Job Summary: In line with this growth, and drawing on over 15 years of experience supporting youth-led development, Restless Development Uganda is preparing to embark on the second phase of its ambitious, five year national strategy. To support this exciting agenda we are seeking a talented and committed individual to support the Monitoring and Evaluation Coordinator to ensure the efficient monitoring, reporting and evaluation of all programmes. The Monitoring and Evaluation Coordinator will lead in the design and implementation of the reporting framework and monitoring systems ensuring that all internal and donor commitments are met.

Key Duties

·         Develop appropriate M&E systems, indicators and tools for decision making within Restless Development Uganda

·         Oversee of implementation of M&E systems and tools across Restless Development

·         Disseminate monitoring and evaluation data and reports internally and externally

·         Line manage unit staff and build the capacity of staff and peer educators in M&E
Financial Planning & Management

·         Develop appropriate M&E systems, indicators and tools for decision making within Restless Development Uganda



·         Review and refine Restless Development Uganda log frame, systems and tools to ensure programmes are being monitored and evaluated effectively, efficiently and in line with national strategies and donor requirements

·         Remain up-to-date with national and international best-practice in monitoring and evaluation, particularly with regard to national strategic plans

·         Share ideas and best practice with other Restless Development Country Programmes, particularly developing Restless Development’s ability to track programme impact in line with international best practice for Programme Quality

·         Manage internal evaluation of other issues within Restless Development Uganda e.g. assessing issues such as programme cost effectiveness, volunteer safety and effectiveness of the information systems

·         Assess current status of roll-out of management for impact (MFI) within Restless Development Uganda and identify plans for improvement

·         Oversee of implementation of M&E systems and tools across Restless Development

·         Ensure monitoring and evaluation systems and tools, data collection, entry, cleaning and storage are appropriately implemented by Restless Development staff and volunteers

·         Ensure monitoring and evaluation data is analysed to an appropriate standard and that results of analysis inform programme decision making

·         Coordinate implementation of larger and general M&E projects (such as baseline and end-line surveys) as well as other research projects contributing to evaluation of Restless Development Uganda’s programme impact (e.g. comparative surveys,
sustainability of programme interventions over time, effectiveness of phase out approach)

·         Coordinate and analyse impact evaluation data to a donor-presentable standard

·         Disseminate monitoring and evaluation data and reports internally and externally

·         Ensure appropriate internal communication and feedback systems are in place and functioning so that M&E informs programme planning and implementation

·         Ensure high quality and timely preparation of M&E data for reports to donors, partners, Restless Development International and all Restless Development Country Programmes such as the annual, quarterly and monthly reports (focusing largely on high-level, strategic impact)

·         Ensure that research conducted is analysed to expected quality standards and reports compiled timely and disseminated for sharing and learning

·         Contribute to the preparation of marketing materials and fundraising proposals

·         Present and disseminate monitoring and evaluation findings to appropriate stakeholders, including governments, bi-laterals, UN agencies and other partners

·         Line manage unit staff and build the capacity of staff and peer educators in M&E

·         Ensure that all programme staff, peer educators and temporary staff (interns/field researchers) have the capacity to conduct fieldwork, coordinate output monitoring tools, analyse basic monitoring data and present findings

·         Plan, lead and evaluate regular M&E training workshops to build the capacity of Restless Development Uganda staff in use of M&E data for programme development

·         Plan, lead and evaluate M&E training workshops for partner organisations and/or other Restless Development Country Programmes as requested

·         Financial Planning & Management

·         Adhere to Restless Development Uganda financial policies in all aspects of work
Managing activity budgets for M&E unit activities such as volunteer debrief and trainings

·         Provide accurate narrative reports of funds spent to allow prompt reporting

·         Other duties as required such as representing Restless Development at meetings and during field visits

·         Occasionally working on weekends and holidays for which time off in lieu can be taken.

Qualifications, Skills & Experience:

·         University degree in relevant field of study (e.g. development, social science, health promotion), Masters preferred

·         At least two years’ experience in relevant field (M&E, International Development, programme quality, SRH, livelihoods, working with young people)

·         At least 2 years of experience working in monitoring and evaluation, including design of systems and tools, data analysis and report writing

·         At least two years of management experience

·         Demonstrated ability to lead both high-level strategic and hands-on operational work

·         A clear understanding of contemporary development issues and trends in M&E in the field of international development

·         Fluency in English with exceptional written and verbal communication skills

·         Excellent IT, including relevant M&E packages (EpiInfo, SPSS etc)

·         A strong personal commitment to the values, aims and methods of Restless Development

·         Excellent organisational skills and methodological approach to financial management

·         Ability to travel regularly to rural areas and spend nights if necessary

·         Ability to analyse problems and make sound operational decisions

·         Demonstrated experience, finances and/or administrative systems

·         A understanding of contemporary development issues particularly of Peace Building, Sexual Reproductive Health, Livelihoods, and Youth Inclusion

·         Experience working in a youthful, multicultural environment

·         Experience as a volunteer with Restless Development or other organization

·         Individual must be results orientated, highly self-motivated and have demonstrated analytical skills.
