Based in Lira
Plan International Inc. in Uganda was awarded a 5-year Cooperative Agreement under the Northern Uganda-Health Integration to Enhance Services (NU-HITES) project to continue providing technical assistance and capacity building support for Northern Uganda in Malaria, AIDS and Tuberculosis, integrate additional support in Maternal, Neonatal and Child Health (MNCH), Family Planning (FP) and nutrition; while prioritizing the strengthening of district-level health facilities. Under the NU-HITES project, Plan Uganda would like to recruit a competent candidate for the position of Community Advocacy and Accountability based in Lira.
Reporting to the Director of Health Services, the incumbent will be a member of the health services delivery team, serve as the project’s expert on Community Advocacy and Accountability for the NU-HITES program. S/he will provide technical and strategic support in strengthening community participation and ownership of health services in Northern Uganda.
Specific Responsibilities:
Coordinating the community advocacy and accountability activities in the NU-HITES supported districts;
The position holder will inform and educate community members about services offered, their entitlements and solicit opinions about accessibility, responsiveness and quality of services;
Assist communities become aware of their health rights and available health services to be able to actively participate in advocating for better health services;
Disseminate adequate health information to communities to enable them act upon entitlements and determine quality of health services;
Support the engagement of the marginalized and vulnerable people in demanding for quality health services and realization of rights;
Work with duty bearers to ensure responsiveness and actions are taken to address health delivery concerns raised by citizens;
Work with CSOs (NGOs, CBOs, Private Not For Profit, Private-for-Profit) to initiate health services delivery to marginalized and vulnerable people;
Work with CSOs in strengthening their capacity to advocate for issues affecting health services and delivery and to raise sensitive issues affecting marginalized people and promote a voice in health service delivery;
Work in a professional manner and maintain good relationships with CSOs, Communities and health structures.
Perform other duties as required by the Health Services Delivery Director and other supervisors
Qualifications /Skills/ Experience:
Bachelor degree (Master’s preferred) in Development, Social Sciences, Public Health or related fields
Professional training on or experience with Advocacy related field
Knowledge of the socio-economic and political context in northern Uganda
Familiar with current effective practices in Advocacy and Accountability, especially with qualitative tools
At least 3 years’ experience in community advocacy and accountability of health (preferably USAID funded) projects
Demonstrable abilities in planning and coordination
Ability to lead and motivate people to work in teams
Excellent communication skills, both in written English and in face-to-face presentations
Computers skills - MS Office, Internet, database and data analysis software
